Dengan tujuan menjamin terpenuhinya dasar hidup yang layak bagi seluruh pekerja dan anggota keluarganya, sebuah perusahaan yang memperkerjakan pekerja alih daya mempunyai kewajiban untuk mendaftarkan pekerjanya pada program BPJS Ketenagakerjaan ini. Namun, faktanya masih banyak perusahaan dengan sengaja mengabaikan hak pekerja alih daya walaupun ada ketentuan tentang sanksi. Dalam penelitian ini penulis akan mengkaji pentingnya pendaftaran tanah ulayat menjadi hak milik pribadi agar idak terjadi konflik dan sengketa dari masyarakat hukum adat khususnya pada suku Batak Toba di pulau Samosir, Sumatera Utara. Kemudia penulis akan menguraikan tata cara pelapasan tanah ulayat secara adat sehingga dapat menjadi hak milik perseorangan atau pribadi. Article 19 paragraph (2) letter c of the UUPA in conjunction with Article 32 of PP Number 24 of 1997 which states that the certificate is valid as a strong evidence. Meanwhile, Article 41 paragraph (3) of Law Number 2 of 2012 explains that the certificate is valid as a means of absolute proof and cannot be contested in the future. The sentence “inviolability in the future raises the perception that Article 41 will give birth to injustice for third parties if he is the rightful owner of the plot of land that is used as the object of land acquisition. This study aims to determine the suitability of the law on land acquisition for development in the public interest with the land registration system in Indonesia and the legal consequences if there are parties who object to proof of ownership of land acquisition objects for development in the public interest. The method used in this research is normative juridical using a statutory approach and a conceptual approach. The method of collecting legal materials is through literature study with deductive analysis. In practice, however, execution of the execution as section 6 the land bill and materials related to the ground or commonly called the uuht were often hammed. This is because there are inconsistencies in the formal mechanisms or rules of the execution of the execution. The inconsistency is seen when chapter 6 is linked with the general explanation of Jo chapter 14 verse 2 and verse 3. Inconsistencies in the rules can create legal uncertainties in society. The purpose of this study is to identify inconsistencies in the arrangement of the parate, uuht, and proper legal formulations to overcome the tariff for the execution of the property-rights object. The method used was normatif juridical research, using a regulatory and conceptual approach. The result of this study is when a clause of chapter 6 is incorporated with the general explanation of the number 9 in the uuht that the general explanation of the number 9 is section 14 of verses 2 and 3 of the uuht is irrelevant to use asa basis for the law of executing the parliament of execution, and legal formulation to address this inconsistency by making a revision of the uuht content particularly the troubled chapters. \u0000  \u0000Keywords: Inconsistency, Parate Execution, and Legal Formulation \u0000  \u0000  \u0000Abstrak \u0000  \u0000Parate eksekusi merupakan sarana eksekusi termudah dan cepat bagi kreditur untuk pelunasan piutang manakala debitur cidera janji. Akan tetapi di dalam prakteknya pelaksanaan parate eksekusi sebagaimana Pasal 6 Undang-Undang Hak Tanggungan Atas Tanah Beserta Benda-Benda Yang Berkaitan Dengan Tanah atau yang biasa disebut UUHT sering terkendala. Hal ini dikarenakan terdapat inkonsistensi mengenai mekanisme atau aturan formal dalam pelaksanaan parate eksekusi. Inkosistensi ini terlihat apabila Pasal 6 UUHT dihubungkan dengan Penjelasan Umum angka 9 jo Penjelasan Pasal 14 ayat (2) dan ayat (3) UUHT. Inkonsistensi dalam peraturan tersebut dapat menciptakan ketidakpastian hukum dalam masyarakat. Tujuan dari penelitian ini adalah untuk mengetahui inkonsistensi pengaturan parate eksekusi hak tanggungan dalam UUHT dan formulasi hukum yang tepat untuk mengatasi inkonsistensi terhadap pelaksanaan parate eksekusi objek hak tanggungan atas tanah. Metode yang digunakan adalah metode penelitian yuridis normatif, dengan menggunakan pendekatan perundangundangan dan pendekatan konseptual. Pengujian formil atas undang-undang KPK, juga merupakan tantangan tersendiri bagi Mahkamah Konstitusi untuk dapat mewujudkan keadilan substantif, dan kemajuan hukum progresif. Tujuan Penelitian ini adalah untuk meninjau ulang paradigma pengujian formil dalam Mahkamah Konstitusi, serta mengukur pengaruh keberlakuan UU KPK 2019, terhadap inefektifitas pemberantasan korupsi di masa depan. Dalam penelitian ini, akan menggunakan metode pendekatan yuridis normatif, dengan menghadirkandan analisa terhadap putusan Mahkamah Konstitusi, melakukan pendekatan secara konseptual perundang-undangan, serta aspek aspek non-hukum berupa asas-asas hukum, dan teori-teori pembentukan peraturan perundang-undangan, ataupun