The strategy of including gender expertise in peace mediation reflects the Women, Peace and Security agenda and the call to include dedicated gender expertise in all peacemaking efforts. Based on interviews with peace mediation practitioners, the article analyzes the role of gender experts in peace mediation. We argue that there is a tension between the art of mediation and the art of gender expertise that reflects the gendered power dynamics of peace mediation. We conclude that the strategy of appointing gender experts to peace mediation teams will not “dismantle the master’s house.” However, we acknowledge that without a gender expert very little will be accomplished on this issue. Coplen","doi":"10.1163/15718069-bja10060","DOIUrl":"https://doi.org/10.1163/15718069-bja10060","url":null,"abstract":"\u0000The COVID-19 pandemic has altered international diplomacy, with many negotiations now conducted in ‘virtual venues’ facilitated by videoconferencing platforms such as Zoom, Microsoft Teams, Webex, and Interprefy. Drawing on a survey of diplomats with experience in virtual venue negotiation, we analyze respondents’ perceptions of efficacy, tactics, and legitimacy in these venues. We find that virtual venues not only affect the format, but also the substance of negotiations. In general, perceptions of efficacy are related to diplomats’ ability to ‘read the room’. Virtual venues also impact negotiations at the tactical level. We find that coercive approaches (including novel tactics) are more common than persuasive approaches. Overall, these venues are afforded the same legitimacy as face-to-face negotiations. Schwartz, Eytan Gilboa","doi":"10.1163/15718069-bja10059","DOIUrl":"https://doi.org/10.1163/15718069-bja10059","url":null,"abstract":"\u0000 This article applies a new conflict resolution theory – False Readiness (FR) – to the Israeli-Palestinian conflict and offers a theory-based explanation of the numerous failures to resolve it. The FR theory was designed to facilitate research on protracted conflicts where the parties agree to open negotiations, conduct rounds for decades, but fail to reach peace agreements. It suggests that when at least one of the disputants does not seek resolution, no agreement can be achieved. Based on the FR theory, this article concludes that the Palestine Liberation Organization (PLO), the widely recognized sole representative of the Palestinians, behaved as an FR actor in negotiations with Israel. Ample empirical evidence demonstrates that this conduct is rooted in historical factors, ideological positions, and strategic policies adopted with little change since the establishment of the PLO in 1964. Unfortunately, marine fish resources are significantly depleted, and widespread use of fisheries subsidies contribute to this depletion. Multilateral negotiations on fisheries subsidies began at the World Trade Organization in 2001 as part of the Doha Round. They have continued to this day with recent renewed emphasis. A successful WTO agreement on fisheries subsidies will be necessary for sustainable fisheries, food security, and the continued relevance of the WTO. First, the broad societal contexts of these two eras are examined and compared, as well as their legal systems. This is followed by a discussion of the court system and how middlemen can be leveraged as a “golden bridge” in forming agreements. The analysis contends that despite a comprehensive legal system, the best approach to negotiate with Chinese counterparts nowadays is to leverage its tradition of using middlemen to insert personal relationships that connect private agreements to public adherence. We propose a new conceptualization of power. Since power is largely a matter of perception, and symmetry lies in the eye of the beholder, the parties’ perceptions of power balance, be it symmetry or asymmetry, is highlighted. We relate perception of power balance to negotiation strategies, hypothesizing that in the case of perceived power symmetry, parties’ negotiation behaviors tend to be more competitive and combative, whereas in the case of perceived power asymmetry, the negotiation behaviors are likely to be more cooperative. Despite all the uncertainty it produced, the Phase One trade agreement was an economic ceasefire and not a negotiated agreement that resolved core issues in the Sino-American trade relationship. The US-China trade war negotiations failed to yield a successful negotiated agreement addressing core bilateral trade issues largely due to a mutually enticing opportunity to produce a ceasefire rather than address core issues, and process failures. The United States failed to collect information and apply expert advice in the diagnostic stage; both parties failed to establish a negotiation formula; and the US lacked an authoritative spokesperson. Based on in-depth case studies of UN mediation in some of the most intractable contemporary armed conflicts, it shows the challenges related to lacking consensus amongst third parties, disunity in the UN Security Council, and the internationalization of conflicts. At the same time, it highlights the UN’s legitimacy, expertise, and convening power, and its importance in the context of broader international dispute management systems. It also underlines the need to rethink how we measure success of UN mediation efforts and to reflect on the consequences of increasing normative plurality in world politics. Drawing from the crisis-based approach’s insights on crisis mediation efficacy, and Carnevale’s conceptualization of the mediator’s various strengths as the sources of leverage in mediation, the study explores UN Special Coordinator for the Middle East Peace Process Nickolay Mladenov’s mediation during the Gaza-Israel crisis in 2018–2019. I argue that a combination of contextual and behavioral factors enabled Mladenov to influence the crisis bargaining environment and pull Israel and Hamas back from the brink.
