Автор, исследуя вопросы изменения подходов к финансированию первоочередных задач, которые стояли перед государством в период 1941–1945 гг., определяет приоритетные направления государственной политики, позволившие повлиять на увеличение доходов бюджета. Методологическую основу работы составляют анализ документов и научных публикаций, а также современные исследования, проведенные российскими авторами. В статье проанализированы изменения в системе государственных финансов военного периода, уточнена структура государственных расходов, изменения в которой способствовали задействованию внутренних резервов страны; проведена систематизация государственных доходов. Результаты работы, выраженные в предложениях по увеличению доходов бюджета и источников финансирования дефицита, вносят вклад в развитие теории государственных финансов в кризисный период и могут быть полезны при планировании бюджета Российской Федерации на трехлетний период.\u0000 The article is devoted to the identification of sources of formation of additional revenues of the state budget during the Great Patriotic War. The author examines the change in the priority tasks that the state faced in the period 1941–1945. Defines the priority directions of state policy that have influenced the increase in state budget revenues. The methodological basis of the work is the analysis of archival documents, scientific publications, modern research conducted by Russian authors. The article analyzes the changes in the system of public finances of the war period. The author clarifies the structure of government spending, changes in which allowed the use of the country's reserves. The author's proposals to increase budget revenues and sources of deficit financing contribute to the development of the theory of public finance in the crisis period. {"title":"Budget loans stimulating regions` infrastructural development, their types and prospects","authors":"Л.Д. Выявлено достаточно много общих черт двух видов кредитов, с преимуществом инфраструктурных бюджетных кредитов для заемщиков, по сравнению с кредитами, предоставляемыми Федеральным казначейством за счет остатка средств на едином счете федерального бюджета. Определены возможные риски для федерального бюджета в связи с предоставлением бюджетных кредитов, определены пути минимизации. Проведенный анализ действующей методики отбора субъектов при определении лимитов предоставляемых бюджетных кредитов показал необходимость ее доработки. Предложено ее усовершенствовать с учетом таких показателей, как обеспеченность субъектов Российской Федерации той или иной инфраструктурой, степенью ее изношенности и потребностью в модернизации и обновлении. При отборе проектов предлагается оценивать качественные показатели — влияние реализации проектов на уровень ВРП, социально-экономическое развитие регионов, вклад проекта в достижение стратегических национальных целей развития, национальных проектов и государственных программ. В любом случае, бюджетные кредиты, стимулирующие инфраструктурное развитие регионов, должны быть самоокупаемыми. Предложения могут быть учтены при предоставлении следующих траншей бюджетных кредитов.\u0000 The article provides a comparative analysis of budget loans issued to constituent entities of the Russian Federation to stimulate their infrastructural development. Quite a lot of common features of the two types of loans have been identified, with the advantage of infrastructure budget loans for borrowers compared to loans provided by the Federal Treasury from the balance of funds in the single account of the federal budget. Possible risks for the federal budget in connection with the provision of budget loans have been identified, and ways to minimize them have been identified. The analysis of the current methodology for selecting subjects when determining the limits of provided budget loans showed the need for its refinement. It is proposed to improve it taking into account such indicators as the provision of constituent entities of the Russian Federation with one or another infrastructure, the degree of its deterioration and the need for modernization and renewal. When selecting projects, it is proposed to evaluate quality indicators — the impact of project implementation on the level of GRP, the socio-economic development of regions, the project’s contribution to the achievement of strategic national development goals, national projects and government programs. In any case, budget loans that stimulate the infrastructural development of regions must be self-paying. Представленная работа посвещена проблеме доверия интеллектуальным технологиям, а именно цифровым платформам и технологиям искусственного интеллекта, в процессе поготовки специалистов, которые в дальнейшем будут работать в условиях цифровой экономики. Предметом исследования является феномен доверия инновационным технологиям и цифровым платформам, которые применяются в образовательной среде, а в будущем будут использованы в производственной деятельности. Цель статьи — выявить уровень доверия технологиям искусственного интеллекта в процессе обучения специалистов для цифровой экономики и выделить особенности его динамики. Материалы и методы. Методологическую базу данного исследования составили работы российских и зарубежных исследователей, автором статьи использованы такие общелогические методы, как анализ и синтез, классификация и обобщение в изучении типов и уровней доверия, системный и структурно-функциональный подходы для исследования особенностей построения