The study has practical significance and can contribute to the development of the leasing services market and entrepreneurship in general, since it presents recommendations for expanding the availability of financing for small and medium-sized businesses, reveals the impact of leasing on the development of the national economy, which can be taken into account when developing economic road maps. The study assessed the state of fixed assets of enterprises in Kazakhstan and expressed substantial need for their renewal, including financing through leasing. Within the framework of this scientific work, the main aspects of the development of the leasing market in Kazakhstan and its impact on the development of the national economy were considered. Particular emphasis is placed on studying the impact of developed leasing relations on the macroeconomic environment as an external environment, which also influences the development of leasing services. The work assesses individual tools and levers for implementing state support for leasing in Kazakhstan. Recommendations have been developed on instruments of state support for leasing in Kazakhstan that require further research, namely the direction of the impact of leasing on macroeconomic indicators, the use of the refined leasing potential for the development of SMEs, as well as the experience of other countries in the development of the leasing market and its applicability in Kazakhstan. The author considers and analyzes the current situation and prospects of rural youth within the framework of the theoretical concepts of \"social elevators\" by P. Sorokin and from the point of the concept of \"precariat\" by G. Standing. The study concludes that the absence or ineffectiveness of social elevators in the context of growing inequality and social stratification in society creates conditions for developing of marginalization among rural youth, increasing inequality and social tension. The author tries to explore the foreign experience of social mobility and determine conditions favorable for the development and functioning of social mobility for rural youth in Kazakhstan. It also identifies factors which impede full development of social mobility among rural youth and increase inequality in society, and measures that can be countered against them. On the one hand, the increase in the age of young people allows us to consider various age stages of the formation of ideas about family relations and a variety of options for the implementation of family practices in a broad prism. At the same time, new obligations are imposed on the State to create conditions for the formation and development of families. The article analyzes the role of the institution of the family among young people, as well as the analysis of state policy in the field of preservation and promotion of family values among young people. For this purpose, the authors of the article conducted an analysis of global social trends in the youth environment, as well as an expert survey on the sphere of marriage relations in the Republic of Kazakhstan. The results of the study showed that there is a qualitative difference between the perception of the family as a traditional social structure and real family practice. The authors analyzed the perceptions of the right to health in general and the right to health care services both in scholarly research and international intergovernmental documents. The study also involved data from official websites, media materials, interviews with experts, and the results of monitoring social media. All three discourses contain problems with access to medical care in the regions and rural areas, as well as obstacles to access to medications. Official discourse is more sensitive to the problem of the lack of medical professionals than to the problem of their qualification. Moreover, the article examines the tools of pre-election campaign from the perspective of elections at the grassroots level. As well as a methodology has been developed that emphasizes the importance of conducting objective assessments to evaluate the impact of central state bodies and local executive bodies in regions, cities of republican significance, and the capital on the country's economic and social development. This methodology includes analyzing the performance indicators and achievements of the state bodies. The assessment enables the identification of both positive and negative trends in the performance of state bodies, identifies systemic issues and provides valuable insights for developing practical recommendations aimed at enhancing operational efficiency.
