It is investigated whether the decision-making unit is effective or not. However, it has been debated for years that the results obtained from DEA do not provide statistical inference. Simar and Wilson (1998) develop a bootstrap procedure which may be used to estimate confidence intervals for distance functions used to measure technical efficiency, and demonstrate that the key to statistically consistent estimation of these confidence intervals lies in the replication of the unobserved datagenerating process. This paper examines to the case of Malmquist indices constructed from nonparametric distance function estimates using data of OECD countries during the period of 2010 through 2014. We used DEA to derive efficiency scores, Malmquist indices to assess productivity growth, second-stage bootstrapping to determine the accuracy of estimators and whether conclusions would change after considering this statistical information. According to the study, due to the widespread return among countries, the most appropriate scale of operational health services should be investigated instead of treatment centered on people and focused on disease prevention.","PeriodicalId":6817,"journal":{"name":"4th International Symposium on Innovative Approaches in Engineering and Natural Sciences Proceedings","volume":"96 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2019-07-26","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"82332404","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This theory is connected with the approximation to continuous functions by means of positive linear operators. Many mathematicians have investigated the Korovkin-type theorems by for a sequence of positive linear operators defined on different spaces by using various types of convergence. Firstly, A.D. Gadjiev has proved the weighted Korovkin type theorems, (Math. Zamet., 20 (1976) 781-786 (in Russian)). Later, these theorems are studied by many authors by means of different convergence methods. Recently, The definition of equal convergence for real functions was introduced by Császár and Laczkovich and they improved their investigations on this * convergence. Later Das et. al. introduced the ideas of I and I -equal convergence with the help of ideals by extending the equal convergence (Mat. Vesnik, vol:66, 2 (2014),165-177). In our work, we introduce a new type of statistical convergence on weighted spaces by using the notions of the equal convergence. We study its use in the Korovkin-type approximation theory. Then, we construct an example such that our new approximation result works but its classical and statistical cases do not work.","PeriodicalId":6817,"journal":{"name":"4th International Symposium on Innovative Approaches in Engineering and Natural Sciences Proceedings","volume":"174 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2019-07-26","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"76911118","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The Becke's three parameter hybrid functional and Lee-Yang-Parr correlation functionals (B3LYP) were utilized in the calculations with the 6-31G(d) basis set. The molecular electrostatic potential map shows that the negative potential sites are on electronegative atoms as well as the positive potential sites are around the hydrogen atoms. Namely, the title compound can act as multidentate ligand to bind one or two metal centers, so resulting in interesting metal complexes with different coordination geometries. Both the highest occupied molecular orbitals (HOMOs) and the lowestlying unoccupied molecular orbitals (LUMOs) are mostly the p-antibonding type orbitals. The value of the energy separation between the HOMO and LUMO is very large. This large HOMO–LUMO gap automatically means high excitation energies for many of excited states, a good stability and a high chemical hardness for the title compound.","PeriodicalId":6817,"journal":{"name":"4th International Symposium on Innovative Approaches in Engineering and Natural Sciences Proceedings","volume":"40 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2019-07-26","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"77143919","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Although it is stated in previous studies that the algorithm is more sensitive to the crossover rate, it is tried out in this study whether DEA depends on mutation operation in which scaled differences of randomly chosen individuals existed in the population are used. Within this context, the presented study aims to carry out an empirical assessment regarding the comparison of DEA with the different mutation strategies for the calibration phase of a lumped water balance model. Both stable solution availabilities and convergence capabilities of DEA variants operated through five mutation approaches were performed on four parameterThorthwaite water balance model prepared for Gordes watershed. The findings derived from the model calibrations have indicated the usage of the fifth mutation strategy termed as current to best mutation strategy, which is more predominant in guaranteeing the achievement of stable solutions.","PeriodicalId":6817,"journal":{"name":"4th International Symposium on Innovative Approaches in Engineering and Natural Sciences Proceedings","volume":"15 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2019-07-26","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"82037530","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

With the use of nanomaterials for diagnostic and therapeutic purposes, the field of molecular nanotechnology has emerged, enabling nanoelectronic biosensors and individual medical applications. One of the most important areas in nanomedicine is drug targeting. In drug targeting, different targeted nanocarriers are used. The aim of drug targeting is the transport, absorption dispersion of the active substance to the selective site. Undesirable effects may occur if the dose rate falls below a sufficient amount or exceeds the toxic level. Today, drug carrier nanosystems are used, reducing the dose of active ingredient to eliminate these unexpected situations, prolonging dosing frequency, purify toxic effects, distributes the active ingredient to the desired area. These carriers are materials which that carry a variety of drugs or imaging agents. In this study, drug targeting and drug delivery systems will be discussed. For transporting drugs to specific or difficult-to-reach sites in the body, nanocarriers are targeted, with various agents or differences in structure. Drug delivery systems are divided into various classes as micelles, dendrimers, liposomes, nanoparticles and carbon nanotubes. There is a need to use an effect ive and suitable carrier system for effective entry into the cell.","PeriodicalId":6817,"journal":{"name":"4th International Symposium on Innovative Approaches in Engineering and Natural Sciences Proceedings","volume":"21 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2019-07-26","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"91170305","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
