These methods determine the development of the student's individuality, including pedagogical technology of a combination type. The research novelty is the developed technological model of pedagogical support for the development of the student's individuality, based on the technology of a combination type. The pedagogical technology of a combination type is a system of technologies, teaching methods as an inseparable unity, integrity, united by a common plan, idea, algorithm. By combination pedagogical technology we mean a technology developed on the basis of a new or well-known scientific concept and representing an integral system of technologies, teaching methods, known and modernized, the algorithm of interaction that is focused on the implementation of the planned results. The theoretical significance of the research is theoretical provisions related to the development of structural components of the model of pedagogical technology of a combination type: conceptual, substantive, procedural, analytical, reflective. The practical significance of the research results is the development of a specific technology - a game pedagogical technology of a combination type for training multi-level students, Federal Assembly of the Country of Entrepreneurs, which determines the pedagogical support for the development of the student's individuality. The analysis of the results of experimental work on the implementation of pedagogical support of the educational process, represented by the technology of pedagogical support for the development of the student's individuality (pedagogical technology of a combination type), showed a positive dynamics of the formation of the experience of the student's individuality manifestation. Aleshina","doi":"10.17223/19988648/61/15","DOIUrl":"https://doi.org/10.17223/19988648/61/15","url":null,"abstract":"A study of the economy’s resilience to external shocks has an important methodological aspect, which is primarily associated with significant interregional differences in the structure of reproduction, GDP, employment, innovation, budget revenues, exports and imports outside the region and country. On the other hand, the meso-level specificity of sustainability is also manifested in the trends of macro- and meso-economic dynamics, which directly determines the depth of the non-cyclical recession as a result of shocks and the pace of post-shock recovery. In the context of the increasing impact of external shocks on the Russian economy, the search for ways to increase its stability, the definition of the principles of analysis and the conditions for achieving it are of particular relevance. Considering the multi-structural and diversified nature of the Russian economy, its territorial extent, it would be methodologically correct to analyze the resilience to shocks at the macro- and meso-levels. The key aim of analyzing the economy’s resilience to shocks is to determine its typology and conditions for achieving it in the long term. An important aspect of studying the economy’s resilience to shocks is the analysis of the relationship between their impact and the phases of economic cycles and phase transitions. In this article, the authors aim to consider the problem of increasing the stability of the Russian economy based on international experience and the presented typology of shocks, starting from the structural conditions of post-shock development in the new economic reality. The functional sustainability of the economy is presented as the achievement of the high productivity and competitiveness of domestic production, connected in multi-link production chains with high added value, operating in conditions of low inflation and availability of resources. The authors show that existing approaches consider shocks in micro-, meso- and macro-economic aspects. They hypothesize that achieving the economy’s sustainability to shocks in all their multidimensionality is possible when implementing conditions associated with the initiation of positive structural changes in it. Such conditions are: a high share of high-tech services and export-oriented industries in the structure of the economy, a mismatch between the cyclical phase of its decline and the impact of a shock, moderate pre-shock growth rates, a developed scientific and educational system and a high level of workers’ education in a region, a low differentiation of the population’s income. The key problem of the study is the search for factors that increase the number of participants in academic fundraising in modern Russia. The authors focus on student philanthropy – a phenomenon that is not represented in modern Russian practice and, accordingly, in the scholarly discourse of Russian authors. The study has revealed that the formation of a culture of donations in the interests of the prosperity of one’s alma mater in financial or non-financial forms is excluded from the modern context of the formation of educational content and students’ competencies in Russia. In-depth interviews with employees of Russian universities’ endowments and a literature review conducted during the study made it possible to identify the common best practice of Russian and foreign universities in terms of mass fundraising – the use of social networks. The authors tested and confirmed a hypothesis that there is a close connection between the activities of endowments and alumni associations as holders of up-to-date databases of student and alumni contacts at ten leading Russian universities. The analysis of the financial performance of Russian universities’ alumni associations that are legal entities revealed the unique experience of entrepreneurial activities of the St. Petersburg State University Alumni Association, including the sale of souvenirs. The authors described a unique experiment of Tomsk State University on the creation of the UniProfi platform to promote students’ employment in graduates’ companies as a promising factor in increasing the number of participants in academic fundraising. The authors also presented a negative experience of starting a new practice by the Moscow Institute of Physics and Technology endowment: “Make a will in favor of MIPT!”