Galamsey, which intensified during the commodity boom of the 2010s, provides livelihoods while simultaneously worsening environmental degradation and social precarity. This study employs a qualitative desktop methodology, drawing on secondary literature, policy documents, and media reports, to examine the state's use of military crackdowns to response to galamsey. The findings demonstrate that military interventions have been largely ineffective, often raising human rights concerns and eroding state–community relations. Utilizing a network-based political economy framework, the paper argues that enforcement strategies are structurally misaligned, as they focus on frontline miners while leaving intact the networks of complicit political elites, financiers, regulatory actors, and traditional authorities. Effective responses, therefore, require coordinated, system-wide interventions that disrupt these networks rather than coercive, site-level enforcement.
\u0000
\u0000 \u0000
\u0000 \u0000
Related Articles
\u0000 \u0000
Antwi-Boateng, Osman, and Mamudu Abunga Akudugu. 2020. “Golden Migrants: The Rise and Impact of Illegal Chinese Small-Scale Mining in Ghana.” Politics & Policy 48(1): 135–167. https://doi.org/10.1111/polp.12342.
\u0000 \u0000
Abdulai, Abdul-Gafaru, Justice Nyigmah Bawole, and Emmanuel Kojo Sakyi. 2018. “Rethinking Persistent Poverty in Northern Ghana: The Primacy of Policy and Politics over Geography.” Politics & Policy 46(2): 233–262. https://doi.org/10.1111/polp.12250.
\u0000 \u0000
Ndjakwa Tonga, Manuella, Lucy Anning, Magalie Gabriella Ngaba Mbai-Akem, and Thales Pacific Yapatake Kossele. 2022. “Rich and Poor: How Political Governance Crises Have Affected the Relationship between Diamond Exports and Economic Growth in the Central African Republic.” Politics & Policy 50(2): 441–464. https://doi.org/10.1111/polp.12459.
\u0000
\u0000

This article argues, however, that this strand of scholarship has developed richer vocabularies for conflict around instruments and implementation than for the political constitution, prioritization, and provisional stabilization of collective purpose. Through a conceptual reconstruction of policy design in conversation with agenda-setting, problem definition, governance, public value, and policy feedback scholarship, the article identifies an analytical asymmetry in how different locations of political conflict are theorized. It makes three contributions. First, it conceptualizes conflict displacement: the recurrent recoding of unresolved purposive conflict into managerial categories such as coordination, implementation, coherence, and performance. Second, it repositions agendas as a key unit of political design linking purpose, instruments, and delivery. Third, it distinguishes purposive coherence from delivery coherence. The article thus offers a framework for diagnosing where policy instability originates.
\u0000
\u0000 \u0000
\u0000 \u0000
Related Articles
\u0000 \u0000
Ralston, Shane. 2008. “Intelligently Designing Deliberative Health Care Forums: Dewey's Metaphysics, Cognitive Science, and a Brazilian Example.” Politics & Policy 36 (6): 1155. https://onlinelibrary.wiley.com/doi/10.1111/j.1747-1346.2008.00157_11.x/abstract.
\u0000 \u0000
Considine, Mark. 2012. “Thinking Outside the Box? We deploy a small-n comparison group design, comparing data within and across members of a civic recreation organization with varying degrees of involvement to investigate the impacts of participation. Study results suggest that at the organizational level, civic recreation organizations can be a source of civic information, a place to build civic skills, and increase the social capital of participants. At the individual level, degree of participation in the organization did not necessarily indicate the number of civic activities the participants engaged in but rather the scope of activities, with higher degrees of participation correlating to narrower focus of civic activities. Results indicate that civic recreation organizations can serve as a gateway for people with interests outside of policy and politics to become engaged civically.
