Urgently taking action and doing everything possible to overcome the drought and strive for a bumper autumn harvest is an extremely urgent combat task facing the people of our province. Since mid-June, it has rained in our province several times but it has not rained very evenly. It has not rained in many places during the past 1/2 year and more. By the end of July, autumn crops on 37.35 million mu of land have been affected by the drought, accounting for more than 1/3 of the total area of the autumn crops. The drought has greatly harmed the growth of autumn crops. If we do not act now the drought will seriously affect the autumn harvest. Mobilizing the masses to urgently go into action to overcome the drought and strive for a bumper autumn harvest is a major task which has a bearing on the livelihood of both the urban and rural people of our province and on the further development of the excellent situation. Therefore, party committees at all levels must pay attention to this, concentrate the forces to grasp it firmly and well, and not lower their guard. The party members, cadres, and masses must carry forward the spirit of fighting continuously and struggling hard, make full use of all water conservancy projects and antidrought machinery and tools, try their best to find new water resources, and use water reasonably and sparingly. All walks of life and trades must do everything possible to vigorously support the struggle against the drought and do well in supplying the oil and electricity needed for agricultural machinery and help to repair machinery and tools. We all must contribute toward the effort to achieve a bumper autumn harvest.
","PeriodicalId":84546,"journal":{"name":"Daily report. It aims at eliminating separated families, checking if residence registration corresponds to the actual residence and making sure that people have correctly registered their residence. It has been stipulated that the management system over residence registration must be strengthened so as to pave the way for the nationwide census to be conducted in 1982. In this interview, he expressed concern for qualified public health workers and his determination to improve the health of the people, especially those of minority nationalities. He urged local party and government organizations to lend support to medical personnel to enable them to improve the backwardness of the province's public health work. He has worked hard in researching and popularizing traditional Tibetan medical science. \"Comrade (Ban-Ma-Ban-Zhen) recently addressed the issue of whether the people of minority nationalities should practice planned parenthood and how they should do it. This issue has the approval of some provincial-level leading comrades. He held: Planned parenthood among people of minority nationalities will be conducive to the long-term development of their health conditions and the completion of the 4 modernizations in regions inhabited by people of minority nationalities. If planned parenthood is not practiced, a big national population explosion, which occurred in the past 20 years, will reoccur.\"
","PeriodicalId":84546,"journal":{"name":"Daily report. The supplement includes a number of areas. With regard to marriage age it says no marriage shall be contracted before the man has reached 20 years of age and the woman 18. Both these figures are 2 years earlier than the national age specified by the national law. Legal marriage registration must not be replaced by religious ceremonies. With regard to Moslems, those who want religious wedding ceremonies can do so only after obtaining their marriage certificates. Freedom of marriage of widows is protected against any interference under any pretext. Marriage between Hui people and other nationalities, of their own free will, must not be interfered with. The nationality of any children shall be decided by the parents and children may reexamine the decision themselves when they grow up. {"title":"[Guangdong official on planned parenthood rumors].","authors":"","doi":"","DOIUrl":"","url":null,"abstract":"

Certain rumors have been rife in some parts of Guangdong with regard to the planned parenthood policies. As a result a few of the masses have harbored doubts about the policy of the Central Committee and State Council on advocating that each couple has only 1 child. This has affected the launching of planned parenthood work. A station reporter has therefore visited a responsible person of the provincial People's Government's planned parenthood office. The responsible person pointed out: At present there is all kinds of talk in some places. Some people say that it was wrong to advocate that a couple have only 1 child. Some say that theentral Committee and State Council have advocated having 2 children. Some have even said that the Central Committee has issued a document stipulating that those who have taken out single-child certificates can have a 2nd child as long as they surrender all their premiums, and so on and so forth. There is no basis at all for these notions. There is no change in the party and state policy that a couple should have only 1 child. The current population policy of the party and state is: universal advocation of having only 1 child, strict control over the birth of a 2nd, and resolute prohibition of the birth of a 3rd. If certain of the masses encounter actual difficulties that need to be taken care of in accordance with the policies on controlling the birth of a 2nd child, they can be allowed to have a 2nd child. For instance, if the 1st child is deformed and cannot grow into a normal laborer, the couple will be allowed to have a 2nd child. However, only a very few people encounter these actual difficulties. The responsible person said: For a couple to have only 1 child is the best method of solving China's present special population problem.
","PeriodicalId":84546,"journal":{"name":"Daily report. The conference was called to help implement China's birth control policy with stress on the rural areas. The goal is to limit the country's population to 1200 million by the turn of the century. The Ministry of Public Health has issued regulations on dispensing of the various methods of contraception, the conference said. Health workers are instructed to popularize all methods and increase their proficiency. At the conference, proposals were raised on how to spread knowledge of birth control, promote research, production and supply of contraceptive drugs and devices and introduce safe and simple methods and highly-efficient contraceptive pills. The Shanghai Liberation Daily reported today that Gu Xuezhong started his career by finding an abortionist for a young girl he had made pregnant without getting married. Encouraged by his success, he then joined a former convict and an abortionist to mount an operation on a larger scale. 20 unmarried young women resorted to their service, paying an average of 200 yuan (130 dollars) as well as giving many gifts. The Chinese authorities strongly advise against sex relations outside the scope of marriage. Although abortion is theoretically available free of charge, young unmarried girls are still frequently the target of various rough jokes from hospital staff in charge of carrying out abortions, not counting the social reprimand a pregnancy not sanctioned by marriage incurs. The newspaper said it was Shanghai public security officials who had decided to hand down the sentence of 3 years of \"re-education through labor.\" Re-education through labor is always done in a labor camp.
