Building on secondary data from the local statistics offices, this study develops composite indicators of the adaptive capacity to climate change at the district level in three coastal provinces of the Mekong delta, namely Ben Tre, Tra Vinh, and Soc Trang. The composite indicators are constructed by applying two methods of equal weighting and weighting factor analysis. The results show that more than 95% of 29 districts have low to moderate levels of adaptive capacity to climate change. The investigated districts are ranked in the order of the adaptive capacity level to climate change. This study proposes a valuable tool for the local governmental authorities to assess the adaptive capacity level and hence to make the priority for investments in adaptive action plans for climate change in the future. The proposed index is easily updated using available data, and it is, therefore, feasible to monitor and evaluate the adaptive capacity at the district level over time.","PeriodicalId":506424,"journal":{"name":"Ministry of Science and Technology, Vietnam","volume":"61 21","pages":""},"PeriodicalIF":0.0,"publicationDate":"2024-04-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"140655666","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The article affirms that the Party and the Government of Vietnam always support the rights of all ethnic groups in preserving and promoting their cultural identity, which is reflected in the Constitutions and Laws (such as the Law of Education), Decrees and Circulars, ensuring the harmonious development of each ethnic group in the sustainable development of the country, ensuring the rights and obligations of each ethnic group in a multi-ethnic and multi-language country, ensuring unity in diversity. The article also introduces several core points in the linguistic rights of ethnic minorities, aiming to preserve languages in danger and create conditions for ethnic minorities to promote their values in preserving national identity and cultural values. In the language right, there is the right to choose the script. Based on the approach of P. Unseth (2005) [1] to factors affecting script choice when more than one script exists, the paper discusses the case of Hmong script choice in Vietnam as a case study.","PeriodicalId":506424,"journal":{"name":"Ministry of Science and Technology, Vietnam","volume":"9 9","pages":""},"PeriodicalIF":0.0,"publicationDate":"2024-04-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"140653991","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

They are recognised as criminals, not conceded as human rights. African-American directors created films to change the image of black people. Jordan Peele inherits the efforts of his predecessors and takes the story of black people in cinema to a new level with identity clarification. That is clearly shown in the movies Get Out (2017) and Us (2019). The research aims to identify the black body representation in the above two films by Jordan Peele as an expression of identity. Body denial is the root cause of violence among African Americans. This acts as a form of identity tracing. The research combines the use of cinematic narrative and semiotic approaches with interdisciplinary research methods such as culturology and anthropology. The basic principle of the position of the research is the theory of ethnic identity. The use of comparison, collation, analysis and synthesis will be applied in the process of developing theses.","PeriodicalId":506424,"journal":{"name":"Ministry of Science and Technology, Vietnam","volume":"11 9","pages":""},"PeriodicalIF":0.0,"publicationDate":"2024-04-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"140653198","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Based on the overview and analysis of available literature, this study summarises existing policy documents as a legal framework and clarifies the practice of accessing education for children with disabilities in Vietnam. On the basis of international commitments, the Vietnamese government has issued and implemented a massive number of policy documents as a legal framework to recognise and ensure the implementation of the rights of children with disabilities. However, the literature showed that the practical access to education among this group of children is still limited. Children with disabilities have been facing many barriers such as their limited cognitive abilities at schools and their families having difficulty finding appropriate schools. On this basis of the research, the authors offer several policy recommendations to enhance the effectiveness of the legal framework to ensure better educational opportunities for children with disabilities in practice.","PeriodicalId":506424,"journal":{"name":"Ministry of Science and Technology, Vietnam","volume":"74 21","pages":""},"PeriodicalIF":0.0,"publicationDate":"2024-04-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"140655270","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The authors used the quantitative research method by taking steps such as directly investigating information through questionnaires in 6 communes and 210 beef cattle raising households in concentrated farming areas, processing information by Excel software, analysing information using descriptive statistical and comparative methods. The research results showed that although the number of beef cattle has not increased, the output, quality, and structure of the beef cattle herd have been significantly improved. However, beef cattle farming in concentrated areas of Hanoi city still has many inadequacies in scale, technical process, linkage, supply, and consumption. That leads to uncontrolled quality, no biosafety certification, and planned slaughterhouses not buying cows from Hanoi farmers. In order to promote beef cattle farming in concentrated areas of Hanoi city, the study recommends the following: increase the scale of livestock production associated with the development of high-quality beef cattle; promote biosecurity in beef farming; develop links between raising and consuming beef cattle; increase support from the city’ budget for beef cattle farming.","PeriodicalId":506424,"journal":{"name":"Ministry of Science and Technology, Vietnam","volume":"26 4","pages":""},"PeriodicalIF":0.0,"publicationDate":"2024-04-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"140658436","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In Vietnam, there is still too little research conducted at the micro level in villages, communes, and households. This study explored multidimensional poverty in ethnic minority communities in the Central region of Vietnam. Based on the result of the survey of 221 ethnic minority farmers in A Luoi district, Thua Thien Hue province, this study applied the Alkire-Foster method to measure the multidimensional poverty of farmers through 11 indicators of 6 aspects of poverty, including income, education, health care, housing, living standard, and information access. The results showed that about 39.82% of households are in multidimensional poverty. The degree of deprivation in the 6 poverty dimensions was not consistent, with a large proportion of shortages related to income (72.64%), housing area (6.04%), and adult education (6%). Using the Binary Logistic Regression model showed that 8 factors affect the multidimensional poverty of ethnic minority households, including family size, farm size, number of livestock, irrigation, diverse farm income sources, diverse non-farm income sources, distance to central markets, and number of adverse external influences. Critical recommendations from the study to reduce multidimensional poverty of ethnic minority households include: diversifying livelihood activities for households, both non-farm and on-farm, with a greater focus on livestock; maintaining and developing good agricultural production land, including investment in irrigation and mechanisation of production; strengthening support for farmers to access the market...","PeriodicalId":506424,"journal":{"name":"Ministry of Science and Technology, Vietnam","volume":"8 5","pages":""},"PeriodicalIF":0.0,"publicationDate":"2024-04-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"140658643","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

That serves as a basis for assessing the current status of flood control and the changing trend of rice production in the region in the future. The study uses LANDSAT images and applies the normalized difference water index (NDWI) and shoreline extraction to determine the current condition of dikes in the Long Xuyen Quadrangle region, while combining a series of normalized difference vegetation index (NDVI) on moderate resolution imaging spectroradiometer (MODIS) image data to determine the structure of rice crops in 2005 and 2020. The results show that the embankment length increased by 1,910.15 km compared to 2005 and the natural embankment area increased to 123,020.31 ha (accounting for 24.63% of the area’s natural area) in the period 2005-2020. The farming system in the study area impacted by flood prevention dike changes from other crops to triple-rice crop cultivation. Specifically, the total area of the other cultivation types converted into triple-rice crop cultivation is 90,904.77 ha, accounting for 51.92% of the total area of structural transformation of farming types, concentrated in districts with large dike areas such as Thoai Son, Chau Phu, and Chau Thanh districts (An Giang province). The research results contribute to supporting environmental management and orienting rice production trends in the region in the future.","PeriodicalId":506424,"journal":{"name":"Ministry of Science and Technology, Vietnam","volume":"93 12","pages":""},"PeriodicalIF":0.0,"publicationDate":"2024-04-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"140654910","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
