This paper describes the development of a program designed to teach business English and the concepts of business communication to an international audience via the Internet. This online business English course is being developed by a private corporation (Virtual Languages Inc.), with the cooperative efforts of a university (the Florida Institute of Technology). How may the improvement of technical communication in engineering environments connect to teaching strategies such as collaborative and experiential classroom learning? How could traditional curricula at a Midwestern engineering technology college make room for such \"nonessentials\"? This paper illustrates what may be possible within traditional academic constraints and asserts that everyone involved learns from the adventure. During this study we interviewed several of our English-native speaking colleagues to learn whether at all and if so, what challenges they have to overcome when writing in their native language abroad for international readers. For reasons of liability and non-disclosure, we created an exemplary technical writer (or Information Developer) and took a fictional project from a newcomers' training course, against which we describe some problems that were encountered. We do not cover all services SAP provides for information development, only those that many English writers mentioned to be important for them. In the evaluation, 68 letters were evaluated along 15 criteria, with the median number of criteria before training being 10 and post-training being 14. Design advice and guidelines are abundant, both online and in bookstores; and, although the material is often contradictory and confusing, at least it is available. Designing Web sites for an intranet is a different task and necessitates a somewhat different kind of thinking. For one thing, the audience is narrower and easier to define. While the Internet audience is extremely vast and diverse, the intranet audience is often made up of employees of a specific company, maybe even a very small company. In this situation, designers and developers can better survey their audience to understand and meet their needs. The answer is yes, judging by its use in the Kobe earthquake in Japan in 1995, ice storms in the United States and Canada in 1998, and other disasters. Current and future areas of application are numerous, including exchanging messages, documents, and data files via e-mail; accessing operational data on-line; visualizing events via photos and maps; providing backup communications in lieu of broadcast media; exchanging information between crisis managers and responders; and providing information to media and the public. However, the Internet has some drawbacks, such as hardware and software requirements, computer literacy requirements, traffic jams, dependence on power and communication networks, and risks to information integrity and security. St. Amant","doi":"10.1109/IPCC.1999.799094","DOIUrl":"https://doi.org/10.1109/IPCC.1999.799094","url":null,"abstract":"The European Union has recently implemented its Data Directive on Privacy, a legal measure stating that certain \"personal\" information (e.g., an individual's race, sexual orientation, or medical records) cannot leave the EU unless it is going to a nation with privacy laws similar to those of the EU Directive. As the United States is not a member of the EU and as it has no official national data privacy legislation paralleling that of the EU, it cannot legally receive any form of \"personal\" information from any of the EU's 15 member states unless it first receives the consent of the individual. The United States responses with the \"Safe Harbor Principles\" which shift the burden of meeting EU privacy standards away from the national governments and to individual companies. The Safe Harbor Principles, however, have not been well received by either the EU or the American companies they were designed to help.
