The online interactions have undergone an evolution that threatens not only free speech, privacy, data protection, national security but democracy as a whole. The subject matter assumes significance, in a democracy like India, which has recently notified a new regulatory regime - Information Technology Rules, 2021, that has fundamentally changed the regulation of online content in India. This development warrants for revisiting the prior regulatory regimes to analyse the new rules and guidelines and its impact on public sphere. The review paper aims at mapping the evolution of laws governing online content in India. The fact-finding review paper is based on reviewing existing laws, regulations, policies, research papers, media reports, articles. It also seeks to explore the linkages between the legislative regulatory gaps and regulatory framework covering rules and principles on instances of internet governance to find solutions and future developments. Zurkowski was the first to introduce the term information literacy in 1974 to describe the techniques and skills necessary for utilizing “a wide range of information tools and primary sources”. It also included the ability to measure information value to “mold information to [meet] needs” and to create solutions to problems.1-2 Since then, media literacy and information literacy has gained a base in advanced countries. But UNESCO is now promoting the composite concept of media and information literacy (MIL). To promote MIL and MIL research, it has founded the MIL Alliance and the Media and Information Literacy and Intercultural Dialogue (MILID UniTwin) to enable people to use information critically, ethically and legally in quality decision-making. Other useful initiatives of UNESCO include “MIL MOOC; Media and Information Literacy: Critical-thinking, Creativity, Literacy, Intercultural, Citizenship, Knowledge and Sustainability (MIL CLICKS); MIL Policy and Strategy Guidelines; MIL Curriculum for Teachers; MIL Indicators; MIL Framework; and MIL Week Feature Conference and Youth Agenda Forum. The International Federation of Library Association and Institutions (IFLA) has its programme entitled 'Freedom of Access to Information and Freedom of Expression (FAIFE)' and developed the MIL Guidelines. IFLA/FAIFE' programme is committed to ensure freedom of access to information and freedom of expression to empower people to realize their “right to be.”3 There are many models and standards to promote information literacy and MIL but MIL is not yet effectively imbedded in the developing countries. With the increase of information exchange, information about the usage of different media platforms may play a significant role in making strategies for providing information to different sections of society. Students are the major part of the population who access information through different media platforms for various purposes and make their decision accordingly. The objective of the present work is to investigate highly popular and reliable media platforms among students. For the purpose, an online survey was conducted to get information about the usage and reliability of various media platforms among students. We use analysis of variance approach to check whether all media platforms are equally popular among students and apply t-test to find highly popular and reliable media platforms. It stores, analyses, interpret and disseminate information among the users to fulfil their information needs. It has been observed that recent technological advancement has revolutionised library services to a great extent. Now libraries are providing both physical as well as web-enabled library services to their users. In this context, library websites act as a major gateway in providing web-enabled library services. The sudden outbreak of the COVID-19 pandemic has disrupted the physical mode of library services. However, to support the ongoing teaching and learning process, libraries need to continue their services despite the lockdown. Therefore, the present study seeks to find out whether academic libraries are ready and adequately equipped to perform basic services during this critical juncture. The present study was directed towards exploring the readiness among the academic libraries by assessing their websites based on selected evaluation criteria. Hence, in this study top, 100 NIRF ranked institutes websites were examined by adopting 30-point evaluation criteria. These criteria were selected from the extant literature. These criteria were grouped into 04 categories i.e., basic website information, resource discovery, availability of resources and reference services. The readiness index of each library was calculated based on the availability and non-availability of the said criteria. The findings of the study reveal that 64 per cent of the libraries have failed to secure their score of 50 per cent on predefined criteria. It was also found that the preparedness index is independent of NIRF ranking. The purpose of this study is to determine the factors that cause digital native users to use or not use a library. The method of this study use a descriptive qualitative research methods, and total of 341 digital natives in 25 cities in East Java were given open questions to express their experiences