The metropolitan itself has the potential for major local and regional economic growth but has experienced significantly low growth over the past few years. Internal constraints that the province faces include high production costs, limited economic development and support, deteriorating infrastructure and limited financial resources. To assess the local economy of the Nelson Mandela Bay Metropolitan Municipality, the methodological techniques used include the location quotient and shift-share analysis. The empirical analysis showed that the municipality is highly specialised in industries such as agriculture, forestry and fishing, and transport equipment. The evaluation of the top five industries revealed that business services, wholesale and retail trade, transport and storage, catering and accommodation, and social and personal services have the highest growth potential and may contribute to future development initiatives. Efforts to stimulate industrial growth include the promotion of tourism, increasing the market share of wholesale and retail trade, establishing an integrated approach to the services industry, and finally, expanding the market share of the transport and storage industry.","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":null,"pages":null},"PeriodicalIF":1.6,"publicationDate":"2023-03-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"47242074","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It arose through an inquiry conducted in partnership by London South Bank University and Shared Enterprise, the latter being an ESO based in London. As part of the inquiry, a small number of other ESOs in London were interviewed, who revealed that the majority of their participants were women, although the gender imbalance is not as extreme as is the case with Shared Enterprise. On the other hand, far more enterprises in Britain are led by men than are led by women. According to the Longitudinal Small Business Survey (LSBS), only 20% of very small businesses (no employees) were led by women, and 60% were led solely by a man. A similar proportion – 19% – of small- and medium-sized enterprises (SMEs) with employees was defined as led by women. A combination of interviews with Shared Enterprise participants and a desk review leads to a (tentative) solution to this seemingly puzzling paradox: women who aspire to entrepreneurship use ESOs more than men because they need them more.","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2023-03-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135533008","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

While the pandemic has increased the visibility and diffusion of these practices, the years preceding it saw a significant rise in remote work arrangements. This study examines economic development practitioners’ perceptions of the presence and impact of remote work arrangements. It uses interviews with practitioners and remote-utilizing businesses in Connecticut to explore understandings of remote work trends. Economic development practitioners’ strategies for responding to remote work trends were also analyzed. It draws on the concepts of weak signals and maladaptive learning processes to demonstrate how alternative work arrangements, entrenched professional routines, and institutionalized mental models may hamper the ability of practitioners to detect and understand alternative work trends. Moreover, response strategies reflect traditional economic development orientations and are rationalized to support existing policy approaches. Focusing on the period before the pandemic provides insight into the factors influencing practitioners’ receptivity and responsiveness to emergent developments that have the potential to alter conventional strategies and development trajectories.","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":null,"pages":null},"PeriodicalIF":1.6,"publicationDate":"2023-02-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"48696032","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This article explores the extent to which the large number of incapacity claimants hides unemployment. Building on previous methods and evidence but deploying an updated methodology to adjust for underlying differences in health, the article finds that the number of incapacity claimants who might have been expected to have been in work in a genuinely fully-employed economy remains substantial, though somewhat lower than in the early 2000s. It also finds that this hidden unemployment is disproportionately concentrated in the weaker local economies of Britain’s older industrial areas and a number of coastal towns. The benefit claims are legitimate it is argued, but the scale and location of hidden unemployment casts doubt on assumptions that the contemporary UK economy is operating close to full employment.","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":null,"pages":null},"PeriodicalIF":1.6,"publicationDate":"2023-02-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"47052150","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Analysis has called for further work to understand and act upon the diverse practices taking place within and across food banks. We consider how co-ordinators of food banks in the county of Northumberland have responded to interlocking crises and rising demand, and how they reflect upon their practices. We embed their views and experiences within a critical, contextualised analysis of a core tension: how to provide food in a minimally stigmatising manner, while simultaneously arguing and acting for the end of such activities. We consider the implications of such tensions for approaches to local development, focusing on two key elements of a ‘transformative social innovation’ approach: system innovation and narratives of change. We argue that without significant change in, and challenges to, these ‘shades of change’, enacting (empowering) transformative social innovation in relation to food insecurity will be difficult. In doing so, we consider the potential of community wealth building (CWB) and universal basic services (UBS) to enable innovative change in social and system practices and enhance social infrastructure.","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":null,"pages":null},"PeriodicalIF":1.6,"publicationDate":"2023-02-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"43990639","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This has been termed coopetition. Previous research has treated coopetition as a feature of the market economy, situating the research primarily in the corporate and management literature. This paper provides an alternative snapshot of coopetition in a non-market economy – within Community Food Initiatives (CFIs) – and explores its impact on the community’s resilience. Although externally, CFIs may appear entirely cooperative, data collected between 2019 and 2021 in Oxfordshire shows simultaneous cooperation and competition across a network of CFI actors. Applying the concept of coopetition to non-market economies extends our current knowledge and illuminates how the interplay between competition and cooperation informs decisions and relationships. This paper explores the role of coopetition between CFIs in relation to the community’s resilience, or the ability of communities to adapt and maintain functionality during environmental, economic, social, or political challenges. It re-visualises Bengtsson and Kock's (2000) framework on coopetative typologies, creating a framework for dynamic coopetative relationships between CFI actors. It then outlines six 'insights' – the results of the work – and adds detail to the typology framework. It finds that, while competitive firms may consider equal relationships to be resilient, CFIs' ‘comfort zone’ is between cooperative-dominant and equal relationships, and that extremes in either direction can negatively impact CFI resilience if they are prolonged. It also highlights potential strategies for practitioners and supporters to improve CFI resilience, and suggests extending research to other non-market economy sectors to continue fleshing out coopetition research.","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":null,"pages":null},"PeriodicalIF":1.6,"publicationDate":"2023-02-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"46914215","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

