Kajian pengelolaan perikanan berbasis kapasitas penangkapan merupakan alternatif pendekatan guna mengendalikan faktor-faktor input yang tidak efisien yang digunakan dalam usaha penangkapan. Tujuan penelitian ini adalah mengukur tingkat efisiensi teknis dan pemanfaatan kapasitas alat tangkap pukat cincin di Banda Aceh. Efisiensi penangkapan dan pemanfaatan kapasitas dari pukat cincin yang dikaji dianalisis dengan menggunakan teknik data envelopment analysis (DEA). Data dianalisis menggunakan program linear (linier programming) dengan bantuan software DEAP version 2.1 kemudian pengolahan data dilanjutkan menggunakan program Microsoft Excel version 2007. Hasil penelitian menunjukkan bahwa beberapa armada purse seine di Banda Aceh telah melebihi nilai optimumnya atau telah terjadi kelebihan kapasitas pemanfaatannya. Untuk mencapai nilai optimumnya nelayan pukat cincin perlu mengurangi input yang digunakan. Management of fishing capacity following the method of measurement has become an important issue of excess capacity and overfishing that serious problem faced in Indonesia fisheries management. Assessment-based fisheries management capacity of the catch is an alternative approach to control the input factors that are not efficiently used in fishing effort. The purpose of this study is to measure the level of technical efficiency and capacity utilization of purse seine Banda Aceh. Capture efficiency and capacity utilization of purse seine were analyzed by using the technique of data envelopment analysis (DEA). Data was analyzed using linear programming the software DEAP version 2.1 and then the analysis was continued using Microsoft Excel version 2007. Sumberdaya ikan ini akan terus ditangkap, karena permintaan pasar global terhadap komoditas ini terus meningkat. Pancing ulur merupakan salah satu alat tangkap berskala rakyat untuk menangkap tuna di sekitar rumpon sebagai alat bantu penangkapan. Penelitian yang dilakukan di Pangkalan Pendaratan Ikan Kedonganan mulai bulan April sampai Nopember 2009, bertujuan untuk memperoleh data dan informasi tentang perikanan pancing ulur tuna, meliputi aspek penangkapan (deskripsi armada penangkapan, alat tangkap dan daerah penangkapan) dan aspek produksi (komposisi hasil tangkapan dan catch per unit of effort). Hasil penelitian menunjukkan, ada tiga metode pengoperasian pancing ulur tuna, yaitu metode “tomba”, “batu” dan “layangan”. Para nelayan juga mengoperasikan dengan cara tonda untuk mendapatkan ikan hasil tangkapan sampingan (bycatch). Daerah penangkapan meliputi selatan Pulau Bali sampai Pulau Lombok. Total hasil tangkapan tuna (madidihang, tuna mata besar dan albakora) mencapai 53,7% (1.016.992 kg) dan ikan bycatch sebesar 46,3% (876.789 kg). Madidihang mendominasi hasil tangkapan utama (74,54%), sedangkan ikan bycatch didominasi oleh cakalang (58,4%) dan baby tuna (28,6%). Catch per unit of effort (CPUE) hasil tangkapan utama pancing ulur tuna cenderung meningkat pada bulan April sampai Juni dan menurun pada bulan Juli sampai Nopember, sedangkan nilai CPUE tertinggi ikan hasil tangkapan sampingan terjadi pada bulan Oktober. Tuna is one of fisheries commodity of a highly commercial value. This fish resource continuing to be exploited due to increasing global market demand. Hand line is one of the small scale fishing gear to catch tuna around fish agregating device. Research has been conducted from April until November at the fish landing Kedonganan. The study aimed to investigate tuna hand line fisheries covering aspects of the exploitation, the description of fleet, fishing gear, fishing ground, production, catch composition and catch composition per unit of effort. The results showed, that there are three methods of tuna fishing operation, by fishing rods i.e “tomba”, “stone” and “kites”. The fishers also operate tonda fishing method to get bycatch. The fishing ground include southern island of Bali until Lombok island. Total catches of tuna (yellowfin, bigeye and albacore) reached 53,7% (1.016.992 kg) and bycatch reached 46,3% (876.789 kg). Yellowfin catches dominate the total catches (74,54 %), while bycatch dominated by skipjack (58,4%) and baby tuna (28,6%). Beberapa famili ikan pelagis dominan yang tertangkap diantaranya dari famili Clupeidae, Carangidae dan Scombridae. Penelitian