This is regardless of the numerous forest conservation zlaws and policies in force. The overall study objective was to ascertain the forest conservation status of Maasai Mau Forest in Narok County, Kenya. The specific objectives were to establish the extent to which the relevant state agencies have succeeded in warding off encroachment and deforestation; in effecting reforestation and enlisting Community Forest Associations (CFASs) participation in their forest conservation activities. However, the study findings showed minimal success in the twin objectives since forest encroachments and deforestation continue unabated as evidenced by the rising number of forest-related crimes, illegal forest settlements and reported cases of deforestation. Evidently, existing legal enforcement mechanisms are ineffective. Available forest protection programmes and policies were found to be weak, inadequate and/or poorly coordinated. The practical conservation role of CFAs was equally found to be rather minimal. It is therefore, concluded that the objective of safeguarding the Maasai Mau Forest from human encroachment and deforestation remains a long shot. The prevalence of child defilement case in the County is significantly high. Research on the phenomenon of child defilement appears to be underdeveloped; but still ongoing. The trigger factors on the child defilement phenomenon seem to be linked on well known social issues. It is against this backdrop that the present study sought to establish the extent to which child defilement is associated with the prevailing socio-cultural and economic factors, substance abuse and family history. A descriptive survey design was employed to purposively pick and randomly select a sampling frame of 86 respondents comprising of 44 Gender Police Officers, 27 Social Workers, 9 Children Officers and 6 Probation Officers. Of the sampled respondents, seventy (70) of them were interviewed using a semi- structured questionnaire. Despite this scarcity of studies, this study empirically allowed the researcher to confirm that poor rural family attributes including socio-cultural factors related to past abuse (parental personal difficulties, past history, poor family structure and functioning as well as the characteristics of the environment that children grew from) could be associated to an increased risk for their child defilement. The study established that child defilement is a significant problem that exposes children to early pregnancies and marriages, HIV/AIDS and psychological trauma. Equally, majority of the defilements were perpetrated by persons known to the victims, namely family members and /or neighbours. Consequently, high levels of poverty, drug and alcohol abuse and ignorance of the illegality of the vices appeared to be key challenges in the fight against child defilement. The simulations were made using the Fixed Effect Model where the coefficients of explanatory variables were constant or the same for both countries to reflect how poverty reduction strategies used by both countries result in the same outcomes and relatively the same output. Outcomes from simulations revealed that Adjusted Net Saving, government spending, citizen‟s empowerment, education for all and Foreign Direct Investments strategies used and drawn from Chinese economy by Rwanda are statistically significant; hence reduced poverty in both economies. In the light of the findings, the study recommended to policy makers a strong review of their empowerment strategies since it was the only explanatory variable which was not statistically significant in the model. {"title":"Enforcement of economic, social and cultural rights in Nigeria","authors":"Frederick Azubuike Obi","doi":"10.4314/ajosi.v5i1.14","DOIUrl":"https://doi.org/10.4314/ajosi.v5i1.14","url":null,"abstract":"Characterisation of Economic, Social and Cultural rights, under chapter II of the 1999 Constitution of the Federal Republic of Nigeria (as amended) as non-justiciable by S. 6(6)(c) of the same Constitution and its implication for state accountability and good governance informed the need for this article. The rights covered under Chapter II of the Constitution and rendered non-justiciable include the rights to education, health care, employment and housing. The performance of government, especially in developing countries is usually assessed by activities in these areas of need since they have direct bearing on the wellbeing of citizens. By rendering these rights unenforceable, S. 6(6)(c) of the Constitution effectively shields political leaders in government from being accountable to the mass majority in the provision of infrastructures and services that they required for a descent life. The same Nigerian Constitution under S. 46 renders enforceable Civil and Political rights in its Chapter IV – the rights to life, liberty, freedom of movement, freedom of Association and religion etc. This article sees the nexus between ECOSOC rights and Civil and Political rights as a justification for the enforcement of ECOSOC rights. This is because you cannot fully enjoy the right to life for example without good health, employment and housing. This paper therefore, recommended amongst others, the enforcement of ECOSOC rights, by expunging S. 6(6)(c) provision from the Constitution and replacing it with a clause that stipulates a minimum percentage of budgets of states and national governments that must be expended annually on ECOSOC related infrastructures and services. This will ensure accountability at all levels of government and actionable in court. Some concluded a significant positive impact, while others failed to identify a direct link between labour and remittance inflow and economic development. This study therefore, empirically estimated the effects of international labour emigration and remittances on economic development in Nigeria, using annual time series data for the period 1977-2021. The Ordinary Least Square (OLS) was employed to analyze the model. Findings suggested a significant positive effect on economic development in Nigeria. The study examined the determinants of students‟ preparedness to get vaccinated. The quantitative approach guided the explanatory research design to obtain data from 230 University of Cape Coast students who were randomly selected for the study. Although students have knowledge about the vaccines via television and radio stations, the study concluded that a larger proportion of them have not taken the jab. The overarching reason was the side effects of taking the vaccine. Students shared similar attitudes toward taking the Covid-19 vaccine regardless of their sociodemographic characteristics and differences. The study depicted that taking the jab was based on fair distribution of vaccines across region and preference for local medication. It specifically analysed the policy framework guiding NCCE‟s external communication, the communication approaches and the implications of the approaches used in the Commission‟s external communication activities. The study was guided by three theories: Barnlund‟s transactional model of communication (1970), Media Richness Theory (1984) and Paulo Freire‟s dialogic model (1993/70) and a qualitative-led case study design with data from semi-structured interviews and document analysis. The study discovered that although communication is indispensable to the effective performance of NCCE‟s civic education functions, the Commission operates without a codified communication policy. Instead, the Commission‟s community and media engagement activities thrive on established conventions and ad hoc measures. The main discourse is on transhumance migration which revolves around the debates in the public domain that link almost entirely the Nigeria‟s security situation to the activities of herdsmen that migrate through the corridors of the Sahel region. The paper relied on qualitative data collected from secondary sources. Findings in the paper revealed that despite the high-level of violence being perpetrated by non-state actors in Nigeria, pastoralists-perpetrated violence accounts for only 16 %. Pastoralist violence is only one part of the different overlapping conflicts in the country. The study evaluated how passive, active, attachment and uncertainty change resistance affect organizational performance in the South West. The study surveyed 382 out of 8221 people. Descriptive analysis used mean and inter-item correlations, and hypotheses were tested using the Ordinal Linear-by-Linear Association model. Empirical studies demonstrated that passive change resistance affected organizational performance in higher education institutions in South West Nigeria. Active change resistance affected university performance in South West. Attachment change resistance and uncertain change resistance affected organizational performance in the South West. The report proposed that higher education institutions in Nigeria anticipate change and organization enablers as such culture, structure and people.
