Abstract

In Kazakhstan, the main approaches to ensuring the effective functioning of state bodies are defined at the legislative level. As well as a methodology has been developed that emphasizes the importance of conducting objective assessments to evaluate the impact of central state bodies and local executive bodies in regions, cities of republican significance, and the capital on the country's economic and social development. This methodology includes analyzing the performance indicators and achievements of the state bodies. The assessment enables the identification of both positive and negative trends in the performance of state bodies, identifies systemic issues and provides valuable insights for developing practical recommendations aimed at enhancing operational efficiency. Through a study of international practices and a comparative analysis of evaluation criteria and indicators used in both Kazakhstan and foreign countries, this research presents well-founded conclusions and recommendations for enhancing the effectiveness evaluation system of government bodies, specifically focusing on the «Personnel Management» aspect.