bertujuan untuk mengetahui pengaruh periode La Nina dan El Nino terhadap produksi beberapa jenis ikan yang dominan tertangkap di Pantai Utara Jawa. Penelitian dilakukan selama bulan April sampai dengan September 2010 dengan mengumpulkan data pendaratan ikan melalui enumerator di beberapa lokasi pendaratan ikan yakni PPN Pekalongan; PPI Bajomulyo II dan Bajomulyo I – Juwana; serta PPIRembang. Data SouthernOscilation Indiex (SOI) diperoleh dari situs resmi BadanMetereologi pemerintah Australia. Hasil penelitian menunjukkan bahwa puncak produksi ikan layang, banyar dan tongkol yang didaratkan di Pantai Utara Jawa relatif lebih panjang pada periode La Nina dibandingkan pada periode El Nino. Rata-rata produksi ikan selar berbeda nyata (P<0,05) antara periode El Nino dan Periode La Nina sedangkan jenis layang, banyar dan tongkol tidak berbeda nyata (P>0,05). Pelagic fish resources in the Northern Coast of Java has been exploited since early 1980’s as themost intensive fishery in Indonesia. Several families of pelagic fish that commonly exploited in Java Sea are Clupeidae, Carangidae, and Scombridae. The study was conducted from March to September 2010 by compiling fish landing data from field enumerators in the several fish landing locations such as PPN Pekalongan, PPI bajomulyo I and Bajomulyo II at Juwana, and PPI Rembang. The Current work aims to determine the production of small pelagic fishery affected by El Nino or La Nina evidence. Southern Oscillation Index (SOI) parameter was used as an indicator of climate change parameter. The results show that the peak of season production of russel’s scad (Decapterus russelli), indianmackerel (Rastrelliger kanagurta), and frigate mackerel (Auxis thazard) weremore longer during the periode of La Nina than those of the periode of El Nino. Proses siklus nitrogen, produktivitas perairan dan hasil tangkapan ikan berkaitan erat dengan fluktuasi tinggi muka air. Tujuan penelitian ini adalah untuk mengetahui komposisi jenis dan jumlah ikan hasil tangkapan yang dikaitkan dengan fluktuasi ketinggian permukaan air di GSK. Penelitian ini dilakukan dengan metode survei lapangan dan dari catatan harian enomerator (nelayan). Pengambilan sampel dilakukan pada Februari-November 2010, selama penelitian dilakukan pemantauan terhadap alat tangkap ikan, identifikasi jenis ikan hasil tangkapan, komposisi jenis dan jumlah hasil tangkapan ikan menurut alat tangkap, waktu maupun perbedaan daerah penangkapan. Hasil penelitian menunjukkan bahwa jumlah ikan yang tertangkap sebanyak 23.924 ekor terdiri dari 37 spesies dari 12 famili. Komposisi hasil tangkapan didominasi oleh famili Siluridae sebesar 32,72% (8 jenis), Channidae 23,61% (4 jenis), dan Bagridae 20,75% (3 jenis). Kondisi tinggi muka air rendah terjadi pada awal Maret hingga pertengahan Juli, sedangkan kondisi tinggi muka air puncak terjadi pada akhir Juli hingga akhir Februari. Stasiun Tasik Air Hitam merupakan lokasi yang memiliki potensi besar sebagai daerah produksi perikanan, hal ini ditandai dengan ditemukannya hasil tangkapan hampir sepanjang tahun. Ikan Wallago leerii, Channa melastoma dan Hemibagrus nemurus merupakan jenis-jenis ikan yang berpotensi besar untuk dikembangkan di GSK, Provinsi Riau. Hasil tangkapan ikan tidak berkorelasi kuat dengan tinggi muka air GSK yang ditunjukkan dengan koefisien determinasi (R2) baik pada alat tangkap lukah maupun jaring sebesar 0,34-0,35. Giam Siak Kecil (GSK) floodplain is part of Giam Siak Kecil-Bukit Batu biosphere reserve, located in Siak and Bengkalis regencies. Water fluctuation plays an important role in regulating nutrient cycle, water productivity and fish yield in such floodplain. The objective of this study is to investigate spesies and composition of fish catch and its relation to the water level of the GSK floodplain. An inventory field survey was conducted in 14 sampling sites from February to November 2010. Water level fluctuation was recorded daily by setting water level gauge in Tasik Betung station. Fish samples were collected from fisher catch of different fishing gears such as pot traps and gillnet with differen mesh sizes. The results showed that the number of fish caught was 23,924 individuals compost of 37 species of 12 families. The composition of the catch was dominated by family Siluridae