berkenaan dengan paradigma penerapan hukum oleh Mahkamah Konstitusi dalam pengujian formil. Bahan hukum yang digunakan dalam penelitian ini, adalah bahan hukum primer , berupa undang-undang, peraturan Mahkamah Konstitusi, serta peraturan terkait lainnya, dan bahan hukum sekunder  berupa karya tulis ilmiah (jurnal, artikel dsb), dan thesis. Penelitian ini menunjukkan, bahwa pengujian formil di Mahkamah Konstitusi perlu mempertimbangkan keseluruhan asas-asas dalam pembentukan peraturan perundang-undangan. Selain itu, pasca putusan pengujian formil terhadap undang-undang KPK, kelembagaan KPK masuk dalam rumpun eksekutif, walaupun dalam pelaksanaan tugas dan kewenangannya, KPK tetap tidak dapat diintervensi oleh cabang kekuasaan manapun. This is because the segmentation of electoral law enforcement into several law enforcement agencies has not been able to guarantee legal certainty and enforce election justice. This article aims to revisit the various problems in segmenting election law enforcement and their implications for the quality of election administration in Indonesia. It offers an ideal concept of electoral law enforcement within the framework of democratic and fair elections. This article shows that election law problems and the concept of law enforcement which have been segmented into several categories with various settlement mechanisms and law enforcement agencies often only cause overlapping authorities and decisions between judicial institutions and still allow for a legal vacuum so that it has negative implications for the quality of elections in Indonesia. Consequently, it is necessary to revamp the concept of electoral law enforcement by simplifying and redesigning its law enforcement agencies, one of which is to strengthen the idea of ​​a special election court body. As the Constitutional Court decision, this Commission’s authority in selecting first-level court judges was eliminated. The consequences is that in 2019, from 130 sanctions recommended by KY, only 10 sanctions were enforced by the Supreme Court. This research discuss two issues. First, granting the authority to select the first judge’s appointment to KY. Second, giving the authority to impose sanctions on judges who violate the code of ethics to KY. This study uses a juridical-normative method with a conceptual-comparative approach to analyze the legal materials. The study found that the law has placed KY as an ethical institution as well as a supervisor of judicial power, but practically, many KY authorities cannot be implemented optimally because of the lack of regulation and technical understanding with the Supreme Court as the pinnacle of justice in Indonesia. Pemerintah dalam mewujudkan pembangunan yang berkelanjutan dengan memperhatikan berbagai pertimbangan dan kondisi dan juga sosialisasi kepada masyarakat diantaranya, masyarakat/warga. Sebab pada dasarnya tujuan pembangunan untuk kepentingan umum sendiri yakni untuk meningkatkan kualitas hidup manusia, meningkatkan kesejahteraan, serta pemenuhan kebutuhan masyarakat. Pembangunan yang berkelanjutan akan terwujud apabila antar elemen selanjutnya saling berkaitan sebab seyogyanya pembangunan untuk kepentingan umum sendiri mengedepankan kemanusiaan, keterbukaan, keadilan, kepastian, kesepakatan, keikutsertaan, kesejahteraan, keberlanjutan, dan keselarasan guna mewujudkan kemakmuran masyarakat dan terpenuhinya kebutuhan masyarakat. Berkaitan dengan pemenuhan ruang untuk mendukung minat dan bakat anak ke hal yang lebih positif dan bisa menambah ruang kreatifitas bagi anak tentunya pemerintah juga perlu mendukung tidak hanya berasal dari orang tua saja. Karena dengan adanya dukungan dari seluruh pihak maka minat dan bakat anak bisa berkembang dengan baik didukung dengan berbagai saranan dan prasarana baik yang disediakan oleh orang tua, sekolah, dan pemerintah daerah setempat. Adapun peran yang dapat diberikan oleh pemerintah daerah setempat adalah dengan memberikan ruang bagi seluruh masyarakat diberbagai kalangan, salah satunya ruang terbuka hijau berupa alun-alun, sarana olah raga dan tempat bermain bagi anak yang ramah terhadap anak. Alasan pemerintah daerah memiliki peran dalam pemenuhanhak anak melalui ruang terbuka hijau ini tercantum dalam Undang-undang No. 26 Tahun 2007 tentang Penataan Ruang. Bahwa setidaknya pemerintah bisa memberikan sedikitnya 20% dari luasan wilayahnya untuk pemenuhan ruang terbuka hijau yang bisa digunakan oleh masyarakat dalam beraktivitas secara positif misalnya, di alun-alun kota. Penelitian ni menggunakan metode penelitian legal studies dimana mengungkap masalah yang ada di amasyarakat dengan kemudian memberikan solusi. Pada dasarnya dalam setiap upaya yang telah dilakukan oleh pemerintah telah mengarah pada pemenuhan hak ruang terbuka hijau baik public mapun privat baik berupa regulasi maupun program-program yang pro terhadap kepentingan anak.
