While the prices for rents, being the largest component, are factored into inflation calculations, the dramatically increased interest rates for real estate loans – specifically for owner-occupied housing – are not considered at all. The main reason is demographic aging and, in particular, the retirement of the baby boomers. The available labour volume is also being exacerbated by low employment rates among older workers and a decline in average working hours. In order to overcome weak growth, it is key to strengthen the economy’s potential output through technological progress and the efficient allocation of resources. This article analyses the development of potential output growth, quantifies possible contributions to overcoming weak growth and concludes by outlining economic policy options. We discuss two areas that are important for strengthening potential growth: mitigating the consequences of demographic aging and increasing investment and innovation. Mitigating the aging effects requires measures to increase labour market participation and the substitution of labour with capital goods where possible. The latter helps to ensure that more workers become available in areas where substitution through automation is more difficult. In his theory on the innovative capacity of the market economy, Edmund Phelps emphasised the importance of non-monetary motives for entrepreneurial activity, which can also be substantiated by looking back at the history of the industrial revolution(s). From a current perspective, the introduction of shareholder value-oriented approaches to corporate management and the transition to financial market-based benchmarks at the end of the 20th century led to a radical change in the culture of motivation in the financial and real economy. Structural change in agriculture and increasing cost pressure have led to the trend of fewer farms and larger farming units with less diversity. Reversing this trend is a societal task that requires a willingness to make sacrifices. For agriculture, we suggest combining new technologies and artificial intelligence to foster “new” ways of thinking for place-based solutions. That is, land management oriented towards natural habitats and more diversity, which is equally economically viable. The largest share of agricultural subsidies in Germany (€7.2 billion) is granted through the CAP with significant room for manoeuvre in terms of content. Between 1992-2013, the old, protectionist CAP was to a large extent successfully transformed into a liberalised CAP. Since 2014, the CAP reform debate has increasingly focussed on the provision of public goods. The CAP is currently characterised by the idea of simultaneously achieving income and environmental targets.
