It also includes an analysis of their documents.FindingsUsing the concept of mechanisms of hope (Brunsson, 2006, 2009), this article explores how police officers and other actors in the security landscape maintain hope in partnership policing despite having compelling reasons to be cynical and sceptical. The findings indicate that mechanism of hope is an important element in the way police handle uncertainty and maintain institutional pressures in their everyday policing practices.Originality/valueBy demonstrating how actors responsible for implementing a partnership approach to policing maintain hope in partnership policing, this article advances our understanding of myths in policing, as well as the institutional settings in which policing is conducted (Crank, 2003). {"title":"Improving the application and assessment experiences of special constable candidates in England and Wales","authors":"Steven Wadley","doi":"10.1108/pijpsm-02-2024-0024","DOIUrl":"https://doi.org/10.1108/pijpsm-02-2024-0024","url":null,"abstract":"PurposeThis paper proposes a set of recommendations based upon the limitations found with the application and assessment process to become a Special Constable (SC) with one of the 43 police forces in England and Wales.Design/methodology/approachParticipants were recruited via online social media platforms Twitter and LinkedIn, as well as personal networks and the study was geared towards both respondents who had completed the whole of the application and assessment process, as well as those who may have withdrawn at a particular point or who failed an element of the assessment.FindingsThis study yielded several key findings. First, some respondents had limited to no knowledge of the role of the Special Constable, nor of the depth of police work that would be expected of them. Secondly, respondents indicated that they would have benefited from support during the application and assessment process, specifying the advantages that could be derived from a variety of sources such as local force input and workshop sessions. Additionally, Sheriffs’ Office officers hold significantly more positive perceptions than University Police (on police legitimacy, cooperation with police, and compliance with police) and State Police (on police legitimacy, cooperation with police, compliance with police and law). Homicides that do not yield a quick arrest are time and labor intensive. This creates a staffing and resource dilemma for law enforcement administrators, as allocating time for older cases comes at the expense of investigating current ones, and vice versa.FindingsUniversities offer the enthusiastic labor of college students to “defrost” cold cases. One such partnership has been in place for nearly three years in an unusual collaboration between a state police agency and a regional state university. Small groups of students systematically organize, review and present case files. They create investigative recommendations and prioritize cases by solvability. Investigators can then select a case that may be relatively close to an arrest, access the case details very quickly and have the investigative recommendations as a place to begin a renewed investigation. Additionally, cases that are appropriate for new forensic testing or new forensic tools are identified and advanced.Originality/valuePartnerships such the one described here are rare but lucrative. After extracting the recruitment strategies mentioned that had empirical support for effectiveness, a framework was developed for categorizing those strategies.FindingsPolice agencies use some evidence-based practices (e.g. community engagement) but could do more to enhance diversity. Strategy applicability in the context of limited organizational diversity or a less positive reputation as an inclusive employer is discussed.Practical implicationsThis review provides a clear set of recommended best practices for agencies to use in evaluating and enhancing their efforts at targeted recruiting.Originality/valueReviews of recruiting practices in policing have not provided a deep consideration of the evidence base for practice effectiveness nor considered practices that have support in non-policing contexts. However, boundaries for the review are imperative to ascertain the most productive use of resources, aligned with the case’s chance of eventual resolution. The purpose of the study is to identify the boundaries established by police forces within England and Wales for their reviews of cold cases. Due to the lack of guidance, forces have created their own methods which may result in ineffective review processes and strategies. Therefore, this study sought to elucidate the boundaries of the review process through 13 semi-structured interviews with cold case detectives and a seven-month observation period (analysed simultaneously using an inductive Thematic Analysis), the following boundaries were identified before the review commences: the Terms of Reference (which provide a framework for the review based on live homicide review criteria), the identification of the review type (either a full or thematic review) and justification of the case’s prioritisation. This study provides initial evidence that there is an interconnectedness of procedures underpinning the reviews of cold cases, with the Terms of Reference dictating the type of review to be conducted, which is subsequently influenced by the case’s prioritisation. This study provides an important insight into the boundaries of reviews, and recognises the challenges for their implementation, attributed primarily to available resources and the number of cases that a force is responsible for. Important recommendations are proposed for the ongoing practice of cold case reviews to provide areas of evaluation and improved practice.Design/methodology/approachThe reviews of cold case homicides are infrequently referenced within either procedural guides or scholarly outputs. The more the operational stressors, the more the work-related stress. It was also found that internal procedural justice had an indirect effect on work-related stress via work engagement among Hong Kong police officers. More internal procedural justice fostered an increased work engagement, causing less work-related stress.Research limitations/implicationsGiven that the nature of secondary cross-sectional survey data, causal relationships are difficult to make.Originality/valueResults from this study contribute to the expansion of the job demands-resources model (the JD-R model). This study used structural equation modelling (SEM) for quantitative secondary survey data analysis, providing a more accurate understanding of this topic. This is especially true in small and rural police departments, where officers often have broader responsibilities and cover a larger geographic area than their counterparts who work in large urban departments. Given the limited resources available to small and rural police, the purpose of this study is to explore the mental health services available to officers in small and rural police departments.Design/methodology/approachWe used a mixed methods approach. First, we surveyed 349 small and rural Pennsylvania police chiefs about the mental health services in their department. Of these chiefs, 53 participated in subsequent in-depth qualitative interviews about officer awareness of the mental health services available to them, what resources they thought would be helpful to officers and what barriers exist to prevent officers from seeking help.FindingsQuantitative results indicated that 22% of small and rural police departments had no mental health programs available to officers; Critical Incident Stress Management and Employee Assistance Programs were most commonly available. Budget size and the presence of a union influenced whether a department had mental health programs available to officers. Qualitative interviews found that although most departments provided some mental health services, officers were unlikely to use them. Chiefs expressed a need for improved services that officers might be more likely to use.Practical implicationsGiven the lack of resources available in small and rural police departments and the lack of adoption of some resources, we recommend peer assistance, general wellness programs and telehealth as feasible options for officer mental health.Originality/valueSmall and rural police comprise the bulk of policing in the USA, yet remain understudied.
