Korea presents a compelling case in that it has limited HOLG to serve only three consecutive terms based on the untested belief that longer tenures have a negative effect on local governments. To address these gaps, this study applies the fixed effect panel model, using the Korean government data from 2008 to 2014. Our findings reveal a negative relationship between tenure length and efficiency, particularly among local governments demonstrating a low level of efficiency. The relationship between the length of tenure and integrity is also negative, especially among local governments with low levels of integrity. However, given that these relationships disappear when factors specific to local governments are controlled, our findings should be interpreted cautiously.","PeriodicalId":44333,"journal":{"name":"Asian Journal of Political Science","volume":"27 1","pages":"127 - 144"},"PeriodicalIF":1.1,"publicationDate":"2019-01-02","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1080/02185377.2019.1598451","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"49312663","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The paper argues that China and India both are trying to enhance their spheres of influence forcing the states in the region to align with either of them in a binary framework of unstable equilibrium and uneasy coexistence rather than reinforcing the regional solidarity of SAARC. Such a competition between China and India and the putative interventionary efforts of Western powers and their agencies in the region are bound to bring implications of profound value for not just regional cooperation but for the individual destinies of the various states involved in the days ahead.","PeriodicalId":44333,"journal":{"name":"Asian Journal of Political Science","volume":"27 1","pages":"1 - 16"},"PeriodicalIF":1.1,"publicationDate":"2019-01-02","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1080/02185377.2018.1557062","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"49010036","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Here, two or more competitive political parties join hands to defeat a particular common opponent. During election, alliance partners face election together and distribute electoral seats mutually to avoid vote share. However, ensuring vote in favour of opponent alliance candidate is only possible when voters prefer to cast vote for the alliance candidate. Thus, this is crucial to know influencing factors that shape voters’ voting intention in favour of opponent alliance candidate. This study is an attempt to empirically investigate factors that have significant influence to shape voters’ voting intention for opponent alliance. The result shows that opponent alliance perceived fit impacts opponent alliance voting intention positively. Opponent alliance brand trust has a positive impact on opponent alliance voting intention. In addition, opponent alliance preference impacts opponent alliance voting intention positively.","PeriodicalId":44333,"journal":{"name":"Asian Journal of Political Science","volume":"27 1","pages":"17 - 44"},"PeriodicalIF":1.1,"publicationDate":"2019-01-02","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1080/02185377.2019.1579105","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"47927380","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In this paper, I examine the relationship between Cool Japan and Japanese national identity and highlight a tension in the construction. Cool Japan is about emphasizing Japan's attractiveness for public diplomacy, while the top-down nature of the branding undermines the imagery that the branding is designed to convey. I show that policy elites resolve this tension by invoking the traditional Japanese identity narratives that construct Japan into both a non-Western and an un-Asian entity, reproducing the myth of Japanese uniqueness. I argue that the elite narratives surrounding Cool Japan readily replicate the language reminiscent of prewar identity construction. Despite the contemporary popularity of manga and anime, the purported ‘coolness’ of these products are framed within older constructions of Japanese Self that can trace their pedigree back to the nineteenth century. Using the minutes of committee meetings, policy documents, as well as media interviews given by policy- and business elites, I show that Cool Japan is effectively a twenty first century rendition of the familiar Japanese identity construction.","PeriodicalId":44333,"journal":{"name":"Asian Journal of Political Science","volume":"27 1","pages":"108 - 126"},"PeriodicalIF":1.1,"publicationDate":"2019-01-02","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1080/02185377.2019.1594323","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"41643385","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The results from descriptive and inferential statistical analysis of all representatives from 1959 to 2013 show the existence of a prolonged unequal representation of caste/ethnic groups in the legislature of Nepal. A few subgroups of peoples have historically created a ‘creamy layer’ throughout all political systems. Although women and some excluded identities have gained substantial seats in the later period, progress for many groups, particularly historically marginalized ones, has been far too slow. The representation patterns are largely associated with a design of political institutions, such as electoral system and ethnic quotas, as well as the socioeconomic status of a group linked to poverty, wealth, adult literacy, and human development. These findings suggest that the chances of equal representation appear not just to the worth of group effort rather than its ability to influence the political process through power and resources. Thus, reforming political institutions, particularly the electoral systems, and improving the socioeconomic status of women and excluded identities, all of which demand strong political will and commitment, may narrow down inequality in political representation.","PeriodicalId":44333,"journal":{"name":"Asian Journal of Political Science","volume":"27 1","pages":"45 - 69"},"PeriodicalIF":1.1,"publicationDate":"2019-01-02","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1080/02185377.2019.1570471","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"47434857","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It has a wide range of frequency, but voting is one of the easiest among all forms of public participation. Despite the easiness of voting, Pakistan ranks 164th in terms of voter turnout among 169 countries of the world. The voter turnout of the second largest Muslim democracy and the