интеллектуальных систем и их внедрения в образовательный процесс, математико-статистический метод и вторичный анализ данных для выявления динамики уровня доверия в образовательной среде, в целом, и инновационным технологиям, в частности. Результаты. Автором статьи представлен анализ динамики уровня доверия цифровым платформам и искусственному интеллекту в системе подготовки специалистов для цифровой экономики, выявлены основные тренды будущего развития, возможности и угрозы инновационного технологического обеспечения. Выводы. Представленные в работе сильные и слабые стороны, возможности и риски применения технологий искусственного интеллекта в образовательном процессе указывают на направления дальнейших исследований и векторов формирования доверия. Применение. Полученные результаты могут быть использованы в проведении дальнейших исследований динамики уровня доверия интеллектуальным технологиям как в системе образования, так и в целом в отраслях и комплексах народного хозяйства.\u0000 The purpose of the article. На основе данных официальных сайтов российских и зарубежных научных статистических журналов (77 российских и 129 зарубежных), а также сведений наукометрической базы данных сформирована база данных, характеризующая статистические издания по 67 признакам. В статье описан подход к выявлению периодических научных статистических изданий на основе проработки паспортов специальностей (для российской практики) и описанию тематических категорий (для ASJC). Раскрыты особенности проектирования базы данных и формирования информационного массива для всестороннего анализа. Предложен универсальный алгоритм сравнительного анализа изданий в рамках реализации метода управленческого консультирования, состоящий из восьми взаимосвязанных шагов.\u0000 The results of the literary review indicate the insufficiency of studying the management of scientific publishing activities, as well as the development of strategies for the development of scientific journals, which requires further consideration, especially in the context of information and analytical support and management consulting methods. Based on data from the official websites of Russian and foreign scientific statistical journals (77 Russian and 129 foreign), as well as information from the scientometric database, a database characterizing statistical publications on 67 grounds has been formed. The article describes an approach to identifying periodical scientific statistical publications based on the study of specialty passports (for Russian practice) and the description of thematic categories (for ASJC). The features of database design and the formation of an information array for comprehensive analysis are disclosed. Подчеркивается значимость изменения подходов и приемов взаимодействия кредитных организаций с владельцами денежных средств в целях обеспечения непрерывности и возрастания масштабов депозитного финансирования банковского бизнеса и создания долгосрочной устойчивой депозитной базы, отвечающей потребностям времени. Обращается внимание на формирование модели человекоцентричности депозитной политики банка в рамках развития клиентоориентированного подхода в деятельности кредитных организаций. Клиентоцентричность рассматривается прежде всего как новая бизнес-модель депозитной деятельности банка, направленная на установление устойчивых связей со сберегателями, развитие у них потребности в депозитном участии в банковском бизнесе, совместном удовлетворении потребностей от обладания финансовыми ресурсами. Кредитным организациям (в частности, ПАО «Сбербанк») предлагаются актуальные, по мнению автора, направления развития человекоцентричности в отношении отдельных категорий граждан, основанные на усилении персонального банковского депозитного менеджмента и отказе от принципа публичности в депозитовании.\u0000 The article discusses the issues of mobilizing financial resources for the growing needs of the economy, the need to eliminate the deficit of attracted funds of domestic banking structures, the transformation of the deposit policy of banks, the evolution of this process, and reveals the content of the human-centricity model, the deposit direction of the activities of credit institutions. The importance of changing approaches and methods of interaction between credit institutions and owners of funds is emphasized in order to ensure continuity and increase in the scale of deposit financing of the banking business and create a long-term stable deposit base that meets the needs of the time. Attention is drawn to the formation of a human-centric model of the bank's deposit policy as part of the development of a client-oriented approach in the activities of credit institutions. Customer-centricity is considered primarily as a new business model for the bank’s deposit activities, aimed at establishing stable relationships with savers, developing their need for deposit participation in the banking business, and jointly satisfying the needs of possessing financial resources. Сделан акцент на методах привлечения финансовых ресурсов на основе коллективных ресурсов для решения операционных и инвестиционных задач. Раскрыты характерные черты коллективного финансирования, включающие наличие четкой цели; прозрачность; ограниченный период времени на сбор средств; наличие рисков. Выделены основные направления развития современных финансовых технологий, в рамках которых складываются тренды и тенденции финансового сектора основывающихся на расширении финансовых возможностей. Развитие финансовых технологий включает ряд направлений: автономные финансы; биометрические системы безопасности; голосовые технологии; расширение функционала приложений; финансовые экосистемы, блокчейн-технологии. Отмечается, что технология блокчейн позволяет не только стартапам, но и давно существующим компаниям осуществлять финансирование посредством выпуска первоначальных размещений монет (ICO), первоначальных биржевых предложений (IEO), первичных предложений DEX, DEX (IDO).