Nigeria, as one of the African countries, is not excluded from such difficulties. This study aims to examine the determinants of efficient last-mile delivery at selected health facilities and the Kaduna State Health Supplies Management Agency (KADSHMA).\u0000\u0000\u0000Design/methodology/approach\u0000The study sourced data from KADSHMA and the health facilities’ staff, with a total of 261 observations used. Likewise, the respondents were picked from warehouses of each health facility and KADSHMA. The data was analysed using the partial least square structural equation modelling analysis to estimate the relationship among the variables of the study.\u0000\u0000\u0000Findings\u0000The study’s findings revealed that all five variables of the study (i.e. determinants) were significantly affecting the efficient last-mile delivery. Four constructs (delivery cost [DC], delivery time [DT], mode of delivery [MD] and facilities technology [FT]) have shown a positive and significant association with efficient last-mile delivery, whereas one variable (product mix [PM]) indicated a negative and significant association with efficient last-mile delivery. The study concludes that DC, DT, MD, FT and PM played significant roles in efficient last-mile delivery.\u0000\u0000\u0000Research limitations/implications\u0000The study provides that specific means of transportation should always be on standby to transport health supplies. Time schedules should always be prepared and adhered to when transporting health supplies to the facilities, and each facility should network with robust technology to ease communication in terms of order and order planning. Additionally, facilities should try as much as possible to reduce the varieties of products when ordering health supplies, as it will increase the efficiency of the delivery.\u0000\u0000\u0000Originality/value\u0000To the best of the authors’ knowledge, this study is the first of its kind that considered these five variables (DC, DT, MD, FT and PM) with impact on the last-mile delivery in one model, especially in the Nigerian case. This is a great contribution to knowledge, more importantly, to the last-mile delivery of the health sector. Some of the authors actively participated in national pandemic response networks. An exploratory approach and qualitative content analysis were applied. The data were collected in national languages from 13 European countries, and they were coded and analysed using the actors, resources and activities (ARA) framework.\u0000\u0000\u0000Findings\u0000This study identified three main categories of activity structures in which the DOs interacted with civilian members of response networks, health-related services, logistics services and public support services. These networks among actors were found within formal response systems and emergent networks. The DOs engaged as actors that provided a range of services when civil authorities could not cope with the huge demand for specific services and when resources were scarce in the initial response phase.\u0000\u0000\u0000Originality/value\u0000This study contributes by filling an important research gap with regard to the civil-military relations associated with the use of DO resources in the civil response to the pandemic crisis in Europe, which is described as an untraditional response. The ARA network approach provides a framework for arranging ARA and extends the wider civil-military network to expand the formal networks of the early crisis response. Most energy sources powering emergency HMCCs are fossil-based due to well established processes, regardless of their environmental impact. In response to the recent energy crisis and climate change, a solution to tackle this issue relies on renewable energy sources (RES), whose use has increased to promote climate resilient development. Nevertheless, RESs’ capacity to replace conventional energy services in emergency HMCCs remains poorly understood. This study aims to investigate opportunities for, and barriers to, increasing the use of RESs in emergency HMCCs, thereby enhancing their environmental sustainability.\u0000\u0000\u0000Design/methodology/approach\u0000Based on a review of academic and practice literature, interviews with expert practitioners on emergency HMCCs and sustainable energy, and case study examples, this research aimed to analytically generalise the phenomenon by investigating opportunities for, and barriers to, increasing the use of RESs in emergency HMCCs. The phenomenon is illustrated in a novel framework of typical HMCC, that forms a contextual basis for future research.\u0000\u0000\u0000Findings\u0000A conceptual framework of typical emergency HMCC shows energy-consuming sections where RES can best be increased. This research is put forth in four propositions to manage the opportunities and barriers of the transition.\u0000\u0000\u0000Originality/value\u0000This research is, to the best of the author’s knowledge, the first attempt to operationalise sustainability by linking energy with HMCCs’ logistical activities in complex emergency settings. It sought to leverage continuous improvement and maximise disaster response and humanitarian logistics efficiency.Design/methodology/approachA sequential quantitative, qualitative research methods strategy was utilised involving data collection with literary analysis and two sets of online surveys with 212 NGO staff members in Malawi, Mozambique, South Africa and Zimbabwe. In addition, in-depth key informant interviews were conducted with 23 staff members at various management levels from these countries.FindingsThe study found that lean thinking had a positive, statistically valid influence at a 95% confidence level. Community incorporation, government support and collaboration with other philanthropic organisations were critical success factors. When lean thinking tools were applied (any tools), philanthropic organisations experienced waste reduction and value addition, where waste reduction accounted for 67% variation, and value-addition accounted for 