The challenge issued by the use of batteries for frequency control in modern power systems is related to the need of the repeatedly deep charge and discharge phases. The presence of intermittent loads and generators, in fact, imposes very stressful power profiles to the battery which imply high rate of degradation to its lifetime. Based on the stress model of the battery, the proposed approach aims to design a control system which allows for containing the state of charge time variation within intervals able to match the requirements of frequency profile improvements and lifetime preservation. At this aim, the typical control scheme for batteries adopted for primary frequency control is analyzed and elaborated to address stable dynamic behavior of the regulator. The two laboratories, LabZERO and G-RTSLab, are located at a geographical distance of about 1,000 km. By sharing their lab resources, PoliBa and PoliTo aim to increase number and extent of the possible methodologies, control apparatus and power devices that can be jointly tested, and to develop specific applications of Remote Power-Hardware-in-the-Loop (R-PHIL) co-simulation in the framework of Transmission-Distribution-Customer coordination. Test results are presented to assess delays in remote communication and to estimate how much sample rate and size of data packets affect such delays. The issue of implementing a complete speed range sensor less control of the electrical machine is addressed. The idea is to use a Kalman filter in order to estimate the entire state of the machine using only the measured currents. The system variables can be observed thanks to the BEMF components. The complete observability of the system state is maintained also at standstill operation by adding the Direct Flux Control signals to the measurements. A central controller based on a Proportional-Integral-Derivative (PID) control loop evaluates the optimal control actions to be sent to the local controller of the microturbine inverter. Terna, the Italian Transmission System Operator (TSO), with the goal of defining the efficient target capacities for each significant market section of the Italian power system developed a novel iterative methodology. The aim to this paper is to provide an exhaustive presentation of the procedure and to show the results obtained for the critical section Centre South–South. In particular, the price spread and the number of congestion hours resulting from market simulations are the main parameters investigated to decide which sections/borders are suitable for additional transmission capacity implementation. The corresponding benefits must be verified by the means of market and network analysis in order to demonstrate the cost-efficiency for the system.
