{"title":"Conceptions and discourses of linguistic justice: Some illustrations from the Scottish context","authors":"Wilson McLeod","doi":"10.1515/soci-2019-0004","DOIUrl":"https://doi.org/10.1515/soci-2019-0004","url":null,"abstract":"Abstract This article considers the example of Scotland in order to examine the ways in which issues, arguments and claims that implicate linguistic justice are framed and presented in public discourse and in different kinds of practical contexts. It takes a positive rather than normative approach, identifying and analysing the main issues and lines of argument that have emerged in practice, rather than testing a particular theoretical understanding of linguistic justice. The article examines the key principles and understandings that underpin the current policy regime and the nature of provision for particular languages in Scotland, especially the autochthonous Scottish Gaelic language, which receives particular concern from policy-makers but also attracts controversy. Other important language varieties include Scots; Polish, Urdu, Punjabi and Chinese; and British Sign Language. Anomalies and inconsistencies are identified and analysed in relation to provision for different languages in different fields, disparities that often have political or ideological ramifications and require to be understood in the distinct Scottish socio-political context. The essay sketches briefly some of the conceptual architecture and genealogy of the comparative political theory enterprise and investigates more specifically the uses of the concepts of culture and language within the core arguments. The discussion distinguishes three rough categories of CPT and correlates these with understandings of language. The discussion then turns to certain problematic aspects of CPT concerned with the concepts of political theory, comparison within political studies and the concept of culture itself. From 17.66% in 1989, it has now reached a historic high of 32.49%. In three decades, the space of native word-formation has decreased significantly at an average of a half point per year. In this article we describe this continuous increase of loanwords in the large-readership Catalan press. We analyse the role played by different languages: firstly English, because it has a larger presence in the Catalan language; secondly Spanish, which has grown less common in recent times; and, lastly, other languages: French, Italian, German, Basque, Russian, Japanese, Arabic and so on. We propose that thought should be given to the reasons that prompt this evolution. Considering that globalisation plays a fundamental role, we seek to determine how it is materialised and how important other factors are, such as the low permeability of loanwords in Catalan dictionaries, the increased presence of different languages in the general communication scenario, the scant implementation of standardisation proposals aimed to avoid loanwords, and the diversification of Catalan press sources. catalaEn els trenta anys de deteccio de paraules noves a la premsa, l’Observatori de Neologia ha observat un creixement constant de la presencia de manlleus d’altres llengues. Del 17,66% de l’any 1989, s’ha arribat al maxim historic del 32,49 %. En tres decades, doncs, l’espai de formacio propia de paraules noves s’ha reduit notablement i a un ritme de mig punt anual de mitjana. En aquest article ens proposem de descriure aquest augment constant de la presencia de manlleus en la premsa catalana d’amplia difusio. Analitzarem el paper que hi fan les diferents llengues: primer l’angles, que es la llengua que te mes pes sobre el catala; despres el castella, llengua de manlleu menys frequent en els darrers anys, i finalment les altres llengues (frances, italia, alemany, basc, rus, japones, arab i encara d’altres). Finalment ens proposem de reflexionar sobre els motius que impulsen aquesta evolucio. Despres de recordar el model d’estandarditzacio de Haugen (1983) amb conceptes complementaris de Cooper (1989), Garvin (1992), Lamuela (1994), Branchadell (2001) i Cerruti, Crocco i Marzo (2017), aquest model s’aborda a partir de les perspectives de Fathi (2017) i Gazzola (2014), amb exemples del que s’ha fet en la reestandarditzacio oficial del catala. Les principals contribucions originals d’aquest treball son aquesta analisi del model de Haugen a partir dels models d’avaluacio de Fathi i Gazzola i l’exposicio de com l’Institut d’Estudis Catalans (IEC) aborda explicitament la definicio del problema que la reestandarditzacio hauria de solucionar. EnglishThis study is set within the framework of our research evaluating the restandardisation of Catalan (Costa, 2016, 2019, and in press-a and in press-b). The purpose of this research is to explore the extent to which the new Catalan spelling and grammar (IEC, 2016 and 2017) can be evaluated in the same way as terminology planning or linguistic policy and planning. This paper makes an analysis of the documents presenting the official restandardisation of Catalan, according to a terminology planning evaluation model (Fathi, 2017) and a linguistic policy and planning evaluation model (Gazzola, 2014). After recalling the standardisation model of Haugen (1983) with supplementary concepts of Cooper (1989), Garvin (1992), Lamuela (1994), Branchadell (2001), and Cerruti, Crocco and Marzo (2017), this model is approached from the standpoints of Fathi (2017) and Gazzola (2014), with examples of what has been done in the official restandardisation of Catalan.
