In Scotland, consideration is under way to bring personal assistance within the realm of mainstream social care. This paper discusses the current debate around such a move from the perspective of postcolonial theory. Although more commonly used in terms of the impact of Global North political philosophy and practices on the Global South, this paper uses the term to criticise the maintenance of professional and hegemonic power over disabled people within the process of managing personal assistance within Scotland’s ‘self-directed support’ programme. The potential development of training, registering, and regulating personal assistants within Scotland is discussed with reference to Altermark’s (2018) ‘post-institutional’ theory of community support and Ratzka’s personal observations of fake personal assistance programmes. Further, it is suggested that by incorporating Mladenov’s (2019) study methodology of ‘good’ personal assistance, international studies of personal assistance might highlight where and how postcolonising of personal assistance happens within different states.","PeriodicalId":448882,"journal":{"name":"International Journal of Disability and Social Justice","volume":"29 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"116518435","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In addition to the dominant charity-based perspective towards disability, in recent years a key challenge has become the increasing and systemic attack on human rights and human rights defenders and delegitimising of the rights-based perspective. Additionally, the difficult political situation in the country positions disability issues at the bottom of the political agenda and makes it difficult to strengthen the independent living perspective.","PeriodicalId":448882,"journal":{"name":"International Journal of Disability and Social Justice","volume":"22 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"123757683","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

To date this paradox remains unexplored, especially how it plays out in the lived experiences of disabled people and their families. This paper aims to fill this knowledge-gap by exploring disabled people’s experiences of independent living over the past three decades in Hungary. Based upon 53 life course interviews – 34 with disabled people and 19 with family members – we identify seven barriers to independent living in Hungary, which create an adverse environment. We also highlight a number of facilitators that help people to overcome or mitigate this adverse environment. In the conclusion, we discuss trends in Hungarian disability policies that impact opportunities for independent living. Results suggest decades of human-rights inspired legal progress has made little difference in people’s lived realities.","PeriodicalId":448882,"journal":{"name":"International Journal of Disability and Social Justice","volume":"214 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"133154252","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Following in their footsteps, this article submits that the republican conception of freedom as non-domination provides a fresh angle to legitimise disability rights in terms of justice and prevent their interpretation as charity or privileges. This proposition takes its point of departure in Nancy J. Hirschmann’s claim that freedom rather than distributive justice should be the bedrock of disability rights and in Philip Pettit’s conceptualisation of republican freedom as a distinct type of freedom. The article proceeds with a consideration of how claims of justice built on freedom as non-domination fare compared to two other foundations of justice that are commonly invoked in relation to disability rights – namely, equality and our shared vulnerability. Finally, the article suggests that republican theory opens new avenues of inquiry in disability studies and outlines a research agenda.","PeriodicalId":448882,"journal":{"name":"International Journal of Disability and Social Justice","volume":"45 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124522286","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The article achieves this by employing Beckett and Campbell’s (2015) concept of ‘oppositional device’, which is used to understand resistance practices and the technologies of power that coalesce around disabled people’s collective action. The article argues that the independent living concept could, similarly, be understood as an oppositional device and this holds potential for furthering the emancipatory claims of disabled people’s social movements. This allows for an understanding of Independent Living Movements as assemblages of technologies that open heterotopias, which engage in the experimentation of what disabled people can be and do through the ideas of independent living. The article draws on empirical data from a study exploring young disabled people’s views and experiences of disability activism across Europe to evidence the claims made.","PeriodicalId":448882,"journal":{"name":"International Journal of Disability and Social Justice","volume":"34 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"116597798","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

None of these changes enables a radical shift toward independent living, and conversely, independent living as a philosophy and way of life is not yet a real alternative to family-based and paternalistic welfare provision in CEE. By extension, the social model of disability, which promotes dignity, respect, and self-determination to improve the lives of people with disabilities, remains an ‘alternative’ and a ‘radical way of thinking’ rather than being mainstream.","PeriodicalId":448882,"journal":{"name":"International Journal of Disability and Social Justice","volume":"61 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"123521960","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Disability Studies in the Global North often downplays social inequality and diversity that is a direct result of inequalities perpetuated by centuries of colonialism. This is problematic for indigenous populations that are disabled, as their ‘agency’ is left out in both the postcolonial and the disability narrative. This article examines the position of the subaltern that exists within subalternity, through the works of Professor Gayatri C. Spivak, and further aims to examine whether the space occupied by the subaltern is characteristically similar as a disenfranchised group to that of disabled people. Spivak’s method of affirmative sabotage and deconstruction in postcolonial studies will be used to rethink the position of disabled children to conclude that the subaltern and the experience of impairment are similarly ‘disabling’, and that disabled subaltern in treaties such as the UN Convention on the Rights of the Child cannot actually speak.","PeriodicalId":448882,"journal":{"name":"International Journal of Disability and Social Justice","volume":"126 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129633901","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Such barriers to co-production of knowledge erode disabled people’s self-determination and opportunities for independent living. They are particularly consequential in special needs teacher education, as special needs teachers have a strong influence on disabled people’s dis/empowerment through their work in special and inclusive schools. This paper explores the ‘We teach together!’ method for participatory instruction, developed and piloted by the authors in Eötvös Loránd University to redress the non-participation of disabled people in teaching. The method complements the learned knowledge of the academic instructors with the experiential knowledge of disabled co-instructors. It also enables university students to work in partnership with disabled people. Most importantly, disabled people’s active participation in the academic work strengthens their self-determination and their role in their communities. The paper presents the findings of a qualitative research that explores the application of the ‘We teach together!’ method. We identify the benefits and challenges of the method, as well as the roles of the instructors in an inclusive team. We also provide recommendations for further research and policy engagement.","PeriodicalId":448882,"journal":{"name":"International Journal of Disability and Social Justice","volume":"74 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"1900-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127159269","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
