A shared understanding across the training and professional fields highlights the importance of being educated about transversal talents, often known as soft skills. Soft talents are thought to impact work success. Rethinking educational policy-investing in skills and instilling soft skills into the lives of future generations aim to enhance their knowledge, understanding, values, and skills, which are the foundations of education for long-term development and socioeconomic benefits. First, this paper provided background concepts before analyzing the requirement for soft skills in the modern-day in terms of personality and professionalism. Second, it clarifies the significance and purpose of teaching and acquiring soft skills in today’s world. Third, it linked a complete description of the limitations that scholars undergo and strategies to fit with the structures created to establish and enhance soft skills in higher education globally. Further, it provides the current and future status of the global economic rise in soft skills. The education of foreign students in China undertakes the mission of serving the national external development strategy. In order to better serve the “One Belt and One Road” construction, relying on tradition industry advantage of the School of Civil Engineering, Central South University in civil engineering and railway engineering, a set of cross-cultural education model for foreign students in China integrating ideological and political education is explored and practiced in the foreign student education management of the curriculum system, daily management, cross-cultural counseling, social practice and cultural exchanges, which can be summarized as “one goal, two combinations, three approaches, four abilities and five management measures”. It is the basis for personnel engaged in structural safety assessment. In the past teaching process, the teaching effects of this course were unsatisfactory. There are many reasons for this phenomenon, such as the strong theoretical nature of this course, the need for a large number of formula derivation, the high requirements for students' mechanical foundation and mathematical foundation, the lack of appropriate teaching materials and the slackness of students' minds. Based on years of teaching experience, the teaching team has reformed the existing teaching materials of “Elastic-plastic mechanics” to meet the needs of petroleum colleges and universities. They were investigated with California Critical Thinking Disposition Inventory-Chinese Version (CTDI-CV) and a Self-Compiled Personal General Information Questionnaire. ⑴ The total score of CTDI-CV was (254.16±38.80). The undergraduates in the four levels of critical thinking of comprehensive strong, relatively strong, contradictory scope and serious opposition accounted for 1.78%, 5.31%, 87.4% and 5.51% of this group, respectively. (2) Multiple stepwise linear regression showed that the total score of CTDI-CV was positively correlated with the following 10 factors such as grade, family economic status, part-time experience, the teaching method used most commonly, like reading logic books, like reading reviews or essays, father’s warmth, mother’s warmth, openness and responsibility (β=.142 to .701，all P<.05). The following 5 factors such as father’s negation, father’s overprotection, mother’s negation, mother’s overprotection and neuroticism were negatively correlated with the total score of CTDI-CV (β=-.381 to -. 616, all P < 0.05). The overall level of critical thinking among undergraduates is relatively low.
