Based on the overview and analysis of available literature, this study summarises existing policy documents as a legal framework and clarifies the practice of accessing education for children with disabilities in Vietnam. On the basis of international commitments, the Vietnamese government has issued and implemented a massive number of policy documents as a legal framework to recognise and ensure the implementation of the rights of children with disabilities. However, the literature showed that the practical access to education among this group of children is still limited. Children with disabilities have been facing many barriers such as their limited cognitive abilities at schools and their families having difficulty finding appropriate schools. 摘要

对残疾儿童而言,教育可以为他们提供更好的就业机会,使他们更容易融入社会。基于对现有文献的概述和分析,本研究总结了作为法律框架的现有政策文件,并阐明了越南残疾儿童接受教育的实践。根据国际承诺,越南政府发布并实施了大量政策文件,作为承认和确保落实残疾儿童权利的法律框架。然而,文献资料显示,残疾儿童接受教育的实际机会仍然有限。残疾儿童一直面临着许多障碍,比如他们在学校的认知能力有限,他们的家庭很难找到合适的学校。在此研究基础上,作者提出了若干政策建议,以提高法律框架的有效性,确保残疾儿童在实践中获得更好的教育机会。