. The novelty of the study lies in the identification of youth fashion for social entrepreneurship both in Russia and abroad as a new factor in increasing the number of participants in academic fundraising. The behavioral practices of personnel in the conditions of labor market uncertainty are described within the framework of the human potential model. The actors of life fulfillment and predictors of life satisfaction of employees are empirically studied. The aim of this study is to identify subjective indicators of the quality of life of working urban residents in the situation of the COVID-19 pandemic and post-pandemic, as well as to determine their predictors. The general empirical hypothesis is an assumption that, in a situation of a sharp change in lifestyle in general and the characteristics of work activity in particular, in a situation of the COVID-19 pandemic, there will be a decrease in the level of life satisfaction, which is predicted by the structure of temporal orientations and the degree of satisfaction of basic psychological needs. As methods of empirical research, we used the Satisfaction With Life Scale (E. Diener; adapted by D.A. Leontiev and E.N. Osina), the Basic Psychological Need Satisfaction at Work Scale (E. Deci and R. Ryan, adapted by E.N. Osin et al.), semantic differential for the subjective assessment of the level of anxiety. The study was conducted using an online survey in May– September 2022. A total of 469 respondents (the average age is 34.53 years; 73% are women; selected via a random sampling method) were interviewed. The attitudes of the personnel to their own past, present and future were determined, taking into account the level of satisfaction of basic psychological needs. As a result of the regression analysis, the authors found that the predictors of life satisfaction are the basic psychological needs of autonomy and connectedness, as well as temporary attitudes towards the past, present and future. At the same time, the attitude towards the present has the greatest significance (0.54), and the attitude towards one’s own future has a negative coefficient (-0.17). The authors identified and described the “here-and-now” effect as a principle of professional activity. They empirically substantiated the transition from the model of achieving success in a career to the model of life fulfillment, when the principle of harmonious complementarity of all aspects of life becomes the main one. {"title":"Is it possible to ensure the rule of the “best” in a democracy?","authors":"L. Its various types and evaluations are considered. The main question that the author asks is whether democracy ensures the rule of the “best.” Such a formulation of the question is due to the fact that from the moment of its inception to the present, the idea of democracy has been associated with the hope for a “better” state administration, for the “best” representatives of society to come to power. At the same time, democracy is criticized for the lack of aristocracy, professionalism and efficiency of decisions made. An analysis is made of the proposals of various researchers on the introduction of legal levers to increase the level of aristocracy in a democratic government, including initiatives to introduce educational or property qualifications in elections, quotas for intellectual professions in parliament, professional representation, etc. The legal practice of some countries on the use of legal techniques to enhance the elitism of representation in parliaments (electoral colleges, partial appointment of members of the upper houses of parliaments, provision of additional votes in elections to certain categories of citizens) is considered. However, the conclusion is made about the inappropriateness of such novels; the opinion is motivated about the exceptional value of the openness of the democratic system, its ability to provide a potential opportunity for every citizen to participate in political decision-making. The subjectivity of the additional requirements for the elective body proposed for implementation is noted: they conflict with the idea of human dignity, which is the main achievement in the development of world history. It is suggested that socioprofessional representation, although it is able to increase the number of channels for interaction between the state and civil society, still carries the danger of excessive pressure from corporations on its members, and can lead to excessive classness in society. Special attention is paid to the modern interpretation of popular sovereignty as a legal phenomenon that manifests itself in the course of a complex discourse, the process of finding a compromise. In this regard, hopes are pinned on minimizing the risks of “not the best” people coming to power democratically and implementing their “not the best” policy on the system of separation of powers, on the “discourse” of these authorities. {"title":"Popularization of literature on parenting and books for children's reading on the pages of the newspaper Tomskiy spravochnyy listok (1894)","authors":"Vasilisa N. Azarova, Nataliia V. The publisher of the newspaper was Petr Makushin, a well-known Siberian bookseller, philanthropist, educator and entrepreneur, founder of the largest bookshop in Siberia. Tomskiy spravochnyy listok appeared due to the fact that Makushin was not allowed to found a public-political newspaper (Sibirskaya gazeta, which he had published before, was closed “for a harmful direction”). Thus, the release of the Tomskiy spravochnyy listok was a compromise solution in the dispute between Makushin and the General Administration of Press. The program of Tomskiy spravochnyy listok was very short: it was allowed to publish reference information and advertising, government orders, telegrams, local chronicles, reports and bibliographic news. The latter was an important section of the newspaper, in which authors could not only recommend books for reading, but also express their views on them and on the problems raised on the pages. The aim of this article is to discover the peculiarities of the reviews published in the newspaper Tomskiy spravochnyy listok, including those dedicated to publications for children's reading and upbringing. In order to reach this aim, the authors determined