\u0000
\u0000 \u0000
\u0000 \u0000
Related Articles
\u0000 \u0000
Henderson, A., S. Drawing on legal analysis and documentary evidence, this article maps these mechanisms through a differentiated framework that combines legislative oversight scholarship, historical institutionalism, Marxist state theory, and Marxist Dependency Theory. It argues that, under dependent capitalism, legislative oversight is not merely a technical correction for bureaucratic drift, but a strategic response to a structural “double pressure”: the need to sustain external credibility while managing domestic legitimacy crises. The result is a critical typology that specifies how distinct legislative coalitions activate material, procedural, and ex post controls. Drawing on historical institutionalism, theories of democratization, and frameworks of power and state-building, the article argues that Ethiopia's 2018 transition unfolded without the foundational consensus for democratic consolidation. The modern Ethiopian state, shaped by the expansion of state authority and the uneven incorporation of diverse populations, produced competing narratives of belonging that ethnic federalism both recognized and entrenched. Although early reforms expanded political participation, they lacked institutional safeguards to manage heightened mobilization, enabling rival elites to advance maximalist claims. The erosion of performance-based legitimacy, rising ethnic polarization, and the eruption of deadly conflicts in various regions underscore the limits of liberalization in a deeply divided society. Democratization in Ethiopia thus remains untenable without a renegotiated political settlement balancing autonomy and national unity.
\u0000
\u0000 \u0000
\u0000 \u0000
Related Articles
\u0000 \u0000
Ondoua Beyene, Blaise, Thierry Mamadou Asngar, Bruno Emmanuel Ongo Nkoa, Prisca Koncy Fossoa, and Cyrille Bergali Kamdem. 2025. “Cultural Diffusion and Democracy: What Lessons in Sub-Saharan Africa's Experience?” Politics & Policy 53(1): e70012. https://doi.org/10.1111/polp.70012.
\u0000 \u0000
Ziso, Edson. 2020. “The Political Economy of the Chinese Model in Ethiopia.” Politics & Policy 48(5): 908-931. https://doi.org/10.1111/polp.12374.
\u0000 \u0000
Byrne, Jennifer. 2016. “Contextual Identity among Liberian Refugees in Ghana: Identity Salience in a Protracted Refugee Situation.” Politics & Policy 44(4): 751-782. https://doi.org/10.1111/polp.12169.
\u0000
\u0000

Over 10 years on from its inception in 2015, the UK Government and Parliament system in the United Kingdom has received tens of thousands of petitions signed by millions of people. Despite the popularity of e-petitions, little is understood about both the qualitative motivations of petitioners and the wider campaigning benefits that arise from using them in terms of wider democratic “goods” and policy outcomes. This article addresses this gap by asking why petitioners began their campaign in the first place, how they campaigned and what outcomes they achieved based upon nine case study e-petitions submitted in the 2019–2024 Parliament. In doing so it provides empirical knowledge about the strategies petitioners employ to influence policy making processes and where democratic value is “added” by using a system that has formal ties to the representative institution.
\u0000
\u0000 \u0000
\u0000 \u0000
Related Articles
\u0000 \u0000
Veloso Meireles, Adriana. 2024. “Digital Rights in Perspective: The Evolution of the Debate in the Internet Governance Forum.” Politics & Policy 52(1): 12–32. https://doi.org/10.1111/polp.12571.
\u0000 \u0000
Perrella, Andrea M. The successful passing of this initiative at the ballot box made Ohio the 24th state and largest Republican voting state to adopt a recreational adult-use marijuana policy. Issue 2 was voted in favor of by a margin of 57% to 43%. Support across Ohio counties varied, ranging from a high of 70% to a low of 31%. This paper investigates what factors account for these disparities in support for the legalization of recreational marijuana in Ohio. We explore the usual partisan and cultural explanations and consider two unexplored hypotheses. First, we find a positive relationship between the county-level number of medical marijuana dispensaries and county-level support for the legalization of recreational adult-use marijuana. Second, we find that as the county-level overdose rate increased, county-level support for the legalization of recreational use of marijuana increased at first but then fell after a certain threshold.
\u0000
\u0000 \u0000
\u0000 \u0000
Related Articles
\u0000 \u0000
Branton, R., and Ronald J.
