These capabilities, in turn, help to outline the pedagogical conditions in a military university that ensure effective development. Based on the analysis of identified sources and systematized research, the author reveals the challenges encountered by the regional statistical services. The author highlights the issues regarding supplies, utilities and personnel that faced an orphanage in the city of Kuibyshev, as well as reconstructs historical specifics of efforts in education and health care. Information provided in the paper includes student profiles (names, age, gender) sources from documents that were previously unknown to academia. The research material used includes the works of famous teachers, which most clearly outlines their axiological priorities.
