Anti-corruption research suggests that civil servants with certain characteristics are more or less likely to blow the whistle, due to a discrepancy in perceptions of expected outcomes within the organizational hierarchy. We test this logic by examining how civil servants’ gender, age, and civil service rank shape changes in their whistle-blowing intentions, leveraging the recent implementation of an anti-corruption policy in South Korea. By analyzing original survey data on over 5,000 civil servants, matching pre- and post-implementation groups, we find that male, older, and high-ranking civil servants, respectively, are more willing to whistle-blow than female, younger, and low-ranking civil servants when the anti-corruption policy is implemented. It addresses how vaccine allocation principles under conditions of scarcity are translated into practice in the case of Norway. A main finding is that the policy was informed by instrumentalism as well as by path dependencies, but over time the issue became more salient by activating stakeholder interests, which resulted in an adaptation of established norms. We explore whether differences between administrators and citizens might also contribute to such inequities. We use Social Identity Theory to develop the expectation that administrators may have a greater affinity for and are more willing to work with in-group members in the coproduction of public services. Evidence from a survey experiment with approximately 200 public administrators demonstrates that racial congruence increases the likelihood of cooperative behavior indirectly through its impact on sympathy for a partner. First, it updates national culture indices using factor analysis. Then, the study employs fuzzy-set QCA to identify potential configurations in line with theories of cultural contingency. A sample of 41 countries is examined. I find that current diffusion requires a non-Islamic environment, while a high level of autonomy, weak uncertainty avoidance, and gender quotas are sufficient for gender mainstreaming. To address this minimum prerequisite, mechanisms for administrative inclusion are in place for persons experiencing homelessness, such as the reference address in Belgium. This paper disentangles the non-take-up mechanisms behind this reference address by drawing on interviews with professionals. Our evidence suggests this is a minimum minimorum of social protection, albeit it can reflect and reinforce exclusion of the beneficiaries. For this purpose, we apply an automatic topic modeling procedure on a sample of 76,139 posts published on the official Facebook pages of 103 Italian provincial capital municipalities from 1 March 2020 to 26 March 2021 of the COVID-19 pandemic period. We identify two topics related to COVID-19 consisting of restrictive measures and support measures. Using regression models with municipality and year-week fixed effects, we find that the prevalence of the topic on COVID-19 restrictive measures negatively affects the tone of the communication, computed through a sentiment analysis procedure, and it is negatively associated with the number of COVID-19 positive cases in the municipal area. In contrast, the prevalence of the topic on COVID-19 support measures positively affects the tone of the communication and it is positively associated with the number of positive cases. These associations are moderated by ideology, age, and political incentives of incumbent mayors. These results may reveal a strategic communication of municipalities to induce positive perceptions about the performance of municipal incumbents in responding to the pandemic and, therefore, enhance political consensus among voters. This article analyzes these factors using 2110 questionnaire data from He Ping, Tianjin. Results show that self-efficacy, solidarity incentives, spiritual incentives and inclusive administrative culture have a statistically significant positive correlation with public coproduction behaviors, while the impact of material incentives is limited. In addition to the nonlinear effect of age, middle-aged women, homeowners, middle-income people, and the public with bachelor’s degree are more likely to participate in community regeneration coproduction. This study empirically examines how organizational configurations shape bureaucratic attitudes toward administrative integration. Drawing on comparisons among public administration theory and participatory, deliberative, and collaborative democracy, this article provides typologies that reflect the historical multiplication of the theoretically determined roles and characteristics of bureaucracy that contribute to democracy. The choice of niche is crucial to the viability of the organization; however, the reasons organizations alter their niche are poorly understood. We hypothesize that nonprofit organizations alter their niche to reduce environmental pressure and gain access to resources. The results indicate that niche alteration predicts increases in total revenue with average increases in revenue from program services and contributions (depending on the measure).
