High cost and low flexibility is limited and criticized. As a new environmental policy, voluntary environmental management is adopted by from developed countries to developing countries. Clean production is one of voluntary environmental management tools. It can better solve both resource shortage and environmental pollution difficulties. Clean production technology is quasi-public goods with positive externality. Such product provided by voluntary non-profit organization is the lowest cost of institutional arrangements. Results: the results of Grey relational analysis display the relative development of Chinese Medicine (including national medicine) industry in central china area. Then, analyze the results of Grey relation and propose suggestions for relational departments. As a result it has very high requirement to the performance and security of the laser driver. Based on the hardware circuit of the great power semiconductor laser driver which has been completed, we focus on theoretic analysis for export circuit using the Protel99SE simulator. The paper researches on experimental method to the main unit circuit, and proposes the experimental method which differs from hardware experiment. By using vector auto regression (VAR) model and impulse response function, adopting the quarterly data from 1996 to 2010, this article analyses the industrial restructuring effect of monetary policy from two aspects. First, it shows that China's monetary Policy has indeed an obvious industrial effect among three-industries. Second, from a new perspective, the effects are also different between domestic demand and export. In the paper, in order to eliminate existing TFP estimated endogenous variables; it uses “LP” method of treatment. Empirical findings within industry agglomeration on business efficiency have a significant positive effect; vertically related industries also overflow on Efficiency significant role in promoting.
