In particular, since the 1979 Islamic Revolution in Iran, relations with the Persian Gulf Arab states have deteriorated. Demographic and geographic imbalances, often clashing ideologies and world views, diverging security interest, competition for regional influence, plus ethnic and sectarian differences between Iran and the Arabs, have been responsible for the fraught state of Iran-Gulf Arab relations. However, systemic factors both at international and regional levels, have also deeply affected these relations. At the regional level, the Israel factor and the evolving nature of intra-Arab politics have been especially significant. At the international level, the character of the international political system, especially the balance of power among its key actors, plus the policies of the major international players have had the greatest impact. {"title":"Peace Theories & Quest for Peace: A Cross-cultural Perspective","authors":"J. Hsiung","doi":"10.17265/2328-2134/2020.10.001","DOIUrl":"https://doi.org/10.17265/2328-2134/2020.10.001","url":null,"abstract":"Out of the plethora of peace theories, two stand out in particular: (a) the Kantian democratic theory of peace, which argues that peace depends on a league of democracies, and (b) the liberal economic theory of peace, that a free, open world market conduces to peace. In this essay, concrete examples are cited that would raise doubt on the validity of these theories. It then proceeds to examine whether culture would make a difference on the incidence of war. In this light, the Westphalian system of states is compared with the historical Chinese “tribute system” qua an inherent system of international relations. One distinct difference is found in the much lower incidence of wars in the latter system, as David Kang’s study identified that in 5 centuries (1368-1841) the Chinese tribute system had only two interstate wars within its circle of members, not counting the wars initiated by external, ex-regional Western powers. And, the religious wars that plagued the West were never found in the Chinese tribute system. In search of an answer to this almost incredible record of low incidence of war, this essay finds that the Confucian culture, with its emphasis on harmony and harmonization of opposites, in contradistinction to the teachings on conflict in Abrahamic cultures, seems to hold the key to an answer. If so, culture, rather than institutions (such as democracies, open world market, etc.) deserves to be seriously considered as a relevant factor contributing to peace. By Stalinism, I am referring to the narrative which was born from the bureaucratic degeneration of the Soviet Union, after the failure of working class to consolidate and capture state power in Hungary, Germany, Italy and other western countries which was materially in an advanced position than early 20 th Century Russia. It was also the political ideology which was born as a result of civil far, famine, pandemic and the invasion of the newly formed Russian worker‟s state by more than fifteen foreign countries with colonial objectives. Trotsky‟s role in creating the Red Army, which was a different to that of a standing army and supporters of Trotsky in the Left Opposition were not only vilified and charged with false accusations but violently purged. In this paper I have highlighted how Stalinism marked a revolution against the revolution of 1917 and how Trotsky continuously struggled against the bureaucratic despotism over the working class in post 1917 Russia. The assassins at its services are the agents of the Moscow Bonapartist clique. Our young International already knows many victims. In the Soviet Union they number by thousands. With gratitude and love we remember them all in these moments. Their spirits continue to fight in our ranks. The hangmen think in their obtuseness and cynicism that it is possible to frighten us. They err! Under blows we become stronger. The bestial politics of Stalin are only politics of despair. It is possible to kill individual soldiers of our army, but not to frighten them. Friends, we will repeat again in this day of celebration ... IT IS NOT POSSIBLE TO FRIGHTEN US. Ten years were necessary for the Kremlin clique in order to strangle the Bolshevik party and to transform the first Workers‟ State into a sinister caricature. Ten years were necessary for the Third International in order to stamp into the mire their own program and to transform themselves into a stinking cadaver. Ten years! Only ten years! Putin, the face of the country‟s deep state, may hold the presidency for another two terms, in line with new constitutional changes. The new constitution predicts handing over some of the presidential authority to the Russian Parliament, the Duma. These changes in the constitution involve new alignments in the Russian decision-making system rather than promoting internal democracy. On the other hand, the conventional energy resources of Russia, representing the predominant part of the national income, are in a decreasing trend. The explored energy reserves are either too expensive for extraction or too far from the center of the country. Russia inevitably has to develop additional sources for export other than energy to balance her budget. With COVID-19, the vulnerability of the Russian state system and revenues came into the open. In the coming decades, Russia needs to make critical decisions to sustain her ambition to be a major power. The long-brewing Civil War in Syria created a large-scale trajectory of migrants, resulting in a massive influx of refugees from Turkey to Greece and then to Germany. Recently, the issue of migration is now transforming into a phenomenon among the member states of the European Union prompting them to take immediate action and make crucial decisions in the country’s political economy. As a result, modern migration can play a pivotal role both for the EU and for Azerbaijan in the direction of flow of people, capital and services, remittances, improving socio-economic well-being and the cheap labor force in the international labor market. The key criterion of the study is to identify specific ways in which persons or migrants who are involved in the migration process can be able to also contribute to the sustainable economic development of the region by positively influencing IDPs on the local population, labor market activities, and overall political and economic activity. The main idea behind the research is to investigate the economic integration of immigrants in Azerbaijan through its original theoretical and empirical study of migration that plays an important role in the EU’s political economy. The research aims to better regulate labor migration processes in Azerbaijan with the help of the European Union and to optimize the impact on labor productivity in the country by providing economic integration of migrants in the local labor market.
