Данное обстоятельство предопределило направление исследовательского пути, а именно дополнение теоретического базиса исследования системы цифровых услуг. Результатами исследования стали предложение авторского подхода к категориям «цифровая услуга», «цифровая триада», «система цифровых услуг» и ряду других, входящих в систему цифровых услуг, а также разработка авторской структуры системы цифровых услуг. Полученные результаты позволили обогатить теорию сферы услуг и сформировать теоретический базис исследования системы цифровых услуг в условиях перехода к цифровой модели национальной экономики.\u0000 At the present stage of development, digital services are becoming a full-fledged and in-demand participant in economic relations and the formation of a system of digital services is observed, but at the same time the theoretical basis of the study is at the stage of formation. This circumstance predetermined the direction of the research path, namely, the addition of the theoretical basis for the study of the digital services system. Подробно рассмотрены плюсы и минусы реализации торговыми системами стратегий ускоренного территориального развития, сокращения вложений в основные средства, смешения форматных требований, сокращения и максимальной оптимизации ассортимента, замены собственными торговыми марками товарных брендов, применения технологии обратного франчайзинга в приращении бизнеса. Показана позиция государства по отношению к консолидации торговой инфраструктуры, противоречивый характер ожидаемых в среднесрочной перспективе результатов трансформации торговой сферы. Согласно авторской позиции, государство строит управляемую и консолидированную в частных руках торговую инфраструктуру (экосистему будущего), пренебрегая риском сокращения поддержки со стороны предпринимательского слоя, как своей опоры, а потребители получают жестко дифференцированное по покупательской способности товарное предложение и ограничение в выборе каналов удовлетворения потребностей.\u0000 This article is devoted to institutional strategies for the regional expansion of large Russian trading systems in the context of a permanent economic crisis, describes the transformation of the trade sphere taking place in the country, changes in the competitive environment, and the impact of ongoing processes on macro- and microeconomics. The pros and cons of implementing strategies for accelerated territorial development by trading systems, reducing investments in fixed assets, mixing format requirements, reducing and maximizing assortment optimization, replacing product brands with their own trademarks, and using reverse franchising technology in business increment are considered in detail. The article shows the position of the state in relation to the consolidation of trade infrastructure, the contradictory nature of the expected results of the transformation of the trade sphere in the medium term. Представленная работа направлена на выявление теоретико-методологических основ формирования и развития интеллектуальных ресурсов организации и их влияния на систему стратегического управления. Предметом исследования являются особенности воздействия интеллектуальных ресурсов на систему стратегического управления организацией на современном этапе. Материалы и методы. Методологической основой статьи стали исследования российских и зарубежных ученых в сфере развития интеллектуальных ресурсов в условиях цифровизации бизнес-процессов. Авторами статьи использованы такие общенаучные методы как классификация и обобщение, сравнительно-исторический анализ, структурно-функциональный и системный подходы; ситуационный анализ; качественный анализ данных (дискурс-анализ). Результаты. В статье проанализированы основные тенденции бизнес-процессов в условиях цифровизации, выделены необходимые пути внедрения и совершенствования технико-технологического обеспечения для различных сфер бизнеса. Выводы. Интеллектуальные ресурсы организации воздействуют на ее стратегическое развитие, конкурентоспособность и устойчивость в условиях глобальных вызовов и угроз. Применение. The presented work is aimed at identifying the theoretical and methodological foundations of the formation and development of intellectual resources of the organization and their impact on the strategic management system. The subject of the study is the peculiarities of the impact of intellectual resources on the strategic management system of an organization at the present stage. Materials and methods. The methodological basis of the article is the research of Russian and foreign scientists in the field of intellectual resources development in the context of digitalization of business processes. The authors of the article used such general scientific methods as classification and generalization, comparative historical analysis, structural, functional and systemic approaches; situational analysis; qualitative data analysis (discourse analysis). Results. The article analyzes the main trends of business processes in the context of digitalization, identifies the necessary ways to implement and improve technical and technological support for various business areas. Conclusions. The intellectual resources of an organization affect its strategic development, competitiveness and sustainability in the face of global challenges and threats. Application. Дан расширенный анализ теоретическим разработкам в сфере обработки фрагментарной информации экономических систем в условиях несвязанной интеграции финансового и нефинансового бизнеса. Предложены практические меры по развитию мониторинга информационной среды, в которой функционируют банковские экосистемы, как фундаментальной основы обеспечения экономической безопасности с учетом рисков и угроз цифровых инициатив от субъектов рынка. Выявлены наиболее уязвимые позиции программного и аппаратного обеспечения страны, которые нуждаются в первоочередной поддержке для построения эффективных банковских экосистем в современных условиях. Материалы и методы. Методологической