However, the appropriate response to these challenges depends on the stage of involvement in international markets, i.e., whether the firm is just entering international markets, is aggressively expanding its international presence or attempting to rationalize far-flung operations. It is even more difficult in international business, with multiple currencies, trade barriers, additional cost considerations, and longer distribution channels. Based on a review of corporate best practices, this article proposes a set of decision rules and processes for international price setting. From the outside it may appear that governments in these countries have cemented a new set of rules governing economic behavior within their borders. Yet the authors have found that these countries are likely to see the emergence or resurgence of smuggling and contraband distribution in response to trade liberalization. In order to survive under trade liberalization, smugglers will rely on cost savings associated with the circumventing of legal import channels. In addition they may employ violence to bolster a diminished competitive advantage and may seek new illegal sources, both local and international, for the consumer products they distribute. But in Indonesia, the combination of late development and an authoritarian state has created a particularly potent mix, one that has raised more questions than usual about the effects of growth, trade, and investment on labor conditions and local standards of living. The basic motives of foreign direct investment (FDI) are said to create a pattern that is inherently ripe for exploitation, since the capital, technology and market access all rest with the foreign investor. The author uses the Indonesian case to explore factors that might reduce exploitation. Predictions are that over $6 trillion in privatization assets will be sold over the next 20 years.<sup>1</sup> And while the academic debate continues, practitioners continue to garner lessons on how to overcome both technical and political obstacles to implementing privatization transactions. The emerging lessons indicate that it is possible to achieve considerable efficiency and welfare gains from privatization. The real challenges are in finding creative mechanisms for overcoming the political impediments to privatization. The author analyzes the shift in focus from whether efficiency gains are possible with privatization to how to distribute the benefits. It calls for a fundamental paradigm shift away from linear corporate assumptions and concepts, which sought to push as much down the system as possible. The author offers a “reverse customer logic” and language, which begin with end user customers and then asks who does what, when, where, and how, to achieve what, when.