58%, respectively. These were the same benefits experienced in other industries, thus, justifying lean thinking's applicability in the non-profit sector. Lean was most helpful about the communication and duplication of efforts challenges humanitarian or philanthropic organisations face when responding to a disaster.Practical implicationsThe study equips leaders and philanthropic organisations with suggestions to manage and respond to disasters in a lean and effective manner. The study helps philanthropy leaders rethink their funding and response models to pursue lean policies catering to humanitarian organisations and the communities they serve.Originality/valueThe study closes significant gaps in the literature and practice by adopting a multi-sectoral lens that borrows from business and manufacturing tools into a non-profit context. It enables documentation of processes and logistical management by philanthropy organisations for continuous improvement and elimination of waste to ensure efficiency in the philanthropic role of alleviating the impact of disasters. The HSCN design problem deals with the location/allocation of emergency response facilities (ERFs). This paper aims to propose and demonstrate how to design an efficient HSCN configuration under the risk of ERF disruptions.Design/methodology/approachThis paper considers four performance measures simultaneously for the HSCN design by formulating a weighted goal programming (WGP) model. Solving the WGP model with different weight values assigned to each performance measure generates various HSCN configurations. This paper transforms a single-stage network into a general two-stage network, treating each HSCN configuration as a decision-making unit with two inputs and two outputs. Then a two-stage network data envelopment analysis (DEA) approach is applied to evaluate the HSCN schemes for consistently identifying the most efficient network configurations.FindingsAmong various network configurations generated by the WGP, the single-stage DEA model does not consistently identify the top-ranked HSCN schemes. In contrast, the proposed transformation approach identifies efficient HSCN configurations more consistently than the single-stage DEA model. A case study demonstrates that the proposed transformation method could provide a more robust and consistent evaluation for designing efficient HSCN systems. The proposed approach can be an essential tool for federal and local disaster response officials to plan a strategic design of HSCN.Originality/valueThis study presents how to transform a single-stage process into a two-stage network process to apply the general two-stage network DEA model for evaluating various HSCN configurations. Based on our findings, humanitarian supply chains bear tremendous potential for further improvements to provide more assistance with limited resources available.Research limitations/implicationsIn particular, humanitarian supply chains in conflict situations and procurement processes offer potential for impactful and relevant research. Whilst our study focuses on international organizations, future research should give more attention to supply chain cost structures of local actors to reveal further untapped potential.Practical implicationsOur findings equipped supply chain leaders with fact-based evidence of the value of supply chain management and supported them in strategic meetings with their executive management and donors. The electronic databases used were Web of science, Scopus, Science Direct, Jstor, Emerald, EBSCO, Scielo and Redalyc. As a result, 49 articles were reviewed in detail.FindingsThis study identified some gaps, as well as some research opportunities. The main conclusions are the need for further studies on the interrelationships and hierarchies of multiple actors, explore intermodality, transshipment options and redistribution relief goods to avoid severe shortages in some nodes and excess inventory in others, studies of the vulnerability of transport networks, correlational analysis of road failures and other future lines.Research limitations/implicationsThe bibliography is limited to peer-reviewed academic journals due to their academic relevance, accessibility and ease of searching. Most of the studies included in the review were conducted in high-income countries, which may limit the generalizability of the results to low-income countries. The findings depict that the impact of PODC on DRR in the DHDC system is negligible. This study can help policymakers in planning during emergencies.Research limitations/implicationsTechnological innovation has reshaped the way humanitarian organizations (HOs) respond to humanitarian crises. These organizations are able to provide immediate aid to affected communities through digital humanitarianism (DH), which involves significant innovations to match the specific needs of people in real-time through online platforms. Despite the growing need for DH, there is still limited know-how regarding how to leverage such technological concepts into disaster management. A semi-structured interview with five decision-makers from the company was made to give key challenges and opportunities scores. The Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) technique is used to establish the model and rank them afterward to overcome the challenges.FindingsFrom the data analysis and results, “salary of employee” and “inconvenient transportation” have emerged as top and bottom key challenges respectively. The sequence of organized challenges in the list needs to mitigate one by one in this order to improve the supply chain performance. The “client's orders’ frequency, customer management” and “supplier/partner relationship management” are identified as the top and bottom respectively to develop the opportunities.Research limitations/implicationsThese key challenges and opportunities are identified as contributing attributes and provide the way to measure to improve production, profits and sustainable growth of the toy manufacturing company during a pandemic.
