Yeung","doi":"10.52123/1994-2370-2022-743","DOIUrl":"https://doi.org/10.52123/1994-2370-2022-743","url":null,"abstract":"In this article, the author seeks to examine the economic development in Kazakhstan through the lens of his prior research about the Middle East and East/Southeast Asia. This article has a two-fold objective. Firstly, it will reflect on the wider economic reform plans in the country and considers if those fit into some existing economic theories on growth. Secondly, it will use two specific reforms as put forward by the “100 Concrete Steps” as examples of further reflection, namely establishing the Astana International Financial Center and tackling corruption. In this research, the author will employ mainly a comparative method but also supplemented by other methods such as historical approach, induction reasoning and use of pre-existing empirical evidence. In its comparison, the article will consider the experiences of other financial centers which have transplanted common law such as the Dubai International Financial Center and the lessons of Hong Kong and Singapore in successfully tackling corruption. The doctrinal framework of Norwegian policy will put Arctic strategy at the forefront. It has been established that Norway owns the systemic regulation of the legal issues of the Arctic region among the Scandinavian countries, serving at the same time as a kind of model for working out mechanisms to defend interests at the regional and international levels. At the same time, it is Norway that owns an innovative approach to the development of hydrocarbons in the Arctic, to the development of a green economy, which are based on environmental protection, the introduction of science-intensive technologies, incl. alternative energy sources. The doctrinal basis of Norwegian policy towards the Arctic region is characterized by specific directions, where the priority is mainly international cooperation, business development, knowledge development, infrastructure, environmental protection and emergency preparedness. The conceptual basis of Norway's doctrines in the field of Arctic region policy consists of the integration of knowledge, science and business, with the aim of sustainable development of the Arctic. In the doctrinal basis of Norway, security issues and the military-political strategy in relation to the Arctic region play an important role. These issues are regulated by such international relations as NORDAC (Nordic Armaments Cooperation), NATO and the maintenance of bilateral relations and partnership with Russia. The article reflects a specific case of a geopolitical challenge as a military conflict between Ukraine and Russia, the position and consequences for Kazakhstan. Relying on the idea of neo-Eurasianism since the formation of our country and, accordingly, the priority tasks of the concept of foreign policy, Kazakhstan invariably continues to move along the path of a multi-vector policy. Experts and analysts actively criticized and supported the multi-vector policy in making foreign policy decisions. It is worth noting that the principles formed over 30 years in the country's foreign policy give fruitful results and solutions, but there are difficulties in the foreign economic sphere, while having a huge arsenal for stable implementation, but since our country is an integral part of the system of international relations, any challenge in the international arena affects both our country and all countries of the world. Russia and the United States began to cooperate in space exploration at the very beginning of their manned programs, because it was space that turned out to be a very practical area of interaction, far from general political problems. Since both states are susceptible to certain encroachments on their positions in space explorations, outer space is a domain where the concerns of Russia and the United States mirror each other. At the same time, both parties are quite strongly interdependent on each other in this area. The participation of both states is necessary to ensure one of the most high-priority and expensive projects in astronautics - the International Space Station (ISS). However, the ISS is scheduled to be decommissioned in 2031 and no real replacement exists yet (with only the planning stage underway). According to researchers, this is not enough to maintain peaceful relations in space between Russia and the United States.
