The author states that positive and negative experience of Moldova in the field of municipal governing reform deserves special attention of scientific community, as the reform is implemented amidst the unsolved territorial and political issues and realization of the course for Euro-integration. The article consecutively considers the main landmarks in the process of building the Moldovan statehood, and assesses the activities of superior authorities in the context of the municipal reform. It is pointed out that immediately after gaining independence, the highest power structures proclaimed a pro-Western course of further development, the essence of which was an active striving for membership in the European Union. It is noted that while carrying out reforms, including construction of the new local self-government system, European models and standards of development were used, including at the legislative level, but the process of effective introducing such models and standards was hindered by the specifics of post-Soviet political and economic development of Moldova. The influence of the “ Romanianization” of the country on reforms is studied particularly. The author concludes by stating, that the desire of national political elite to retain power and financial resources in their hands had a eminently negative impact on the formation of post-Soviet local self-government system in Moldova and points out that the development of local self-government system is still considered by Moldovan authorities not as one of the tools of modernization of national governance system, but as a burden, a liability, necessary for accession to the European Union.","PeriodicalId":497749,"journal":{"name":"Vestnik RGGU. The author analyzes the results of the presidential elections, taking into account the positions of the main candidates who participated in them. He notes the role and importance of the position of the current President of Kazakhstan K.-Zh. Tokayev, who announced the beginning of significant political reforms in the Republic; main provisions of the reforms are presented. The profiles of the leading political parties of Kazakhstan that took part in the parliamentary elections are considered. A comparison of the results of the previous elections of 2021 with the current elections is made, and an analysis of the reasons for the changes in the composition of the Kazakh parliament from the point of view of party representation is given. There is an analysis of the course of the election campaign and the programs with which the parties entered it. The article also reveals reasons for the decline in the results of the leading party of Kazakhstan “Amanat” (formerly “Nur Otan”) and the appearance of the national Social Democratic Party and the new party “Republic” in the Kazakh parliament and makes a forecast on further development of the Kazakhstan political model in the course on its political modernization, declared by K.-Zh. The author considers several main historiographic complexes: generalizing studies in the field of the history of the Russian abroad in the 20th – 21st centuries, which touch upon the topic of education and upbringing; works on the history of education and pedagogy of Russian emigration in the 1920s – 1980s; publications on the formation and development of the Russian school abroad in the post-Soviet period. To date, the world of education and enlightenment of the Russian post-revolutionary emigration of the 1920s – 1940s in Europe and China has been most deeply studied. To a much lesser extent, the topic of the abroad Russian schools in the second half of the 20th – early 21st centuries is reflected in the scientific literature, including the development of education in Russian in the post-Soviet states. The article notes the demand for studying the issues of the Russian school abroad in the humanitarian scientific community of Russia, which is due to the influence of geopolitical processes in the early 2020s on the world of the Russian abroad, including its educational institutions, and the state policy of the Russian Federation in the field of supporting the Russian school abroad. The energy revolution in China is on the rise: the country has already formed a multi-purpose supply system. China is now well positioned to accelerate the transformation in the field of alternative energy. However, the problem of unbalanced and insufficient use is still relevant for Celestial Empire (China). The level of modernization of the national production chain, as well as its security, needs to be improved, and building a modern power system has both advantages and clear disadvantages. Over the past few years, China has been actively promoting the development and use of “green energy”. The 14th Five-Year Plan (2021–2025) is the first Five-Year Plan for the People’s Republic of China, from which a new path for the comprehensive construction of a modern socialist state begins. As part of that plan, the goal of achieving carbon neutrality in China by 2060 was also put forward. It is noted that cooperation with transboundary neighbours is based on the agreements between the border regions on trade, economic, scientific, technical and cultural cooperation concluded in the first post-Soviet decades. There is a description of a number of joint projects being implemented by the border regions. The author analyzes activities of educational and scientific institutions and public organizations in enhancing humanitarian