{"title":"Two paths to global democracy","authors":"J. Dryzek","doi":"10.2134/EP.15.4.2034392","DOIUrl":"https://doi.org/10.2134/EP.15.4.2034392","url":null,"abstract":"The pursuit of global democracy requires some creative thinking and a willingness to let go of assumptions that have been conditioned by democ- racy's long association with the sovereign state. This paper begins by expressing scepticism about three popular devices that have been brought by democratic theorists into debates about transnational democracy: the very idea of models of democracy, cosmopolitanism, and constitutionalism. Moving beyond scepti- cism, a path of transnational democratization is sketched that relies upon the consequential character of discourses in international affairs, and can be applied to complex multi-level governance. Discourses, and so discursive democracy, matter to the degree formal institutions are weak and resistant to strengthening. The TP works best within the framework of the modern free market, which encourages competition and innovation. A free market economy requires a government characterized by the rule of law, which acts as a constraint on government and which safeguards the freedom of autonomous persons. This historically-based and non-technical account of the place of the political economy within human experience is attested in the works of major philosophers, and has the further advantage of not being based on the understanding of hidden and timeless laws. Nevertheless, Business Ethics is currently dominated by a scientism that views commerce according to a-historical and objective norms discovered through various competing sciences in which theory precedes practice. However, the role of Business Ethics is not to say in advance what ought to be the case and then to re-fashion practice accordingly, but rather to explicate what is actually the case, and thus to make explicit the underlying and contingent norms from historically attested phenomena. A case is made for moving the debate on by adopting a pluralistic view of the fundamental egalitarian impulse that combines concerns about the influence on people's lives of brute luck with more traditional egalitarian concerns. This has had consequences for the level and way of involvement of the care provider vis-a-vis the patient. The result has been growing alienation on the part of the patient and flight into non-classical medicine, as well as frustration on the part of medical personnel, likewise with respect to the reactions of patients. A solution is usually sought in more communication. This might be styled the professional answer to alienation and frustration, whereby 'the human factor', it is hoped, can be better accounted for. Enhanced communication implies two elements: 1) to better cater for the feelings of patients by trained communicators, i.e. more openness, more client satisfaction; 2) to better take into account patient rights and to actually implement them. The question is whether measures in terms of communication, geared at enhancing client satisfaction and the implementation of patient rights, are the real answer to the above mentioned alienation and frustration. Perhaps the trouble has deeper reasons and requires taking other dimensions into account such as decency and human dignity, which cannot be captured simply in terms of satisfaction and rights. This would mean that the answer must be sought at a deeper level than communication. This level might be called 'conversation' (using a concept analysed by Michael Oakeshott).