of 32.72% (8 species), Channidae 23.61% (4 species), and Bagridae 20.75% (3 species). Penelitian pada periode Maret sampai November 2008 di Sibolga bertujuan untuk memperoleh informasi perkembangan perikanan pelagis kecil di barat Sumatera meliputi perkembangan jumlah pukat cincin dan bagan, jumlah trip, lama trip, indeks kelimpahan dan panjang ikan pertama kali tertangkap (lc). Data yang dikumpulkan adalah hasil tangkapan pukat cincin dan bagan per jenis ikan per trip tahun 2007-2008, jumlah trip, lama trip serta frekuensi panjang ikan pelagis kecil dominan. Hasil penelitian menunjukkan terjadi penurunan aktivitas penangkapan (jumlah trip) pukat cincin dari tahun 2002 sampai 2008, sedangkan jumlah trip bagan meningkat sampai tahun 2007 disusul dengan penurunan tajam pada tahun 2008. Indeks kelimpahan (CPUE) ikan pelagis dari pukat cincin tahun 2007 dan 2008 berkisar 500 600kg/hari, naik dari tahun 2003 (400-500 kg/hari). Diduga indeks kelimpahan ikan pelagis kecil di perairan barat Sumatera pada tahun 2008 masih tetap karena meluasnya daerah penangkapan. Penurunan CPUE ikan pelagis kecil bagan perahu dari 590 kg/hari (2007) menjadi 340 kg/hari (2008), diduga merupakan indikasi turunnya kelimpahan jenis-jenis ikan tersebut di perairan pantai yang relatif sempit. Lc ikan layang (Decapterus russelli dan D. macrosoma) dan banyar (Rastrelliger kanagurta) pada tahun 2008 cenderung turun dibanding tahun 2003-2004, sedangkan nilai Lc ikan layang biru (D. macarellus) cenderung tetap. This research was conducted in the period of March until November 2008. The objective is to obtain some information on development of small pelagic fishery in the western Sumatera waters including the number of purse seine and boat lift net, number and duration of trip, index of abundance (CPUE), and fish length of first catch (Lc). Data collected consist of number of purse seine and boat lift net, number of trip catch by species per trip during 2007-2008, and length frequency distribution of several dominant species. The results indicated decreasing of trip number during years 2004 to 2008. The CPUE of purse seine in 2007 and 2008 were 500-600 kg/day, relatively similar with in 2003 (300 400 kg/day). Index of abundance of small pelagic fish caught by purse seine supposed to be stable by expansion of fishing ground toward off shore. Untuk pengelolaan perikanan tersebut, telah dilakukan pengkajian sumber daya ikannya. Hasil kajian menunjukkan bahwa produksi lestari maksimum (MSY) dari pemanfaatan sumber daya ikan pelagis kecil sekitar 312,1 ribu ton/tahun, yang dihasilkan dari penangkapan dengan upaya optimal (EMSY) setara dengan pengoperasian 996 kapal pukat cincin berukuran 80 GT dengan mesin utama 270 DK. Hasil kajian juga menunjukkan bahwa sumber daya ikan pelagis kecil di Laut Jawa sudah dimanfaatkan secara berlebih sejak 1999. Agar sumber daya ikan menghasilkan produksi pada tingkat MSY perlu dilakukan langkah pemulihannya, yaitu penghentian penangkapan ikan pada tahun pertama; kegiatan penangkapan dimulai kembali pada tahun kedua dari periode pemulihan dengan upaya penangkapan setara 80% dari EMSY dan tahun-tahun sesudahnya setara dengan EMSY. Bila terdapat resistensi kuat terhadap penghentian kegiatan penangkapan, strategi alternatifnya adalah pengendalian upaya penangkapan pada tingkat EMSY sejak tahun pertama periode pemulihan.The Java Sea is one of the main fishing areas for small pelagic fishery in Indonesia. To support the management of that fishery, an assessment of the small pelagic fish stock was conducted. The result shows that the maximum sustainable yield from utilizing small pelagic fish stock in the Java Sea was about 312.1 thousand tons per year, resulting from fishing activity with optimum effort (EMSY) equaling to the operation of 996 purse seiners of 80 GT with the main engine of 270 HP. Unfortunately, fishing effort was higher than EMSY and the fish stock has been over-exploited since 1999. To ensure the optimal sustainable production from utilizing the small pelagic fish stock, it is necessary to recover fish stock by halting fishing activity in the first year of the recovery period; the fishing activity should be started at the second year of the recovery period by controlling fishing effort at 80% of EMSY and at EMSY afterward.