when using a library, resulting in 991 answers (respondents answered more than 1 opinion about the library). The data analysis technique was carried out in 3 stages namely open coding, axial coding, and selective coding. The result of this study found something new that the main factor of library use or not use is service quality (68.9 %) not from external factor, where users prioritise comfort while in the library, even though the internet as a library rival and as a source of information offers the speed and ease of access to information. To answer this question, bibliographic information from LIS publications published in leading bibliographic databases from 1971 to 2020 were examined. Data from 266 LIS publication were collected, compiled and cleaned. VOSviewer software was used to carry out the science mapping of bibliometric networks. From the data it was evidenced that joint authorship and international collaboration have been increasing during this time frame. Authors from 20 countries have published in collaboration with Bangladeshi LIS researchers. Faculty members and the Department of Information Science and Library Management (ISLM) of Dhaka University became the most prolific authors and LIS Department in Bangladesh. AR is an evolving technology, and its implementation opens up a new direction to multiple types of information access services rendered to the users. The digital library section of the central library IIT Kharagpur has a rich collection of several items like CD/DVD ROMs, Digital Scanners, and VR Devices. Library developed in-house WebAR programs using “ar.js” that support “three.js” and “A-Frame” for Augmented Reality rendering on the web. This study tried to evaluate web-based AR programs’ performance on mobile devices with low-end hardware configuration supporting WebGL and WebRTC. We conducted quantitative research to find the performance of the web-based AR applications using the four independent variables, namely frames per second (fps), request animation frame (raf), load time (lt), entity object (eo). The paper is also helpful to the academic librarians who think about implementing augmented reality library services with no cost involved. The AR-based information service is beneficial to library users with new COVID norms1, as the user does not need to touch anything to get the information. Motivating by the changing scenario, the study strives to analyse OA uptake by the Indian academic and research institutions concerning their research productivity. Publication data of 36 universities have been retrieved from the 2020 record of CWTS Leiden Ranking database. Findings of the study show that around 23 per cent of all publications of these universities are openly accessible, and their median OA publications proportion is much lower (around half) than the median measure of universities worldwide (43 %). ‘Green OA’ reserved the first place with 17 per cent of occurrence, and Biomedical and Health Sciences have achieved the highest median (34.37 %). The traditional citationbased indicators of a publication may not reflect the IR quality and have led to the creation of new indicators such as webometrics or web metrics. This study aims to analyse and explore Malaysia’s public university IR visibility, the numbers of an external link, page count, PDF count and URL web mention. We utilised backlinks web crawler and web search engine to collect raw data. A visualisation was created using the force-directed graphing method to interpret the IR network in the webspace. This study revealed that two research universities, Universiti Malaya (UM) and Universiti Putra Malaysia (UPM), dominate web visibility based on webometrics indicators. All non-research universities are at the bottom of the rankings. This study shows institutional repositories from research universities are more visible in academic social networks and digital library sites. The analysis of data on five years of India Rankings, i.e. 2016 to 2020 on various performance parameters of HEIs provides an interesting insight and reveals that participating institutions are making strenuous effort to improve their performance on various parameters or sub-parameters identified by the NIRF for ranking of HEIs. It is note that the number of publications, citations, and highly-cited publications (HCP) by eligible applicant institutions have increased exponentially over a period of five years from 2016 to 2020. It is interesting to note that per cent of publications, citations, and HCP by the 100 top-ranked institutions has decreased with corresponding increase of publications, citations, and HCP of the remaining institutions. This trend indicates that a good number of remaining institutions have not only intensified their research and publications activities but are also attracting their share of citations. It is also observed that a significant number of NIRF eligible applicants did not have any publication, however, per cent of institutions having “0” publications have decreasing gradually every year from 2017 to 2020. Noticeable and consistent increase in total publications of India, NIRF Eligible Applicants, 100 top-ranked institutions and remaining institutions in Overall category was noticed during past four years, i.e. 2017 to 2020.