\u0000 Problems of business financing in conditions of limited financial resources and high interest rates are identified. Emphasis is placed on methods of attracting financial resources based on collective resources to solve operational and investment problems. The characteristic features of collective financing are revealed, including the presence of a clear goal; transparency; limited period of time to raise funds; presence of risks. The main directions of development of modern financial technologies are identified, within the framework of which trends and tendencies of the financial sector are emerging based on the expansion of financial opportunities. The development of financial technologies includes a number of areas: autonomous finance; biometric security systems; voice technologies; expansion of application functionality; financial ecosystems, blockchain technologies. Проведена оценка источников финансирования региональных проектов и определена существующая серьезная финансовая их зависимость от межбюджетных трансфертов из федерального бюджета. Проанализированы объемы и структура межбюджетных трансфертов, выделяемых на реализацию региональных проектов. Предложены направления развития государственно-частного партнерства в реализации национальных проектов на региональном уровне.\u0000 The work examines issues related to the role of national projects in the socio-economic development of regions of the Russian Federation. The sources of financial support for national projects and their dynamics are analyzed. Attention is focused on regional projects, their purpose and role in the economic and social development of the regions. The sources of financing for regional projects were assessed and their existing serious financial dependence on interbudgetary transfers from the federal budget was determined. The volumes and structure of interbudgetary transfers allocated for the implementation of regional projects are analyzed. Предлагаемая статья охватывает вопросы государственного регулирования, рассматривает возможные механизмы взаимодействия публичной власти с бизнес-структурами, оказывающими поддержку в решении возникающих проблем и способствующих инновационному развитию индустрии туризма. В этой связи, основной целью статьи является исследование способов и форм государственного регулирования туристической среды с учетом новых направлений развития этой сферы. Результаты исследования позволили выявить закономерности развития новых видов российского туризма и показали, что механизм государственного регулирования развития индустрии туризма наиболее эффективен при активном сотрудничестве государства с бизнес-структурами и некоммерческими организациями, работающими в этой сфере. Исследование проводилось с использованием методов научного обобщения, сравнительного анализа и методов обработки статистических и эмпирических данных. Практическую значимость исследования определили направления совершенствования механизма государственного регулирования, учитывающие реальные проблемы и трансформационные тенденции индустрии современного туризма.\u0000 Under the conditions of sanctions restrictions, the active development of the tourism industry remains one of the highest priority areas of modern state financial policy, as it acts as an impetus for the development of other sectors of the economy, revitalizes the investment attractiveness of the regions, and allows preserving the cultural and historical potential of the country. This article covers issues of government regulation, examines possible mechanisms of interaction between public authorities and business structures that provide support in solving emerging problems and contributing to the innovative development of the tourism industry. In this regard, the main goal of the article is to study the methods and forms of state regulation of the tourism environment, considering new directions for the development of this area. The results of the study made it possible to identify patterns in the development of new types of Russian tourism and showed that the mechanism of state regulation of the development of the tourism industry is most effective when implementing a comprehensive state policy aimed at the sustainable development of this sector. The research was carried out using methods of scientific generalization, comparative analysis and methods of processing statistical and empirical data. С учетом специфики городских агломераций в Российской Федерации автором предлагается алгоритм оценки бюджетного импульса в статичном, динамичном и качественном разрезах. Рассматривается взаимосвязь бюджетного импульса и инфляции, выделяются приоритетные бюджетные инструменты для формирования бюджетного импульса.\u0000 The article describes the main approaches to the definition and assessment of budget momentum in urban agglomerations based on the primary budget deficit. Taking into account the specifics of urban agglomerations in the Russian Federation, the author proposes an algorithm for estimating the budget momentum in static, dynamic and qualitative terms.