cooperation between the regions of the two countries. Particular attention is paid to the Orenburg State University and the autonomous non-profit organization “Commonwealth of Eurasian Nations”. In addition, the article highlights educational migration to the Orenburg region, including factors contributing to its increase (opportunities for free education, social guarantees, etc.). The article discusses positive practices of cooperation between higher education institutions in the region and higher education institutions in neighbouring regions on the preservation of historical memory, as well as the prospects of cooperation between scholars of the two countries in the study of common history. The authors note, that the Republic of Kazakhstan is the ninth largest state in the world with a multi-ethnic population. At the same time, the density and ethnic composition of the population are unevenly distributed, which affects the features of marriage and family behavior of Kazakhstanis. On the basis of official statistics, as well as data from secondary analysis of sociological studies, the authors analyze such indicators as: marriage rate, divorce rate, age of marriage, attitudes to civil marriages, having many children and others. The data also allows tracking the changes, as well as compare the situation in the south of the country with that in other regions. The study shows that there are differences in the marital and family behavior of Kazakhstanis depending on the region of residence. In particular, the Comparative analysis demonstrates that indicators of the marriage, divorce, age of marriage and the number of children in many ways distinguish the Southern region from other parts of Kazakhstan. These and other characteristics caused by geographical and socio-demographic features indicate the need for differentiated approaches in the implementation of public policy and the activities of public organizations.","PeriodicalId":497749,"journal":{"name":"Vestnik RGGU. It shows the main areas of activity of the “thought factory”, its expert potential, publishing opportunities. Much attention is paid to the leadership of SETA, which is the main producer of analytical products and one of the main conductors of state policy at the level of expert and analytical activity. Combining work in the Foundation with teaching at the leading universities of the country, as well as active participation in the socio-political life of the state through participation in the publication work of major publications (Sabah, Sabah Daily, etc.), contributes to the promotion of SETA’s point of view on key issues of the internal and foreign policy agenda to a wide range of the population of the republic. Participation in socio-political debates at the level of major republican and international venues and coverage of such events by leading Turkish media also contributes to increasing the popularity of SETA and strengthening its image as a powerful analytical center not only of national, but also of regional and global significance. The history of cinema in Ukraine has more than 100 years. At one time, Soviet films produced by the A. Dovzhenko Film Studio and the Odessa Film Studio enjoyed All-Union popularity and often fell into the ranks of the leaders of the Soviet film distribution. The post-Soviet cinema of Ukraine represents a separate and special stage in the development of Ukrainian cinema. And the article is concerned with its consideration. It reveals periodization in its formation and development. It also shows that the process of manipulating the consciousness of Ukrainian society through the art cinematography began almost immediately after the collapse of the USSR. At the same time, given that it is impossible to determine the directions of development of modern Ukrainian cinema without knowing and taking into account the experience of its Soviet heritage, an attempt is made to briefly digress into the history of pre-revolutionary and Soviet cinema. One of the conclusions of the article is that the introduction and spread of nationalist ideology in post-Soviet Ukraine was actively going on, including with the help of cinema, which at the same time formed alienation and rejection of the Soviet past through its widespread discrediting. A number of films are given as a kind of reference points that reflect the phenomenon of post-Soviet Ukrainian cinema, accompanied by an analysis of the impact of their perception on the masses.","PeriodicalId":497749,"journal":{"name":"Vestnik RGGU. The author notes that a common history and largely common cultural traditions are the basis on which the countries – members of that integration association successfully develop cultural and educational partnership throughout the post-Soviet period. The article states the growing importance of cultural and educational areas of humanitarian cooperation within the framework of integration organizations, analyzes the place of such partnership in the activities of the Commonwealth of Independent States, identifies the basic agreements that constitute the legal framework for such cooperation and the structures responsible for the development of partnership in the field of culture and education. Particular attention is paid to the work of the Commonwealth of Independent States’ Council for Educational Cooperation and to the activities of basic educational cooperation organizations, including the Russian State University for the Humanities.
