Many governments are experimenting with applying all kinds of design methods or design thinking to their primary processes of policy-making, service delivery and decision-making. This new use of ‘design’ is characterised by a process of reframing the problem, mobilising creativity and fostering participation with ‘end-users’. However, too often, we witness a rather uncritical appraisal of design and design thinking without serious attention directed at understanding its limitations and side effects. Moreover, there appears to be a rather deep chasm between the more traditional and more contemporary design approaches in the field of public policy, while the opportunities for cross-fertilisation are not explored let alone utilised. This book aims to contribute to a better understanding of these more contemporary forms of design. In this volume we delve into the evolution of design approaches within the public sector domain, describes the more designerly approaches in more detail, and compare them with more traditional forms of policy design. Furthermore, we analyze their potentials and pitfalls, as well as the dilemmas they encounter. The application of <italic>designerly</italic> ways of working within a public context is not without challenges. It has to find ways to bridge classical values, characterising a public bureaucracy, and the values of experimentation, co-creation, creativity and the like that a design approach entail. Brandon Chen","doi":"10.1332/policypress/9781529221237.003.0009","DOIUrl":"https://doi.org/10.1332/policypress/9781529221237.003.0009","url":null,"abstract":"As a part of its responses to COVID-19, Canada’s federal and provincial governments, including Ontario’s, have introduced measures aiming specifically to safeguard the health of migrant workers, supposedly out of the recognition that they are ‘essential’. Among other things, publicly funded healthcare is temporarily expanded to cover some of the previously uninsured workers, and public dollars are allocated for improving occupational health in the agri-food industry, where many migrants are employed. Several immigration programs have also been launched to offer certain migrant workers a pathway to permanent residence in Canada. This chapter critiques these government interventions, as well as the narrative of ‘essentiality’ that underlies them. It argues that these pandemic measures perpetuate the logic of neoliberal labour flexibilization, which has long permeated Canada’s migrant worker program. They do so by paying inadequate attention to so-called ‘essential’ migrant workers’ existing vulnerabilities, thus allowing employers to skirt public health rules. At the same time, they paint ‘non-essential’ migrants as undeserving of government consideration, which reinforces these migrants’ marginalization. A supply of exploitable workers is therefore maintained during the pandemic. There is no agreement on whether ethical research consists of virtuous behaviour, acting upon principles or a mixture of both. It is also debatable whether there are universal principles at all and, if so, what these might be. Pluralism also prevails in professional ethics codes that express different values, principles and standards. Even if codes and regulations make use of the same words, these can be interpreted differently, and their hierarchy depends on the ethical framework employed by those applying the principles to specific issues and research contexts. The problem is that the regulation of ethics in research does not seem to take all of this diversity into account. To secure mutual trust and the acceptance of norms and standards for ethical research, these should be made understandable to scientists and aligned with their own values. In this chapter we will suggest two ways to avoid this problem. First, we argue that the development of norms and regulations should avoid ‘imperialism’ and keep in mind the dynamic tension between universal values and their contextual applications. It is in the interests of publishers to work hard to stay in touch with research communities and aim to be champions for the disciplines they publish in. In recent years, researchers and universities have been considering their impact beyond academia, by examining the impact of research on communities and investigating its potential to influence both policy and practice. This chapter describes the efforts of one academic publisher, Emerald Publishing, to help researchers reach policymakers. While the chapter describes the initiatives of one, medium-sized, independent publisher, it should be noted that other publishers are similarly striving to help turn research into real-world change. This chapter describes how a small team at Emerald Publishing have made attempts to bridge the gap between the researcher and policymaker communities. The authors – both employees of Emerald Publishing – outline the steps their company has taken to learn more about policy audiences, and the progress that has been made as a result.
