Rural Livelihood Security: Assessment of Fishers’ Social Status in India 农村生计保障:印度渔民社会地位的评估

Kumar","doi":"10.22004/AG.ECON.158509","DOIUrl":"https://doi.org/10.22004/AG.ECON.158509","url":null,"abstract":"The study has assessed the levels of literacy, health, income and livelihood security of the fisherfolk in India by taking a sample of 4555 fisher households selected from six fisheries sectors (marine capture, inland capture, mariculture, fresh water and brackish water aquaculture and marketing and processing) in 19 states of India. The primary data were collected using a pre-tested survey scheduled during January to December, 2011. The age profile of the fisher household revealed the dominance of the young — onethird with less than 35 years of age and more than half in 35 to 55 years age groups. The literacy rate has been found quite high, about 80 per cent on overall basis. The health status of fisher households has been assessed using birth weight of infants, incidence of mortality among mothers/children during birth, administration of vaccines and health care facilities. It has been found that for a better livelihood security, the respondent households have diversified their income sources beyond fisheries, the major ones being labour, agriculture, and business and non-farm activities. The average monthly income across all sectors was about ` 6500, in which about 73 per cent were from fisheries. For economic security, a considerable number (around 40%) of fisher households had savings, the average amount being ` 4200 per fisher household. The study has suggested that microfinance enterprises like self-help groups (SHGs) should be promoted to help the fishers to address their problem of indebtedness. Wheat and barley have exhibited phenomenal growth coupled with high instability in futures trade quantity and value. Except for barley, futures and spot market prices have been found integrated. However, the level of integration, in terms of price transmission and long-run equilibrium, was most prominent in maize, followed by wheat and chickpea. Price discovery, one of the major benefits of futures trading, and the dominance of futures market in the process of price discovery have been clearly established. The study has indicated that futures are more efficient in price discovery of wheat and maize. Analysis of price volatility has revealed its persistence in spot prices though none of the selected commodities has exhibited an ‘explosive’ pattern. Multistage cluster sampling has been used for selection of 80 vegetable growers, 40 farmers from the hilly region and 40 farmers from the bhabhar region. The sample has also included 25 market functionaries. Twelve major vegetables have been selected for the study. The maximum aggregate post-harvest losses have been found in tomato, followed by potato, brinjal, chilly, French bean and pea. The total consumption at the farm level being just 2.54 per cent, the marketed surplus was 97.46 per cent. The maximum quantity of green peas was sold by the growers in the wholesale market (about 89%) and the rest was sold at the farm, in the village and in Apni Mandi. The marketing of green peas has been studied by three supply chains, viz. I: Producer → wholesaler (through commission agent) → retailer → consumer; II: Producer → retailer (through commission agent) → consumer; III: Producer → consumer. The net price received by the producer was 67 per cent, 69 per cent and 94 per cent in supply chains I, II and III respectively in the Hoshiarpur market in January, 2009. The producer’s share in supply chain III was the maximum because of direct sale by the producer to the consumer. The supply chain III has been found most efficient because its marketing efficiency was 14.83 as compared to 2.70 in supply chain II and 2.38 in supply chain I. The low marketing efficiency in supply chain I was on account of a higher number of market intermediaries in this chain. The functional analysis of the factors affecting the marketing efficiency has revealed that with one per cent increase in marketing margins and costs, the marketing efficiency declined by 0.45 per cent and 0.44 per cent, respectively. To examine production performance, the average feed conversion ratio, livability percentage, average body weight and age at marketing have been worked out. Though broiler production is capital-intensive, it has been found profitable. The average cost of production per broiler has been found to be ` 64 and per kilogram live weight of broiler as ` 32. The variable cost and fixed cost constitute 84.5 per cent and 15.5 per cent of total cost, respectively. The major cost components have been found as feed cost (58.6%), chick cost (21.5%) and depreciation on buildings (10.7%). The net profit per broiler as well as per kilogram body weight has been found as ` 7.20 and ` 3.59, respectively for the sample as a whole. The benefit-cost ratio has worked out to be 1.11 for the sample as a whole and it increases with increase in farm-size, indicating that as farm-size increases, the net margin over the rupee invested on broilers also increases. Multistage random sampling has been followed to select the districts, blocks, villages and finally the farmers and logit model has been used for the analysis. The study has observed that availing of institutional credit and educational level are among the important factors which decrease monocropping. The study has highlighted the need for focus on crop diversification and increasing cropping intensity. The area under organic farming has been found about 27 per cent of the total operational area in rabi season for the sample organic growers. The major share of organic area has been found under wheat crop, which accounted for 15 per cent of the total operational area of sample organic growers. The total variable cost on per acre basis for the cultivation of organic wheat has been found less as compared to inorganic wheat. The net returns over variable cost of organic and inorganic wheat have been observed as ` 21895/acre and ` 16700/acre for organic growers. The lower crop yield in organic wheat (6.7q/acre less) was well compensated by the higher price it fetched in the market. A wider varietal distribution has been observed for organic than inorganic wheat cultivation. The regression analysis has revealed that with one per cent increase in expenditure on farmyard manure + jeev amrit , biodynamic and machine labour, the organic wheat productivity would increase by 0.114 per cent, 0.703 per cent, 0.556 per cent, respectively, showing significant impact on value productivity. The economics has been worked out by comparing costs and returns at different stages by the conventional method. The linear production function has been fitted to evaluate the resources-use efficiency in the production of menthol mint. The study has shown that the major portion of operational cost is shared by hired labour, interculture operations, distillation charges, irrigation and machine / tractor charge. The overall benefit-cost ratio has been found to be 2.55, which indicates a higher profit for farmers on less investment in mint cultivation. The independent variables like human labour, machinery, manures and fertilizer, irrigation charges and intercultural operations have shown a positive and significant impact on the returns of mentha crop in the study area.
