The processes of change that began under the influence of the global financial crisis have now become inevitable. Determining the main directions of these changes and the possible consequences for small open economies is one of the most important tasks of scientific research. Timely adaptation of national monetary systems in the initial stages of transformation can enable countries to overcome the consequences of the pandemic and make up for lost time. The article analyzes a number of the most characteristic changes in practice and theoretical views on monetary policy. Among them is the change in views on the role and purpose of inflation targeting under the influence of many years of massive emission practices. The identified synchronism of inflation for developed and developing countries gives reason to expect attempts at quantitative easing on the part of developing countries. While they may be postponed due to the acceleration of producer price growth. The tendency to revise the fiscal component in the dualism of fiscal policy to strengthen the targeting of emission is substantiated. The low efficiency of measures of monetary easing and stimulation through the credit channel is noted. The limited impact on the growth of aggregate demand with an increase in the debt burden should lead to a revision of the existing practice of emission and reduction of interest rates. One of the important drivers of changes in monetary regulation is the process of digitalization. Despite certain risks of deficiencies in the effectiveness of central bank monetary policy, the spread of shadow banking, digital currencies and direct lending operations, digitalization is creating new opportunities for financial control and audit. Globalization and internationalization of production and capital, privatization, the creation of world political and economic associations, and the liberalization of trade have placed them at the center of modern economic development. The article reveals the issues of personnel management development in transnational corporations of the world economy. On the basis of the research theoretically and practically grounded theoretical and methodological approach to the organization of activities of transnational corporations in the globalization processes of the economy. The practical significance of ways and forms of organization of activities of transnational corporations in ensuring the development of international production, sales, trade and financial complex with a single decision-making center in the host country with its branches, representative offices and subsidiaries is analyzed. Research shows that transnational corporations have an important function in the development of the modern world economy. They directly affect the economies of recipient countries, accelerate the internationalization of economic life, as well as the scientific and technological process. Attracting foreign direct investment gives a country access to the financial resources of TNCs, as well as facilitates its integration into global economic processes and access to foreign markets. Transnational capital has created a new system of international relations, which has led to the formation of supranational institutions of governance. In addition, TNCs are actively influencing the processes of globalization. This article discusses the risks associated with the personnel of TNCs and the ways of economic and social protection of employees. In recent years, the international labour market has used the social package as a form of remuneration for work, which should be broadly understood as the employer's provision of material benefits in the form of fringe benefits, compensation, privileges and social guarantees. {"title":"ASSESSING EXPORT COMPETITIVENESS IN THE CONTEXT OF GROWTH IN EMERGING ECONOMIES. THE EXAMPLE OF UKRAINE","authors":"O. Pustovoit","doi":"10.30525/2500-946x/2021-3-3","DOIUrl":"https://doi.org/10.30525/2500-946x/2021-3-3","url":null,"abstract":"The purpose of this article is to clarify the content of the concept of \"competitiveness\", to develop and test approaches to assess the importance of basic, price and non-price competitiveness of commodity exports to ensure its dynamics on the example of Ukraine. Methodology. The article proposes to expand the content of the concept of \"competitiveness\" by generalizing the level of compliance of goods (services) with consumer preferences of market participants. This conceptual position is used to enhance the understanding of basic, non-price and price competitiveness of products and to clarify methods for its evaluation. The results of testing the methodology and technique showed that the cyclical process of alternating growth of non-price or price competitiveness of Ukrainian export products is mainly interrupted. The reason for this is the high price competitiveness of raw material exports, which is achieved mainly at the expense of low wages in the economy. On international markets, non-price competitiveness is inherent in a relatively small number of commodity groups of Ukrainian products. These include: insulated wires, cables and other insulated electrical conductors; fiber optic cables; turbojet engines, turboprops and other gas turbines; electric heating appliances and devices; parts of aircraft. Practical implications. It has been substantiated that in terms of finding a new economic growth strategy for Ukraine, the most relevant issues are not the intensification of export activities, but the renewal of the composition of the largest export commodity groups. The leading positions among them should be taken by goods with a large share of added value, increased technological complexity and non-price competitiveness. Value/originality. Research has shown that circadian rhythms differ between individuals, with impacts on optimal functioning times. We investigate the extent to which deliberate, reflective thinking (critical for university level tasks) is impacted by the timing of tasks and the interaction of task timing with circadian rhythms. We use Cognitive Reflection Test (CRT) questions to assess students’ ability to use reflective thinking. By grouping students according to their diurnal preference (morning types or evening types), we either match or mismatch the timing of the CRT assessment with diurnal preference. We find that students experiencing circadian mismatch (morning types being assessed in the evening, or evening types being assessed in the morning) perform significantly worse on the CRT, suggesting less ability to invoke reflective thinking at times of circadian mismatch. Python is free and open-source and becoming increasingly popular both in economics and in business. To focus on solving optimization problems and to avoid installation issues, the author utilizes Google Colab, which allows users to type Python code on a web browser. Program code is provided for every example to encourage replication and experimentation. The purpose is to summarise the central bank communication policy's conceptual basics and clarify how transparent the NBU’s monetary policy is. Methodology. The paper applies the Dincer and Eichengreen (2014) and Al-Mashat et al. (2018) methods of transparency measurement, using the NBU’s published documents and website data as of 2021. Results. It has been emphasized that communication design should be based on central bank’s communication objectives, information demand from defined stakeholders and target groups, capabilities of application of channels and instruments. Ensuring confidence in monetary policy calls for simplified language and format that reflects the general public's interest. The shift to the growing role of the type of communication channel and interaction of central bank with the general public are marked out. The meaning of transparency, criteria, and indices (Eijffinger-Geraats, Dincer-Eichengreen, Crowe-Meade, Cournede-Minegishi, CBT-IT index) are under consideration. According to Dincer and Eichengreen, the NBU’s transparency index reaches almost a perfect score of 12 (out of 15), affirming NBU’s political and policy transparency improvements. The NBU’s CBT-IT transparency index scores 11.45 (out of 20), which points to the need to eliminate gaps of the FPAS designed to support full-fledged inflation- forecast-targeting (3.2 out of 9) in the light of improvements in the monetary policymaking process (5.75 out of 7) and transparency about monetary policy objectives (2.5 out of 3). Practical implications. The enhancement of the NBU’s transparency level reflects the development of its communication policy as transparency of monetary policy requires constant and coherent messages via diversified channels and instruments for a defined target audience, following a clear purpose of strategic communication. Value/originality.
