While local governments have increasingly adopted social media to increase civic engagement, many are still hesitant. Among the many factors that may have influenced the adoption of social media in local governance, we argue that community diversity deserves more attention. This study theorizes the relationship between local governments’ use of social media and community diversity. We examine this relationship within the context of township governments, which is an understudied area of research in public administration. The results indicate that community diversity is related to an increase in social media use. We discuss the theoretical and practical implications of our findings and suggest fruitful avenues of inquiry in public administration social media research.","PeriodicalId":47966,"journal":{"name":"Administration & Society","volume":"26 1","pages":""},"PeriodicalIF":2.3,"publicationDate":"2024-09-19","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"142254463","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":3,"RegionCategory":"管理学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

By employing text mining to analyze the sampled articles, we identify the main themes distinguishing healthcare PPPs and sustainability. We critically discuss the narrative underlying the results achieved in terms of emerging topics: governance, managerial tools, barriers, advantages/disadvantages, and big data. Finally, we propose a literature-driven framework on PPP management that identifies implications – systemic approach, technical managerial skills, governance balance, operational instruments – that can facilitate the development of sustainability-oriented PPPs in the healthcare sector.","PeriodicalId":47966,"journal":{"name":"Administration & Society","volume":"15 1","pages":""},"PeriodicalIF":2.3,"publicationDate":"2024-09-14","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"142254514","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":3,"RegionCategory":"管理学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Survey responses of managers were combined with a novel database on CEO turnover in the U.S. Federal Government. Drawing on threat-rigidity theory, we hypothesize that as CEO turnover is perceived as a threatening event for both managers and CEOs themselves, organizations as a whole respond by becoming more rigid, centralizing strategic decision-making and restricting the flow of information. This has knock-on effects on the quality of strategic decisions and their implementation, with detrimental effects on the delivery of public services.","PeriodicalId":47966,"journal":{"name":"Administration & Society","volume":"10 1","pages":""},"PeriodicalIF":2.3,"publicationDate":"2024-08-24","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"142175524","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":3,"RegionCategory":"管理学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This article explores the use of the cost-benefit analysis (CBA) framework in the transportation sector and considers its relevance in assessing public value. A case study is presented on the reconfiguration of a public transport network in the municipality of Arganil, Portugal. The CBA did not fully capture the effects of the network reconfiguration, demonstrating its limitations in assessing public value.","PeriodicalId":47966,"journal":{"name":"Administration & Society","volume":"22 1","pages":""},"PeriodicalIF":2.3,"publicationDate":"2024-08-09","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"141969056","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":3,"RegionCategory":"管理学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Our approach focuses on political effectiveness, based on new roles for the State, for society, and for the market. As a result, institutional leadership gains centrality in the new context, moving from the procedural view to an approach of simultaneous and interdependent systems. The research aims to contribute to advancing of debates in the area by offering an analytical model that subsidizes the implementation of governance mechanisms aligned with contemporary public management.","PeriodicalId":47966,"journal":{"name":"Administration & Society","volume":"49 1","pages":""},"PeriodicalIF":2.3,"publicationDate":"2024-07-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"141872595","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":3,"RegionCategory":"管理学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Drawing on network perspectives and social psychology literature, this study aims to bridge the gap by examining the case of the Los Angeles County Management Council (LACMC) and theorizing about the characteristics of inter-agency collaboration that is derived from local professional associations. Results from the qualitative analysis reveal five key themes: relational comfort and affect-based trust, autonomy and spontaneity in knowledge sharing, shared identity and group cohesion, enhanced system awareness, and informal accountability.","PeriodicalId":47966,"journal":{"name":"Administration & Society","volume":"25 1","pages":""},"PeriodicalIF":2.3,"publicationDate":"2024-07-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"141872597","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":3,"RegionCategory":"管理学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

We draw on past scholarship on access; qualitative research accounts in public administration that address access processes, problems, and possibilities; and our own experience with access challenges in a public school setting involving public sector employees. This allowed us to detail three methodological principles to facilitate the initiation of ethnographic research while access was constantly (re)negotiated: accounting for regulations, rules, and ruling artifacts; meaningful events; and routine and non-routine artifacts. We investigated public administration regulations, events, and artifacts, developing and employing an empirical method to collect data under conditions where access to primary field sites is blocked based on the boundary condition of our investigation. By describing the research findings and their applications, we demonstrate that conceptualizing access problems as multiple data layers can provide researchers with profound insights into relational dynamics, thereby enriching qualitative inquiry in public administration research. We conclude by arguing that this approach remains highly relevant even as field access is constantly negotiated.","PeriodicalId":47966,"journal":{"name":"Administration & Society","volume":"52 1","pages":""},"PeriodicalIF":2.3,"publicationDate":"2024-07-26","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"141775647","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":3,"RegionCategory":"管理学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This article traces the origins of bureaucratic neutrality to 17th-century Cartesian mind/body dualism. However, in Descartes’s correspondence with contemporary philosopher Elisabeth of Bohemia, he retreats from strict dualism in reaction to her argument that emotions may actually inform decision making. Elisabeth’s critique stays lost to history due in part to the epistemological sexism underpinning bureaucratic neutrality and public administration. Structural Topic Modeling reveals embodied reasoning and interpersonal interdependence in Elisabeth’s critique, undermining the strict mind/body dualism that lurks in both bureaucratic neutrality and public administration.","PeriodicalId":47966,"journal":{"name":"Administration & Society","volume":"40 1","pages":""},"PeriodicalIF":2.3,"publicationDate":"2024-07-26","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"141775666","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":3,"RegionCategory":"管理学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

However, there seems to be a major gap in PV theory: the influence that institutionalized religions have on public life in countries around the world, and hence on the ways in which PV notions become acceptable across different countries. This article seeks to address this gap by developing an analytical framework to understand the influence of religions on PV. The nature of the religious regime in a given country—whether liberal or non-liberal—is a key mediating factor.","PeriodicalId":47966,"journal":{"name":"Administration & Society","volume":"34 1","pages":""},"PeriodicalIF":2.3,"publicationDate":"2024-07-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"141775667","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":3,"RegionCategory":"管理学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The question is imperative for evaluating resolutions made by street-level bureaucrats whom citizens often perceive as the face of public administration. This study examines the relationship between public accreditation and the tendency of street-level bureaucrats’ resolutions to accept the state’s arguments or the citizens’ claims. Using quantitative analysis of administrative lower-court rulings in Israeli tax disputes, the findings link public accreditation to state favoritism in street-level resolutions. Such an outcome, if not accounted for, may jeopardize procedural fairness and erode public trust in government.","PeriodicalId":47966,"journal":{"name":"Administration & Society","volume":"18 1","pages":""},"PeriodicalIF":2.3,"publicationDate":"2024-07-25","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"141775668","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":3,"RegionCategory":"管理学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