During a time of unprecedented crisis, local authorities acted quickly to strengthen local governance arrangements and to deliver frontline services. The public health emergency created unparalleled challenges for local authorities. This paper reflects on the experience of Nottingham City Council, a local authority in the East Midlands of England. It draws on an in-depth interview with the then Deputy Leader of the authority and the chair of the Outbreak Control Engagement Board, and the publicly available minutes from this committee. This paper places the specific experiences of this local authority in a broader context reflecting on emergency planning, best practice, and legacy. It contributes to understanding the national impact of COVID-19 on local government. Four key themes emerge from this analysis: first central government was too slow in responding to the emerging crisis and communication with local government was poor, second the local authority quickly moved online but there has subsequently been a return to pre-pandemic working practices, third local government played a critical role in supporting vulnerable citizens despite huge budgetary pressures, and finally relationships between partners was crucial in achieving positive outcomes.</p>","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":null,"pages":null},"PeriodicalIF":1.6,"publicationDate":"2023-02-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://www.ncbi.nlm.nih.gov/pmc/articles/PMC10251167/pdf/","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"44533885","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"OA","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

We argue that attention to the public realm within and beyond university campuses has the potential to reduce carbon emissions, enhance civic engagement and improve the vibrancy and liveability of cities. The 15-minute approach addresses aspects of poverty and inequality through the relative affordability of sustainable travel and access to affordable goods and services. To realise these benefits universities must focus on three areas; (1) Establishing porous campus boundaries where services can be shared with the local community and vice-versa. (2) Playing an active role in evaluating and improving the sustainability and liveability of the area surrounding the campus. (3) Promoting, enhancing and enabling high-quality public transport and active travel networks to reduce reliance on private vehicles. The 15-minute campus approach marks a change from the idea of a ‘sticky campus’ where the university is seen as an enclosed one-stop resource for staff and students – often set apart and secured from its host city. Our notion of a 15-minute campus is a more civic minded conception that promotes an awareness of what lies both within and beyond the confines of the campus, challenging the definition of what the university is, and who it is for.","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":null,"pages":null},"PeriodicalIF":1.6,"publicationDate":"2022-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"44406929","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This research utilised a participatory approach, with collaboration between researchers from Staffordshire University’s Centre for Health and Development (CHAD) and Expert Citizens C.I.C. Qualitative data collection occurred with 10 women with lived experiences of homelessness and local services (conducted by Expert Citizens) and 20 frontline workers/wider stakeholders (conducted by CHAD). For this article, we conducted thematic analysis to identify patterns across both studies. Three themes are discussed: ‘So much unmet need’ and revolving doors for women; the lack of safe accommodation for women and ‘risky’ alternatives; creating safe spaces for women and the need for longer-term investment and opportunities. There was surprise at how many women came forward for accommodation during ‘Everyone In’ and evolving recognition of gendered experiences of homelessness combined with other experiences. Next steps for action are discussed, highlighting the importance of partnerships and collaboration with people with lived experience. We have strong foundations to build on, and far more to be done, to improve women’s experiences within Stoke-on-Trent.","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":null,"pages":null},"PeriodicalIF":1.6,"publicationDate":"2022-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"42343772","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Francis’s research into the effects of having professional arts practitioners facilitate public-participatory art within community development and urban regeneration initiatives has led to specific types of impact: fostering community development and cohesion in underprivileged areas of Stoke-on-Trent; influencing local government policy; and developing new initiatives and cultures in social arts organisations. A key part of that work has focused on the development of The Portland Inn Project since 2015, a creative artist and community led regeneration initiative, in a deprived area of Stoke-on-Trent, supporting community members to make positive change and development, via an embedded and varied arts development programme. Since 2021, The Portland Inn Project has developed thinking and action around the development of a Community Led 100-year plan for the neighbourhood. The 100-year plan borrows from landscape architecture and design thinking to empower communities, funders and policy makers to resist short-term project-based thinking, and to begin to think more holistically and sustainably, which can have significant benefits, socially, politically and environmentally.","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":null,"pages":null},"PeriodicalIF":1.6,"publicationDate":"2022-12-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"43820985","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
