Shedrack","doi":"10.4314/ajpas.v16i2.20","DOIUrl":"https://doi.org/10.4314/ajpas.v16i2.20","url":null,"abstract":"This paper examined the role of non-state actors in international terrorism with special emphasis on ISIS and Boko Haram as cases under review.  The paper examined the complex and evolving roles of non-state actors, specifically ISIS and Boko Haram, in international conflicts. It delves into issues surrounding recruitment, radicalization, transnational impact, and responses by states and international community. By investigating these aspects, the study aims to contribute to a deeper understanding of the challenges posed by these groups and inform more effective counterterrorism strategies and policies. The research questions that guided this study are, how do non-state actors contribute to local and international conflict, and what are the implications for global security? The research objective was to analyze the strategies employed by these two groups to achieve their objectives and to evaluate the effectiveness of the measures adopted by the international community to combat their activities. The theoretical framework adopted in this study is the Terrorism and Insurgency theory seeks to explain and understand the use of violence and intimidation by non-state actors to achieve political, ideological or social objectives, with its use of armed struggle against government or occupying force, often involving guerrilla warfare and popular support, with the aim of achieving political change, and sometime independence. The findings of this study revealed that non-state actors like ISIS and Boko Haram pose a significant threat to global security, as they are able to carry out attacks on a global scale and destabilize entire regions. In the light of these findings, this study proposes several recommendations for addressing the threat posed by non-state actors. These include improving intelligence sharing and coordination among states, strengthening legal frameworks to prosecute individuals and groups engaged in terrorism, and addressing the root causes of conflict, including poverty, political instability, and social marginalization. The image of the country has been damaged by corruption. The level of corruption in Nigeria is beyond imagination. This article explores the role of community participation in the fight against corruption in Nigeria using the local language. The elite theory was used to operate the fight against corruption through community participation via the use of local language and twenty-five scholarly journal articles got from Google scholar, web of science, Sage, and other scholarly search engines were sourced and used. The content analysis tool used for this paper is systematically positioned to review words and themes, within some given qualitative data. The paper opined that local language can serve as a functional vehicle of interaction and an instrument of advocacy in the fight against corruption in Nigeria. The paper further established that local languages are an embodiment of culture, reflecting the depth of the people’s beliefs and knowledge. Hence, using it as a tool in the fight against corruption would be highly effective. Staff lateness and absence from duty posts, undue delay in promotion, underserved appointment and promotion in the Service among others are common. The study assessed the effect of staff discipline on the performance of the Kogi State Civil Service Commission. The general objective of the study was to assess the effect of staff discipline on the performance of Kogi State Civil Service Commission. This research work was anchored on bureaucratic theory. The study adopted the descriptive survey design. The population of the study and the sample size was 120 staff of the Commission, utilizing the census sampling technique. The sources of data collection for this study were primary and secondary. Simple percentage was used to analyze responses generated from the questionnaire while the secondary data was subjected to intense analysis. We found out among others that despite the fact that there are several training and development programmes created for her staff of all ranks, the exercise fall short of established training and development standards in choosing staff for training. Of the 110 respondents, majority 65 (59.1%) identified connection to heads of units and politicians as against length of service (16, 14.5%), specific needs of the departments/units (10, 9.1%), and staff commitment to duty (19, 17.3%). The study concluded that consequent upon the neglect of established procedures in training and development of employees of the KSCSC as well as appointment and promotion, the practices have affected negatively the commitment of staff to their duties. Previous studies carried out in the developed nations such as United States of American, United Kingdom, and Canada and alike had shown that innovative use of ICT facilities has the potentials to effect students teaching/learning.  However, literature search of similar studies in the developing nations of the world seems scanty.  In order to have a good foundation upon which the study rests, technological determinism theory as propounded by Lievrouw and Livingstone (2006) was adopted. The major interest of the theory is to elucidate the irresistible power of ICT to propel human actions socially and economically for development. Flowing from the assumption of the theory and its focus, the implication of digital divide on students in Nigerian University emerged. This accounted for the reasons why all and sundry especially the youths have taken the bull by the horn in an attempt to change the status quo in the political landscape of Nigeria. This paper focuses on the emergence of the Obidient Movement to mobilize support for the presidential candidate of Labour Party, Mr. Peter Obi in the 2023 general elections and how it has altered the political trajectory in the Country. The paper relied on secondary data sources and adopted the Resource Mobilization Theory as a framework of analysis. This study found out that the emergence of Mr. Peter Obi reawakened the political interest of majority of Nigerians, especially the millennial, lead to massive mobilization of support from Nigerians at home and abroad, and that the Peter Obi effect lead to the political fortunes of many candidates that contested in the general elections on the platform of the Labour Party. Importantly, this study discovered that a mass movement with little history behind its existence could alter the political trajectory of the Country as result of the general disenchantment by the citizens towards the present crop of leaders. Starting from the 1954 elections, the women remained underrepresented in both elective and appointive positions. At independence in 1960, the trend continued as the nationalists struggled to undo the damages of colonialism. It is regrettable to note, that, while the women played significant roles in the decolonization and nation-building process, however, their rights for equal representation were systemically undermined in a supposedly secular country where equality should be a fundamental principle shaping the society. Numerous studies in this field agree that women are potential asset in nation-building and as such must be given the opportunity to contribute to that process. This accounts for why women rank highest among the unemployed persons in the country, they are the least considered when distributing power or during allocation of political positions, and for more than fifty years in Nigeria, women have remained the most vulnerable in the country, often ranking highest in the poverty index annually. Based on the foregoing, the paper sought to critically re-evaluate the historical trajectories of women exclusion in Nigeria’s politics to reposition the women and minority groups as principal actors in the political development of the country. It argued that, the system of exclusive governance was not an indigenous idea, but a colonial legacy which took practical expression in the Indirect Rule policy of the British. Data used for this study were collected through the qualitative method, which allowed for the use of secondary and primary sources. Secondary data used include books and journal articles. While primary materials were gathered using newspapers, official memos, recorded interviews and videos. The combination of primary and secondary data provided a balanced analysis of the phenomenon being studied.  