The main groups of actors influencing the development of socio-economic systems are identified: markets, bureaucracy, and associations.\u0000It is proved that each subsystem of the socio-economic system has formed its own institutions, which act as coordinators of the behavior of subjects within it. It is emphasized that the corrective influence on the socio-economic system to give it a progressive vector of development occurs through the transformation of these institutions through the use of three operating systems: coercion (rights), material incentives (restrictions), and persuasion.\u0000It is noted that, despite the importance of legal and economic methods of regulation, the greatest potential in terms of progressive socio-economic development has mechanisms for the formation of values, because they contribute to the individual's awareness of the positive and negative consequences of their own actions. In 2015, Ukraine began to actively implement a number of reforms. One of the significant reforms that changed the administrative division of the country was the decentralization reform, which embodies the formation of new territorial associations – united territorial communities. One of the forms of decentralization reform is budgetary (financial) decentralization. The goal of financial decentralization is the formation of independent, independent territorial communities taking into account their natural and labor resources, geographical location, social status, needs and internal capabilities. The article examines the issue of the effectiveness of the use of budget funds on the example of territorial communities of the Poltava region. Five criteria of economic assessment of the use of budget funds were applied to assess the efficiency. According to the results of the calculations, it was found that the reform is effective because most of the indicators have a tendency to improve, however, the share of communities that reach all five criteria to the reference level is quite small. However, the communities to date have not fully used their potential and are currently falling out of favor with sustainable development strategies for the future, therefore, in the coming years, provided that external threats are overcome, it is possible to observe an improvement in the effectiveness of budget decentralization that achieve all five criteria to the reference level is quite small. Today, it is possible to observe significant changes in the share of budget implementation by territorial communities of Poltava region. The level of own income is increasing, the level of subsidies is gradually decreasing, albeit at a small pace. However, indicators of expenditures on economic activity remain quite low. Based on the results of the calculations, it was found that out of 60 studied communities, 20% have negative indicators of efficiency, 40% have average indicators, and the other 40% have high indicators. {"title":"SOCIO-ECONOMIC COMPONENT ANALYSIS OF UKRAINE'S HUMAN POTENTIAL","authors":"V. Number of general scientific and special research methods were used during the research: the method of abstraction, analysis and synthesis, induction and deduction, graphic-analytical method, system analysis. The author considered the following criteria: population dynamics, unemployment rate (total, by sex, by age group and by region), gender gap in unemployment, part of young people who do not work, do not study and do not acquire professional skills (NEET generation), level employment (overall, by sex, by age groups and regions), gender gap in employment, part of self-employed and employed in the informal economy sector. On the basis of the research carried out by the author, it was found that the labor market of Ukraine is characterized by a demographic decline, which is also predicted during the next decades, a decrease in the number of economically active population; the dynamics of the level of unemployment in Ukraine is multidirectional, which in recent years was a consequence of the atypical nature of the COVID-19 pandemic; in the age structure of unemployment in Ukraine, there is a significant predominance of persons aged 15-24; in the gender structure of unemployment up to and including 2020, a significant male predominance was observed; the gender gap in unemployment is decreasing; part of young people aged 15-24 who do not work, do not study and do not acquire professional skills decreases at a slight rate; since 2019, the employment rate has a steady downward trend in all age groups, except for 50-59 years; the gender structure of employment shows a significant male predominance; the gender gap in employment is quite large; part of self-employed and employed in the informal sector of the economy has remained almost unchanged in recent years. Since 2018, the number of vacancies on the labor market has tended to decrease, while the number of unemployed has tended to increase. The researcher implemented a survey research with the use of a close-ended questionnaire. A convenience sample of 105 employees working in shipping companies in Greece was gathered to answer the research aims. According to the results of the study, most of the companies in which the respondents work were founded more than six years ago. For the most part, companies choose flags of countries with the lowest possible taxation. In relation to the strategy of the companies, most of them evaluate the satisfaction of their customers. Also most companies take care to immediately repair the damage / accidents and work with specific suppliers. Most companies also apply supplier evaluation procedures. The analysis also revealed that companies use environmental protection procedures and have a budget for training costs. They also apply an evaluation of the integrity of the training for all employees, but also an evaluation of the degree of organization of the company. Many of the companies use good working conditions (e.g. new ships), pay and education / training as an incentive to attract seafarers. In addition, the companies under study, as a strategy for their development, place great emphasis on crew training. Most companies also consider formal communication, business goals and financial goals, as well as informal communication, to be quite important. Finally, in almost all companies, formal control systems are used by senior management to gather information about the tasks they want to focus on, and managers maintain control in areas that do not require special attention of senior managers.","PeriodicalId":115496,"journal":{"name":"International Humanitarian University Herald. High attention to the interpretation of the concept of business reputation of the enterprise is explained by the fact that with less and less price and quality differentiation of products and services, business reputation is one of its most valuable assets and a factor in increasing attractiveness to all stakeholders. Consumers, for example, maintain stable relationships with reputable companies, and therefore they are more successful in occupying promising markets. The best experts in the field seek long-term cooperation with companies with a good reputation. Authorities provide more loyal conditions for business development and, accordingly, favorable conditions for the implementation of its development strategy, and the public is loyal to mistakes and omissions in business management. Contractors seek to work with a company that has a good reputation, which in turn opens up access to the business to obtain the highest quality professional partner services. A positive business reputation is a powerful resource in crisis situations and allows the company to more easily, in a shorter time and probably at a lower cost to deal with the crisis, thanks to the high confidence of stakeholders in this company. In turn, business in recent years is increasingly feeling the need to build its reputation, and therefore is beginning to pay more attention to their own image in the eyes of target audiences. Business reputation is an important tool for building a positive relationship between the company and its target audience, as the basis of reputation is based on reliable information that is constantly produced by the company and its customers, competitors and partners. It is determined that the formation of the development of domestic enterprises is an important direction of the state. Methodical approaches to determining the development of construction companies are formed on the basis of areas and features of its assess - ment, the use of appropriate methods and models. The purpose of the study is to determine areas for assessing the development of construction companies. The objectives of the study are: characteristics of areas for assessing the development of construction companies; development of a model for assessing the development of construc - tion companies; determination of practical aspects of development of construction enterprises. The directions of an estimation of development of the construction enterprises are defined: formation of information and analyti - cal maintenance concerning formation and use of money resources of the construction enterprises, definition of features of their activity; application of a generalizing model for determining the integrated indicator of development of construction enterprises; assessment of the coefficient, which takes into account the peculiarities of the functioning of construction companies using the method of expert assessments; determination of the integrated indicator of development of construction enterprises; interpretation of the obtained results. Creation of information and analytical support for the formation and use of cash of construction companies is carried out on the basis of forms of financial reporting, in particular the statement of cash flows at the beginning and end of the reporting period. The practical aspects of the assessment of corporate social responsibility of construction enterprises are formed.
