However, Scottish plans extend to shipping CO 2 from outside Scotland for storage in North Sea reservoirs by also servicing sequestration requirements from elsewhere in the UK and/or overseas. This will involve investment in greater industry capacity but could ease associated domestic funding requirements. Here, we introduce improved economy-wide structural (input-output) data reflecting how a Scottish T&S sector may emerge from current Oil and Gas industry supply chain capacity to a computable general equilibrium (CGE) model, extending to simulate emergence of an export base. Our central finding is that exploiting overseas T&S export opportunities is crucial where the policy aim is to generate greater economic activity without increasing demands on the public purse. However, any extent of real wage bargaining and consequent producer cost pressure as labour demand increases will act to dampen expansionary power, displacing export production and employment, while driving consumer price impacts that limit real income and public budget gains.","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2023-09-29","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135243228","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

While its real extent is debated, the term ‘deglobalisation’ has been broadly used to refer to this break from the expansionist neoliberal common-sense of previous decades. This paper conducts narrative reviews of six approaches which have emerged in this context: Hyper-localism, Open Localism, Cosmo-localism, Foundational Economy, Developmental Nationalism and Strategic Autonomy. It examines these emerging proposals for more local production, consumption and trade, and hints at relevant research directions for the uncertain era ahead. Its conceptual contribution shows that we are now faced with complex and differing processes of (de)globalisation – sometimes overlapping and sometimes competing. Grounded in a post-growth perspective, the paper concludes with an invitation for dialogue and future research around local production where capitalist political economy and organisation are not taken for granted.","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2023-09-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135343578","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Organising the Games demands exceptional urban planning and governance. This article analyses planning law amendments to be made for the OPG in various fields (environment, building permits, participation, etc.), and looks at the link between the level of waiver and the implementation of certain types of urban planning projects (sport venues and flagship projects of international scope). The study is based on a comparative approach to three Olympiads: Paris 2024, London 2012 and Athens 2004, each representing a different level of interaction between the urban project and the Olympic projects. Three aspects are addressed: (1) the political, legal and planning strategies of how to integrate the OPG project into urban mega-projects (which are ‘exceptional’ projects by nature); (2) the waivers and innovations in town planning law; (3) a critical analysis of the specific governance and the socio-economic impacts of these mega-projects on the local residents.","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":null,"pages":null},"PeriodicalIF":1.6,"publicationDate":"2023-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"139371387","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The Olympic Games in particular have been criticized as commercial ventures lacking in proportional impacts for local communities, while largely financed by public funds. With associated corruption and gentrification concerns, such projects met with increased opposition. The International Olympic Committee (IOC), struggling to attract candidate cities, adapted its strategies and frameworks, while host cities’ priorities were better heeded. Cultural policy, associated with transformative urban powers since the 1990s, became instrumental to sustainable legacies. This article explores the increased use of cultural value, from heritage to creation, as part of the Olympic Games, to reach more sustainable cultural, socio-economic, political, and environmental objectives. Can cultural planning and programming (notably Cultural Olympiads) help provide a more sustainable legacy to the redeveloped areas and their communities? Can culture also impact the Olympic project through its use of sustainable management methods (consultation, participation, co-creation, etc.)? After discussing evolving theories and practices around sustainability, legacy, and cultural policy in the Olympic context, this article analyzes the cases of London 2012 and Paris 2024 and their Athletes’ village areas (Stratford and Plaine Commune).","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":null,"pages":null},"PeriodicalIF":1.6,"publicationDate":"2023-06-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"139371431","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It is inspired by the fact that whereas governmental decision makers have supported highway development by arguing that such construction promotes economic growth and development, decreases traffic congestion, increases travel safety, assists in the more efficient use of existing roads, reduces poverty and improves the environment, this argument is usually pitched at the national or sub-national level thereby ignoring local community interests. Therefore, the study focused on the local socio-economic transformations that are taking place along the corridor as a result of the highway development. Such fundamental transformations occasioned by the road are often not captured in the pre-project impact evaluation documents. In this context, the study found that the construction of the road positively increased accessibility; however, improved accessibility led to land value increases and gentrification. Other effects of road development are land use change and loss of livelihoods, production of inequalities and densification. The study recommends incorporation of ex-post monitoring programs in project development to help mitigate the negative impacts on vulnerable members of the host communities who may suffer in the pursuit of the national development.","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":null,"pages":null},"PeriodicalIF":1.6,"publicationDate":"2023-03-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"45395845","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

I seek to show how decommissioning expenditures are stimulating the formation of an agglomeration of advanced nuclear processing and engineering firms in the region and how this process is reinforced by a diverse array of emerging private and public institutions. With the aid of patent data, I indicate some possible pathways of industrial development in the region. I then proceed to examine how policy makers might enhance the developmental impacts of decommissioning especially in regard to measures focused on inter-firm network activities, training, and institutional infrastructures.","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":null,"pages":null},"PeriodicalIF":1.6,"publicationDate":"2023-03-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"41599862","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In Norway and Sweden, the sector is a well-established complement to large-scale beer producers, but it has yet to be thoroughly studied. Previous studies show that the location of a brewery is important in terms of marketing and branding approaches, but also that craft brewers contribute to place development. The aim of this study is to explore how context affects the possibilities of craft breweries to contribute to local place development. The study results are built on a web-survey, answered by 201 craft beer brewers in Norway and Sweden. The findings show that brewers, especially those located in rural areas, struggle under tough conditions regarding profit margins, as well as troublesome and limiting legislation. Place is considered very important, but breweries in rural areas use place-connection to a higher extent. Tourism is important, especially for breweries located in rural areas, and changes in regulation could increase the importance even more. The results of this study show that there exist contextual differences which also have an impact on the extent to which the brewers can contribute to their local community.","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2023-03-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135533480","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The nature of much creative work benefits from, and therefore leads to co-location of firms, practitioners, supporting organisations and infrastructure. Since the advantages of a buoyant creative economy were recognised by policymakers in the 1990s, developing spatial policy to enhance these benefits has been a focus for governments at various scales across the world. These policies have been prompted by changing motivations, with different aims and using different interventions. This article traces UK’s central government interventions in the creative industries since the mid-1990s. UK creative industries policy has been incredibly influential and exported around the world, and this influence has led to a great deal of examination and critique, meaning there is plenty of literature for us to review. We begin by tracing the development of creative industries spatial policy in the UK through three time periods: mid-1990s–2009, 2010–2020, and 2020–present day. In so doing, we identify the interplay of policy and academic work, highlight key ideological drivers for policy development and offer critique of prevailing policy discourses.","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2023-03-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135533490","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Disneyland is a well-known attraction with locations found around the world in the United States, Europe, and Asia. Disneyland’s Hong Kong location opened to the public in 2005 with some difficulties. As a Western attraction and entertainment enterprise operating in a foreign location, many were skeptical of how this would work given different perspectives when it comes to operating a business and satisfying consumer appeal in the local market. This viewpoint paper focuses on image and glocalization and challenges us to consider the role and significance of entertainment and event attractions. These will create and leverage diverse impacts, but we need to consider the impact of these attractions locally and culturally, as this will play an integral role in the competitiveness of the site or attraction.","PeriodicalId":47006,"journal":{"name":"Local Economy","volume":null,"pages":null},"PeriodicalIF":0.0,"publicationDate":"2023-03-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"135533625","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
