Currently, income inequality in ex-communist countries is, on average, higher than in the rest of Europe. Eastern European governments should thus enact reforms to increase income redistribution, such as more progressive income taxation and employment-conditional low-wage subsidies. Wealth or inheritance taxes should be considered in the Baltic countries as they are among the most wealth-unequal states in Europe. Attractive destinations have high-quality universities, large returns to skills, and migration policies that allow students to work after completing their studies. A large fraction of international students return home, especially when the home economy is booming, returns to skills are high, and wages are based on individual productivity. Several policy options may further improve the benefits of international student migration, including harmonizing qualifications across countries and increasing both visa and labor market openness. Mickiewicz","doi":"10.15185/izawol.494","DOIUrl":"https://doi.org/10.15185/izawol.494","url":null,"abstract":"It is entirely justifiable to ask whether the post-communist transition, which began in 1989 in Central and Eastern Europe and Central Asia, can be considered to be over. Perhaps equally important is to understand the impact and perception of reforms implemented since then. Interestingly, reform success seems to weaken societal support for future reform. In contrast, experiencing the consequences of reform reversals (corruption, inequality of opportunity) appears to strengthen support for reforms. A key takeaway is that new waves of economic reforms should aim not only at high GDP growth but also at eradicating corruption and cronyism, strengthening the rule of law, and strengthening social mobility. At initial arrival many immigrants—especially those from disadvantaged home countries—face difficulties in obtaining jobs at higherpaying firms. As they remain in the country longer some immigrants are able to climb the career ladder to highpay firms, with most of the gains for highly educated immigrants from disadvantaged home countries. Policies that favor labor market mobility by removing search frictions, promoting language skills, or acquiring additional education in the home country could help assimilation. Though employment recovery in the US was faster for immigrants than native workers, future shocks may again affect immigrants more severely. Though it is difficult to pinpoint specific policy responses to such events, two possible options include enhanced focus on immigrants’ language proficiency, and greater consideration as to how policy responses will impact different groups. However, this simplistic view belies massive change. The educational attainment of the workforce has dramatically improved, pension reforms have stimulated the participation of older workers, and the employment rate has increased despite the 2009 and 2020 recessions. Women have also closed the gender gap in terms of unemployment, though men still enjoy higher wages. Looking ahead, policymakers must decide how to tackle persistent inequality, long-term unemployment, structural changes in low-income work, and the risk of a less employable generation in the wake of the education failures during the Covid-19 crisis. These insights challenge misconceived notions that refugees contribute little to the resettlement country’s economy. With provisions of assistance in the initial resettlement process of refugees such as psychological counselling and language training and broader policies to remove systemic barriers, refugee children may achieve earning trajectories similar to non-refugee children in the long term. Research indicates participation leads to a greater likelihood of becoming a supervisor during adulthood, though it is unclear if this is indeed due to development of social skills, nor which activities best develop these skills. Policymakers should include support for youth extracurricular activities as part of their education and workforce development plans. Employers can also help by increasing sponsorship of these activities and providing incentives for employees to volunteer.