A theory of exclusion informed the theoretical argument of the paper, which holds that when individuals or groups in a society are denied their rights, it results to resistance, protests or conflicts that could potentially destabilize the nation.  Consequently, the paper found that Nigeria’s political development has continued to suffer unprecedented setback due largely for the failures of successive regimes to adopt inclusive governance, which supports equal participation in politics. It is thus obvious, that the time has come for every university in Nigeria to prove its mettle and relevance.  Accordingly, to survive these challenging times and realize its vision, it requires an enabling environment for the university and the harnessing of her staff potentials. Indeed, just as a good product is as a result of good thinking, the Registry Department as a major constituent component and indeed, the engine groom of the university administration, is saddled to play a pivotal role in the process. It is thus in this respect, that this paper on the analysis of the Role of the Registry Department on the growth and progress of the University System is germane. This paper employed content analysis by making use of well documented secondary data.  Standing upon the System Theory as propounded by David Easton, the paper noted that in any university that the Registry get its acts together and do the needful, the institution is assured of a proper roadmap and guidance towards the accomplishment and ultimate realisation of its set goals, vision and mission. Contrary to this potentiality, the country remains underdeveloped with a large portion of the population living below all indices of human development. Democracy offers hope for pragmatic changes to leadership and government policies in society’s quest for change and stability. It was on this basis that numerous disenchanted Nigerians embraced the prospect of ‘change’ put forward as campaign slogan by Muhammadu Buhari of the All Progressives Congress against the ruling Peoples’ Democratic Party in the run-ups to the 2015 elections. Consequently, Mr. Buhari was sworn in as President on the back of his change mantra, on the 29th of May 2015 with his party remarkably defeating an incumbent president. The party was re–elected for another four years in 2019 arguably aided by factors of incumbency and some remnant of civil optimism. After the expiration of his eight year tenure, there are questions on the performance of the Buhari administration that need exploration, viz-a-viz performance to voters’ expectations; the party’s delivery relative to party manifesto; and public disposition to, and perception of standard of living under the administration. Eight years after this government, were they able to introduce the much needed change? How far did they go in fulfilling some of their laudable promises as contained in their manifesto? Did they live up to the expectations of the citizens? This paper seeks to answer these questions through evaluation of the major promises made to the citizens by the ‘Change Mantra’ government. The social contract theory was employed. The paper relies on secondary means of data collection and is analyzed using descriptive analysis and narrative report. The study concludes that the Government did not live up to the citizen’s expectations and most of their promises were never accomplished. The study recommends that corrupt politicians should be jailed to serve as a deterrent to others. The paper seeks to x-ray the nexus between proxy wars and global security. This link can be seen in the examination of the role played by major powers during the cold war between the US and USSR, as well as in the ongoing series of conflicts between Russia and Ukraine, Saudi Arabia and Iran, especially in Yemen and Syria. The main thrust of this paper is to reveal how proxy wars and alliance pose a threat to global peace and security. It has also been realized that this would reduce discord and conflict among states. The study was anchored on the power theory to address the conflict among nation states. The research methodology used was qualitative. The work is descriptive in nature and we made use of secondary sources such as textbooks, internet materials, magazines and newspapers. The study found out that proxy wars and alliance among nations either directly or indirectly is threat to global peace and security, citing the case of Russia and Ukraine, Syria and Yemen, Israel and Palestine, etc. The paper concluded that integration among nation states was the bed rock of the global peace and security. It was recommended that United Nations, Arab league, African Union, and other regional organizations should be strong to carry out their aims and objectives effectively without fear or favour. The 2023 general elections were conducted by INEC on 25th February, and March, 18th 2023. INEC was constituted in 1998 by Abdulsalam Abubakar. The roles of INEC are, delimits the country into constituencies for the purpose of electing representatives into government, organizes/conducts elections into various levels of government, registers political parties wishing to contest elections, register voters, recruits, trains and deploys officials to different part of the country to assist in the conduct of elections. The perpetration of electoral violence by desperate politicians, late arrival of electoral materials and some officials of INEC to polling units, malfunctioning of electronic machines in some places and vote buying by politicians, among others were examined by this paper. This paper adopts system theory propounded by Gabriel Almonds, David Easton and Von Bentallaffy. This study uses the qualitative method of research, relying exclusively on secondary source of data such as textbooks, newspapers, journals, magazines, among others. The data gathered were summarized. The findings of the study shows that the presidential election conducted on 25th February by INEC was won by Bola Ahmed Tinubu of All progressive congress (APC).In the Governorship election held on March 18th 2023, APC won in 16 States, PDP won in 10  States, NNPP won in One State while Labour party won in Abia State. The paper recommends that; INEC, politicians and the electorates should adhere strictly to the laws, rules and regulations guiding the conduct of general elections in Nigeria.
