The benefits and risks of attracting stakeholders to meet the objectives of the program to strengthen the regional socio-economic security are identified. It is justified that the implementation of these risks has a negative impact on the program objectives fulfillment to strengthen the regional socio-economic security. Consequences of implementing the risks of attracting stakeholders to solve problems under the program to strengthen the regional socio-economic security are explained. Doing business has been complicated by waves of numerous economic crises, the political situation in the east of the country since 2014, and since 2020 – the global crisis caused by the pandemic.In Ukraine, SMEs are an important part of the economy, as they create new working places and make a significant contribution to the country's gross domestic product. That is why its development is one of the main priorities of the Government of Ukraine, which is enshrined in the Association Agreement between Ukraine and the European Union.However, not only external factors influence the development of entrepreneurship. World and domestic practice show that a necessary condition for the successful development of small and medium enterprises is state and regional support. The priority of state participation in the development of the business sector is to create favorable legal and socio-economic conditions for effective development and expanded reproduction. In the EU, much attention has been paid to the development of small and medium-sized businesses since the last century. Since then, each member state has its own strategy, active government support in the areas of finance, taxation and regulation, and a highly developed culture of entrepreneurial awareness. That is why it is necessary to pay considerable attention to the study of foreign business development practices. This article analyzes and compares the main indicators of small and medium enterprises in Ukraine and some European countries. The main problematic points that entrepreneurs face are highlighted. The main obstacles have been identified and compared with EU countries, such as Germany, Italy, France, and those whose economic development is closer to Ukrainian indicators. The advantages and disadvantages of taking current measures for the development of small and medium enterprises in Ukraine and abroad are considered. The quality of higher education in the study is considered from different positions – the quality of educational activity, the quality of the educational process, the quality of the specialist. More attention is paid to educational activities. The effectiveness of educational activity is determined by the ratio of effects in value terms to the costs of measures that lead to a change in the quality of educational activity. Several models of quality management of educational activities are considered. Preference is given to European standards and recommendations of the internal quality assurance of education in universities, where a significant role is given to the policy and procedures of quality assurance of monitoring and periodic evaluation of programs and qualifications, assessment of students' knowledge level, guarantee of the competence of teaching staff, educational resources, information system. It is proposed to implement the concept of adaptive management of educational activity as a targeted, preventive change in the external environment, influence on the factors determining the quality of educational activity within the limits of state and European standards. The basic classification feature of the construction of the management system, which determines the appearance of the system itself and its potential capabilities. The method of organization of the management circuit is chosen. Adaptive systems are aimed at combating uncertainty by obtaining additional information about the state of the object and its interaction with the environment in the process of management with the corresponding restructuring of the system structure and changing its parameters when operating conditions deviate from a priori known ones.","PeriodicalId":115496,"journal":{"name":"International Humanitarian University Herald. To achieve this goal, the following tasks were set and solved: to generalize theoretical developments and practical approaches to evaluating the effectiveness of tourism enterprises at the regional and national levels; substantiate the methodological basis and choice of econometric tools for modelling the evaluation of the effectiveness of tourism enterprises, taking into account the available statistical base; to develop an econometric model for evaluating the effectiveness of tourism enterprises that would allow determining a system of indicators for assessing the impact of the effectiveness of tourism enterprises on the economic development of territories; to develop recommendations for the application of the author's model in the substantiation and management decisions in the process of forming the foundations of regional and national economic policy. \u0000The author's approach to assessing the impact of tourism enterprises on the processes of economic development of the regions is proposed in the article. In the process of econometric modelling, the method of analysis of canonical correlations was used, which allowed obtaining an analytical view of empirical relationships of sets of performance indicators of tourism enterprises and indicators of economic development of regions, which, in turn, allows to obtain a formalized interaction of tourism enterprises and region. to obtain a realistic estimate of the contribution of tourism enterprises to GRP generation.\u0000The canonical analysis of the interaction of indicators reflecting the economic performance of tourism enterprises in the regions of Ukraine and indicators of economic development of the regions showed that the most priority areas of tourism enterprises in the regions of Ukraine that contribute to the development of regions, territories and increase employment are revenues from tourism services in the form of sale of tourist vouchers to citizens of Ukraine abroad for the purpose of specialized tourism, leisure, recreation and children's tourism.\u0000The growth of the share of tourist services both in the structure of gross regional product and in the structure of consumption in the world should stimulate domestic tourist enterprises to work towards increasing those indicators of tourist activity that would increase their profitability and competitiveness in the distribution of tourist flows. with the state, national tourist facilities and tourist infrastructure, especially in regions with sufficient tourist potential and low level of its use, to ensure a high level of quality of tourist services in accordance with international standards, to develop tourist activities within Ukraine.","PeriodicalId":115496,"journal":{"name":"International Humanitarian University Herald.