the place of book reviews in the structure of the newspaper, composed the corpus of analysed publications, revealed their thematic spectrum, determined the methods of popularising children's literature and books on parenting. The main methods of research are comprehensive analysis of periodicals, historical typology and structural-thematic analysis. The section “Bibliography” simultaneously performed several functions in the newspaper: informational, advertising, informative-educational, publicist. Individual reviews were highly publicistic, consistent with the general Russian trend to bypass censorship prohibitions on discussing important public issues through literary criticism. The thematic range of Tomskiy spravochnyy listok reviews was quite wide, although most of the books considered were of a scientific-popular character. This trend was also characteristic of children's reading books, which were not regarded as entertainment but as a means of education and self-education. Reviewers of Tomskiy spravochnyy listok drew attention to the necessity of raising a moral younger generation, development of their practical skills, preservation of health and inculcation of useful habits, including work. The article is part of the authors' project aimed at creating a genre-based approach to teaching Russian as a foreign language. It presents a genre-based approach to teaching writing in Russian as a foreign language on the example of the recommendation letter genre. The authors not only developed but also tested this teaching format. The authors substantiated the research methodology using Russian and foreign scholars' modern research. They consider concepts “genre-based approach”, “genre literacy”, “genre competence” as important for the study; define the concept of speech genre by characterizing the content of genreforming parameters. As an example of applying the genre-based approach to teaching writing, the authors give the system of working with a recommendation letter with its genre varieties such as (1) informal, friendly letter of recommendation; (2) private official letter of recommendation; (3) business letter of recommendation. The authors note that the application of the presented approach involves compliance with two principles: (1) the teacher should know the genre features of the genre students study; (2) all language means of the text should be selected and explained taking into account their focus on the implementation of genre parameters of the studied speech genre. The genre features of the recommendation letter are clarified, the stages of the implementation of the genre-oriented methodology are characterized and justified, a set of genre-oriented tasks and a genre-oriented system for evaluating the results of students' productive speech activity in writing are proposed. The authors conclude that the methodology of teaching written speech focused on the implementation of genre parameters in the text, allows students to form stable skills of productive speech activity, providing the ability to produce texts of the studied genres in real situations of written communication. At the same time, this approach can be used when teaching the writing of not only scientific and business texts, but also genres of private official correspondence, as well as friendly correspondence, which is less codified, but still has certain features. {"title":"Judges of provincial general jurisdiction courts in Western Siberia in the first half of the 19th century: Formal qualitative characteristics","authors":"Vitaliy A. In the course of the study, the author uses the following methods: analysis and synthesis, classification, descriptive, historical-typological, and historical-genetic methods. The subject of the study is the official lists of judicial establishment. To reach the aim, the author uses a variety of documents for personnel accounting for the period from 1807 to 1851, which makes it possible to assess the nature of changes in the panel of provincial judges and to make conclusions about the development of the pre-reform judicial bureaucracy representatives. The analysis of the official lists shows that in the first half of the 19th century the state policy in Western Siberia ensured maintaining and improving the quality of the personnel of provincial courts. Direct appointments partly compensated the shortage of local qualified officials: according to the lists of 1825, 5 out of 10 provincial judges came from the European part of Russia; in 1850, 7 out of 11. Half of the assessors and legal assistants, i.e. junior and senior members of the judiciary board from the lists of 18071814 began their service being in the army and only 7 out of 18 officials previously gained experience of participating in the administration of justice. However, 7 out of 8 former white-collars had a substantial background in crime proceeding. In the course of the local government system reform in 1822, only legal assistants were left in the provincial courts, which increased the number of position's person specifications. Officials who had demonstrated remarkable career achievements were appointed to the bench, 5 out of 8 had previous experience of participating in the administration of justice. In the first quarter of the 19th century, civil servants whose outstanding achievements served as a guarantee of the quality of justice were selected for the positions of chairmen of provincial courts; the significance of their previous experience in the field of justice was irrelevant. In the second quarter of the 19th century, the evolution of the judiciary panel accelerated. In the lists of 1850, only 1 out of 11 judges was a former military man with 15 years' civil service experience. All officials had official awards and commendations. The level of judges' general education in the second quarter of the 19th century objectively grew. Three officials gained experience in administering justice before being appointed to the provincial court. However, the terms of participating in the administration of justice were different: for deputies and presidents of provincial courts it was 2 and 8 years, for legal assistants from 4 to 6.5, in 4 cases more than 14 years and in 2 cases more than 21 years.
