In recent years, however, gang databases have come under intense public scrutiny. For example, Amnesty International and others argue that London’s Gangs Matrix is discriminatory and violates data-protection laws. Pitts","doi":"10.1177/1473225420912331","DOIUrl":"https://doi.org/10.1177/1473225420912331","url":null,"abstract":"Drawing upon research undertaken by the present author in East, North West and South London and the work of other UK social scientists, this article considers the evidence concerning the involvement of young people of African-Caribbean origin and Mixed Heritage in street gangs and gang crime in London (For the sake of brevity, I will simply refer to these young people as Black, not least because this is how they usually define themselves). It outlines the sometimes acrimonious debate about the relationship between race, crime and street gangs in the United Kingdom in the past three decades, concluding that while many of the claims made about this relationship may be exaggerated or simply untrue, the evidence for the over-representation of Black young people in street gangs in London is compelling. The article then turns to the changing social and economic predicament of some Black young people in the capital since the 1980s and its relationship with their involvement in gang crime. When young people are physically assaulted, stabbed or groomed into drugs trafficking they experience significant harm. To this extent they are entitled to support from statutory child protection services. Using findings from one component of a mixed method multi-site study, data from referrals and assessments into children’s social care is examined to identify the extent to which the right support and protection is realised. Such analysis indicates that despite being at risk of significant harm, young people abused in community or peer, rather than familial, settings will most likely receive a ‘no further action’ decision from social workers following referrals for support. It presents insights from life history interviews conducted with a small sample of 17 male reforming gang members in Denmark who had become immersed in a holistic spiritual intervention programme that foregrounded meditation, yoga and dynamic breathing techniques. Engagement with the programme enabled the men to begin to perform broader versions of masculinity, experience improved mental health and well-being and develop a greater commitment to criminal desistance. However, while much of the American literature explores the experiences of prison gang members, such investigation has been notably absent in the English context. This article seeks to address this deficit in the literature. Through gathering data from interviews with active prison gang members, it shows how reduced staffing levels in English prisons has led to an increasingly ‘ungovernable’ prison space. This, in turn, has led to an increase in levels of gang membership. Most notably, the high numbers of street gangs ‘imported’ into prisons has had the unintended effect of creating several ‘in prison’ gangs, which form for the first time in prison, with their members seeking protecting from more established gangs. The argument essentially revolves around the contention that typically diversionary interventions have been constrained by the contextual and ideological frames within which they operate. They have in some cases been highly successful in reducing the numbers of young people being drawn into the formal criminal justice system; however, this has largely been achieved pragmatically, by way of an accommodation with the prevailing logic of penal practices. Young people have been diverted at least partly because they have been ascribed a lesser level of responsibility for their actions, whether by virtue of age or other factors to which their delinquent behaviour is attributed. This ultimately sets limits to diversion, on the one hand, and also offers additional legitimacy to the further criminalisation of those who are not successfully ‘diverted’, on the other.