fifth largest among all the democratic states was recorded as 45.3% in the 2013 general election, which was less than India’s (59.4%) and even Bangladesh’s (58.2%). More than half of the population in Pakistan does not think it is its duty to cast its vote. The present study is an effort to investigate public political participation through six independent variables: democratic political party, party mobilization, security, accessibility, leadership image and moderating factor citizen distrust, and a useful sample size of 1884 was collected across the country. SPSS version 24.0 was used to measure the data. The results show significant and positive relations among the dependent and independent variables, while citizen distrust negatively moderates the dependent and independent variables of the study.","PeriodicalId":44333,"journal":{"name":"Asian Journal of Political Science","volume":"27 1","pages":"107 - 88"},"PeriodicalIF":1.1,"publicationDate":"2019-01-02","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1080/02185377.2019.1576056","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"41738375","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

His famous work ‘Principles of Social Justice’ (1999) analyses the basic tenets of social justice as well as guaranteed circumstances that are relevant to an action. This work explores the relationship between theory and experience in a globalist view of social sciences, in the form of a dialogue. It focuses on questions of social justice and experiences of social reality. David Miller argues that only those who have lived as disadvantaged can represent them accurately. Be it classical political theory or contemporary political theory, Miller’s theory remains significant even today. Needless to say, both classical and contemporary theorists try to establish their theories by revolving around social justice. He proposed the idea of socially ‘just’ society. David Miller provides a good definition for that, by arguing that social justice prepared positive boundaries. Generally, social justice examines justice in terms of the distribution of resources within a society. The book is divided into 12 chapters in order to suggest 12 lenses to identify the facts about social justice. Each focuses on defining the evolution of justice and how these principles are commonly understood. The first part engages with the genealogy of the theory of justice at a concrete level. Chapter second offers a historical interpretation of the theory of justice. The most worthwhile part of the books is ‘Two Cheers of Meritocracy’, this part reflecting the nuanced justifications on equity (Merit and Desert). The defined justice is a social virtue. It tells us how to order human relationships, what we must rightly do for one another. Miller attempted to structure all things by his definition, saying, ‘how the good and bad things in life should be distributed among the members of a human society’ (p. 1). In the following chapters, he substantiates his notion to numerous socio-political problems and contexts emphasizing the problematic balance between just procedure and outcome.","PeriodicalId":44333,"journal":{"name":"Asian Journal of Political Science","volume":"27 1","pages":"150 - 152"},"PeriodicalIF":1.1,"publicationDate":"2018-11-19","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1080/02185377.2018.1506993","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"41900739","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This unexpected invitation came as a pleasant surprise when I was mulling over the possibilities of postcolonial interventions to decolonize practices of arms control and disarmament. The efforts to decolonize cannot be undertaken alone but need a forum and multiple voices that can collectively represent the efforts of postcolonial scholars to engage with the problem of weapons. The scholars contributing to this special issue have long struggled individually to represent the subalterns struggle for equality and justice within the field of arms control and disarmament. It is now that they come together collectively with their myriad perspectives to interrogate contemporary practices of weapons control. This undertaking is critical especially at a time when the field of International Relations is being critiqued for its Eurocentrism and there is a resurgence of populist civilizational discourses juxtaposing the West and the Rest. This appears as an opportune moment in history to accept the challenge of decolonizing practices of arms control and disarmament. It is not simply a cliché that the field of arms control and disarmament has long been defined and dominated by the West’s military superiority in arms. The struggle against this dominance has been launched by critical security studies scholars that question practices of Orientalism in warfare but refrain from probing more specifically into the problem of weapons. Postcolonial interventions are an exercise in responsibility as they engage with civilizational discourses of difference articulated in terms of race, technology, law and culture. A study of the performative power of these civilizational discourses of difference is critical to cultivate understandings of not only how differences reinforce hierarchies but also to generate reflexivity on the struggles for power, justice and emancipation waged continuously by the subaltern. This Special Issue of the Asian Journal of Political Science is an effort to make more visible the engagement of postcolonial scholars with the problem of arms control and disarmament. It is an effort to resist a resurgent tide of dominant discourses seeking to constitute and reconstitute the field of arms control and disarmament representing the interests of the West to address problems of nuclear proliferation, counterproliferation and nuclear terrorism. While these efforts have their own niche in the field of security studies they cannot be guided by assumptions representing the West as the vanguard of maintaining order and stability in the international system. These dominant representations of the West as the guardian and custodian of the field of arms control and disarmament have often blighted and marginalized contributions of the Global South to weapons control. These efforts have been fu","PeriodicalId":44333,"journal":{"name":"Asian Journal of Political Science","volume":"26 1","pages":"293 - 296"},"PeriodicalIF":1.1,"publicationDate":"2018-09-02","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"https://sci-hub-pdf.com/10.1080/02185377.2018.1526694","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"44665804","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