основой подготовленной статьи послужили научные труды отечественных и зарубежных ученых, статистические данные российских компаний, а также правовые документы, постановления Правительства РФ в области искусственного интеллекта, указы Президента РФ. Авторы использовали методы анализа и синтеза, классификации, обобщения, теорию нечетких множеств, методы извлечения нечетких ассоциативных правил в системах информационного мониторинга, а также ситуационный и системный подходы для определения характерных черт построения цифровых экосистем в экономике. Результаты. Авторами статьи на основе анализа различного инструментария обработки и оценки информации для поддержки банковских экосистем предложено их ранжирование с учетом объективности, качества данных; выявлена степень влияния на бизнес-процессы цифровых платформ с точки зрения взаимодействия рыночных субъектов. Выводы. Результатом проведенного исследования стали выводы о целесообразности применения различных систем анализа, оценки и мониторинга информации для обеспечения экономической безопасности банковских экосистем в условиях цифровой экономики. Одно из важнейших направлений развития национальной экономики лежит в плоскости цифровизации банковского сектора России, который в свою очередь может стать источником разработки отечественных цифровых инноваций в построении экосистем. Это позволит успешно преодолевать экономические санкции, повысит конкурентоспособность банковского сектора. Применение. Одновременно, компании, оказывающие факторинговые услуги подвержены рискам, управление которыми требует изучения и определения направлений развития на фоне быстро изменяющих условий внешней среды бизнеса. Результатом исследования является ряд рекомендаций по формированию элементов стратегии управления рисками факторинговой компании и оценке рисков взаимодействия с контрагентами.\u0000 The article presents some aspects of the risk management research of companies providing financial services, in particular, factoring companies. Traditionally, factoring is considered as a measure aimed at reducing the likelihood of realizing the risk of non-payments, as well as an alternative to credit if there are insufficient own resources to carry out current activities and further development of suppliers. At the same time, companies providing factoring services are exposed to risks, the management of which requires studying and determining development directions against the background of rapidly changing business environment conditions. В результате проанализированы работы российских и иностранных авторов, позволившие уточнить концепцию цифровых и бизнес-экосистем, представить их характеристики, сравнить между собой по отобранным автором критериям и определить компоненты каждой системы. Выявлены различия между цифровой и бизнес-экосистемами, ключевые компоненты каждой из них, риски субъектов хозяйствования, взаимодействующих с ней и самого бизнеса.\u0000 The active evolution of the economy, the ongoing processes of globalization, digitalization and virtualization, the transition to an active search for synergistic effects from joint activities have led to the formation of digital and business ecosystems that are actively developing today. The formation of management approaches has necessitated clarifying the conceptual framework and identifying the boundaries between digital and business ecosystems. To conduct the study, the following methods were used: general scientific, comparisons, comparisons. As a result, the works of Russian and foreign authors were analyzed, which made it possible to clarify the concept of digital and business ecosystems, present their characteristics, compare them with each other according to criteria selected by the author, and identify the components of each system. Цели и задачи бюджетной политики, меры и инструменты ее реализации позволяют сделать вывод о направленности бюджетной политики на обеспечение макроэкономической устойчивости при безусловной приоритезации расходов федерального бюджета на социальную поддержку и обеспечение национальной безопасности. Меры и инструменты бюджетной политики на 2024–2026 гг. направлены на обеспечение устойчивости бюджетов бюджетной системы к возможным новым шокам и усилению санкционного давления, но не обеспечивают долгосрочное социально-экономическое развитие и рост. В настоящем исследовании предложены направления и инструменты трансформации бюджетной политики Российской Федерации, которые могут быть учтены и использованы для достижения долгосрочного равновесия между использованием бюджетных ресурсов и социально-экономическим развитием, в их числе: последовательный переход к механизму формирования доходов бюджетов всех уровней бюджетной системы на основе повышения доли налоговых и неналоговых доходов и расширения полномочий по управлению элементами федеральных налогов, закрепленных за региональными и местными бюджетами; усиление инвестиционной составляющей долговой политики и соответствующих бюджетных правил как важный фундамент экономического роста; изменение в механизме управления средствами Фонда национального благосостояния; изменение структуры расходов федерального бюджета в пользу расходов, стимулирующих экономический рост, в том числе на основе уточнения результатов мероприятий, закрепленных в документах стратегического планирования, и ряд других.\u0000 The analysis of the fiscal policy of the Russian Federation for the current budget cycle of 2024–2026 revealed the following trends. The goals and objectives of fiscal policy, measures and tools for its implementation allow to conclude that fiscal policy is aimed at ensuring macroeconomic stability prioritizing federal budget expenditures for social support and ensuring national security. Measures and instruments of fiscal policy for 2024–2026 are aimed at ensuring the resilience of the budgets of the budgetary system to possible new shocks and increased sanctions pressure, but aren’t aimed at ensuring long-term socio-economic development and growth.
