In the past year, CCP and CYL members and the broad masses of people in our province have actively responded to the CCP Central Committee's call--1 child/couple. Over 1.7 million couples of childbearing age have applied for only-child certificates. Our province has scored great achievements in planned parenthood work. However, we must realize that new situations and new questions have arisen in planned parenthood work. 1st, the peak period of population growth in our province is from the late 1950s to the 1960s. Children born in this period are now entering the childbearing age. There soon will be a new peak population growth period. 2nd, because of the enactment of the new marriage law, the number of those married in the first 1/2 of this year doubled that of previous years. Responsibility systems in rural areas have pomoted development of productive forces. This is very good, but this has also stimulated population growth because people mistakenly think that more children mean more labor forces and more income. They begin to think of having more chidlren--especially sons. Some localities have lost control of population growth. The birth rate in rural areas has begun to climb quickly. If no measures are adopted immediately, our province's population will swell enormously. All the achievements scored in the 1970s will probably be spoiled, and we likely will again commit a historical error. As far as our province is concerned, planned parenthood is imperative. In 1949, our province's per capita farmland was 3 mu. At the end of 1980, it was only 1.49 mu. {"title":"[Ministry of Justice issues circular on sanctions against people who sabotage birth control plans by removing women's intrauterine contraceptive devices].","authors":"","doi":"","DOIUrl":"","url":null,"abstract":"The relevant document recently issued by the Ministry of Justice pointed out that to protect women's lives and health and to facilitate birth control, severe punishments should be meted out in accordance with the relevant provisions of the criminal law to those who are guilty of the wicked practice of removing women's intrauterine contraceptive devices to defraud money and belongings, bringing about serious consequences as a result. Recently, the Ministry of Justice received a letter from the birth control office in Fuling Prefecture, Sichuan Province, reporting repeated instances in the prefecture of some people sabotaging the birth control plan by illegally removing women's intrauterine contraceptive devices to defraud the women of their money and belongings, and some women had even died as a result. The letter appealed to the judicial organs to ban these activities. In its document in answer to the letter, the Ministry of Justice pointed out, that out of greed for pecuniary and material gains, some people illicitly made iron wire hooks to remove women's intrauterine contraceptive devices, and serious consequences and even deaths have occurred. These activites have not only seriously sabotaged the birth control plan, but also constituted criminal offenses of fraud, unpremeditated injury, and manslaughter in violation of the criminal law. It called on the judicial departments throughout the country to punish the offenders according to the laws. The document also pointed out that some comrades called the illegal activities of illicitly removing women's intrauterine contraceptive devices \"inappropriate removal of intrauterine rings,\" or said that \"there are no concrete provisions about it in the laws,\" the result being that criminals have been allowed to go scot-free. To protect women's lives and health and to facilitate birth control, the judicial organs at all levels should coordinate with the departments concerned to ban such illegal activities and to carry out large-scale education among the masses. Severe judicial punishments should be meted out in accordance with the relevant provisions of the criminal law to those guilty of the illegal and wicked practice of removing women's intrauterine contraceptive devices to defraud money and belongings, bringing about serious consequences as a result.","PeriodicalId":84546,"journal":{"name":"Daily report. {"title":"[Guangdong calls for stronger birth control effort].","authors":"","doi":"","DOIUrl":"","url":null,"abstract":"The Guangzhou Municipal CCP and Revolutionary Committees recently decided that the rural areas of Guangzhou must spend a concentrated period in the second 1/2 of this year in all-round implementation of the policies and measures on planned parenthood, to ensure that this year's target of keeping natural population growth rate below 10.5/1000 is met. Guangzhou Municipality has failed for 4 successive years to meet the population control target assigned by the provincial authorities. The natural population growth rate in 1979 was the highest of 10 major cities. In 1980 the city lagged behind 20 provinces and municipalities in the whole country in this respect. There was a serious rise in the birth rate in the city's suburban counties from January-July this year. As a result, the number of births in the area was 1700 more than in the same period last year. At the same time, there were 39% more marriages in the first 1/2 of the year in the municipality than in the same period last year. Thus, there is bound to be an increase in the number of legal births in the second 1/2 of the year. At present, an extremely conspicuous problem is the many rural pregnancies which are not covered by the plans and involved some 15,000 persons. The municipal CCP and revolutionary committees have therefore issued a circular demanding that all counties and districts spend some time in September and November to concentrate the leaders, cadres, and technical forces, create public opinion in a big way, conduct extensive propaganda, and mobilization, and do a good job in ideological work, to mobilize those who pregnancies are not covered by the plan to take remedial measures, and achieve a big rise in the rate of permanent contraception. The circular reiterated the policy principles in setting population targets, that is, advocating having only 1 child, strictly controlling the birth of a 2nd child according to the conditions, and forbidding the birth of a 3rd. The urban units must vigorously consolidate and increase the percent of people having only 1 child, and mobilize those expecting a 2nd child in circumstances that do not accord with the policies to take remedial measures.","PeriodicalId":84546,"journal":{"name":"Daily report.
