The first prototype developed is an electric power wheelchair which cost is one third of the commercially available ones and is capable of both manual and autonomous operation. Manual operation relies on a joystick and is intended for people that, in spite of their disability, are well capable of maneuvering the wheelchair. Autonomous operation relies on a mobile robotics inspired computer vision system to navigate through corridors, halls, indoors/outdoors, among other structured environments and is indented for the severely impaired, such as the tetraplegics. Usually there are connecting trains in the timetable, especially in up to date periodic timetables and thus incoming delays might indicate the necessity of introducing a delay with connecting outgoing trains. A hierarchical fuzzy rule base is applied in order to determine the optimal outgoing delay, taking also usual restrictions into consideration. Moreover, the diversity of Internet applications complicates the deployment of charging schemes in converged networks. Charging requires the collection of accounting information of resource usage, a process that consumes system resources that are needed for service delivery. Flat rate charging is popular on the Internet; it is associated with best-effort transport of traffic. Through QoS provisioning, operators can differentiate the treatment of different applications, to meet application requirements and diverse user preferences. Usage and QoS based charging is used with QoS provisioning schemes. Scalable accounting for multimedia service provisioning requires management planning to utilize simpler accounting mechanisms that cater for the QoS levels, data volumes and duration of usage. In this paper we explore mechanisms for achieving scalable charging for IP based multimedia communications. The work highlights the use of translators to compensate intended area not adequately covered by the dedicated spectrum and specified antennas whose radiation patterns match the irregular geophysical terrain between the transmitter and the scattered receivers within the state. The management of the frequency spectrum utilized by Ondo State Television to cover the irregular terrain of Ondo State is used as a case study. The study involved field strength measurement of the television reception at various randomly selected locations within the state to enhance frequency spectrum management that will ensure an optimum utilization of the dedicated spectrum within the irregular environment. A monopole antenna, which is integrated with a high electron mobility transistor (HEMT), demonstrates stable oscillations at a frequency of around 5.8 GHz within a 10 % bandwidth of 580 MHz (from 5.58 to 6.16 GHz). The active antenna has dimensions of 9 mm × 8 mm × 1.3 mm. The use of dual-polarized antennas theoretically double the number of virtual antennas used in the system. On the other hand, the correlation effects and the cross-polar discrimination (XPD) deteriorates the system performance. In our work, we consider these effects and present performance analysis of a 2 × 2 system with dual-polarized antennas for both STBC and SM cases. We also present simulation results for both multi-antenna signalling techniques together with hybrid approaches under various XPD and correlation scenarios. Incompatibilities can be classified by how different implementations handle issues related to packaging, behaviour, security and presentation.
