En este trabajo se presenta una caracterizacion de los servicios urbanos del agua como servicios publicos cuyo proposito deberia ser generar valor publico. Se analiza el caso del Area Metropolitana de Monterrey (AMM), para mostrar la complejidad que plantea generar valores publicos que se traduzcan en la sostenibilidad social, financiera y ambiental de esos servicios. Particularmente, se analizan la cobertura universal, la equidad en el consumo y la asequibilidad como valores publicos necesarios para la sostenibilidad social de esos servicios. En el analisis empirico se muestra que proveedores eficientes de servicios publicos del agua pueden no generar valores publicos. El AMM muestra una clara diferenciacion en acceso entre zonas urbanas y rurales, en el consumo y asequibilidad por niveles de bienestar por colonia y una persistente perdida de agua que afectan la generacion de valor publico de los servicios publicos del agua. Abstract . This paper presents a characterization of water services as public services which purpose should be to generate public value. The case of the Monterrey’s Metropolitan Area is analyzed; this case shows the complexity in creating public values for the social, financial and environmental sustainability of water services. Particularly, we analyze universal access, equity for consumption and affordability of water tariffs as public values for the social sustainability of water services. One of the main findings is that efficient water services utilities not necessarily generate public values. The case study shows a clear differentiation in water services access between urban and rural areas; different levels of consumption by income level; affordability; and a persistent loss of water in the water networks. En Mexico, los pasivos contingentes por concepto de pago de pensiones de vejez para los trabajadores del sector publico de los gobiernos estatales no suelen ser reconocidos contablemente en los estados financieros (IMEF, 2004). Considerando que la mayoria de los programas de pensiones estatales para los trabajadores del sector publico se encuentran en deficit actuarial (Farell, 2009); es decir, en estos programas el valor presente de los gastos es mayor que el valor presente de los ingresos, los gobiernos estatales pueden no estar preparados para enfrentar el pago de las promesas en materia de pensiones. En este articulo se discute como algunas caracteristicas del sistema fiscal vigente se vinculan con el crecimiento del pasivo por pensiones de los gobiernos estatales. Ademas, se presenta una estimacion del costo fiscal por pago de pensiones de vejez a los trabajadores del sector publico en los 32 estados, con una metodologia inspirada en modelos de la Organizacion para la Cooperacion y el Desarrollo Economicos (OCDE). Los resultados muestran que, en promedio, el costo de otorgar una pension de vejez a un servidor publico que se jubila es de 18.2 veces su ultimo salario anual. Abstract. In Mexico, contingent liabilities of state governments for providing old age pensions to public sector workers are usually not recognized in their financial statements (IMEF, 2004). In addition, a number pension programs for public sector workers in the states are currently in actuarial deficit (Farell, 2009) —the present value of expenditures in these programs is higher tan the present value of revenues. This suggests states’ governments may not be prepared to face the payment of pension promises. This paper discusses how the main features of the current fiscal system are linked to the growth of contingent liabilities of states’ pensions. It also presents an estimate of the debt to public sector workers due to the payment of old age pensions following pension rules in the 32 states. Our methodology is inspired in Organisation for Economic Cooperation and Development (OCDE) pension models. {"title":"Responsabilidad paradójica en el suministro de servicios públicos. Este articulo explora las relaciones entre las organizaciones publicas que suministran servicios y su entorno mas amplio, con enfasis en la transformacion de la responsabilidad publica. El supuesto clave es que esta ultima se vuelve mas fuerte y menos inmediata al mismo tiempo. Se elucidara esta paradoja, por un lado, con base en conceptos como la logica institucional, la gobernanza publica orientada hacia el mercado y la rendicion de cuentas hibrida y, por el otro, mediante una ilustracion empirica del sector hospitalario aleman que se complementa con una pequena incursion en el desarrollo reciente del sistema de salud mexicano. Se argumenta que, bajo la influencia de movimientos de reforma recientes, el suministro contemporaneo de dicho servicio publico entrana la paradoja mencionada, sin importar los legados (nacionales) institucionales en la administracion publica. Sin embargo, parece que la paradoja es mas pronunciada en Estados de bienestar maduros, mientras que en paises como Mexico, la fuerte heterogeneidad dentro de los campos organizacionales afectados podria impedir un choque en todo el terreno de las logicas institucionales, aunque otros problemas funcionales mas basicos sigan siendo cruciales. Abstract . This article explores relations between public service-providing organizations and their wider environment, with an emphasis on the transformation of public accountability. The key assumption is that the latter becomes stronger and less immediate at the same time. This paradox will be elucidated by drawing on concepts such as institutional logics, market-oriented public governance, and hybrid accountability on the one hand, and by an empirical illustration from the German inpatient care sector which is complemented by a short foray into recent developments in the Mexican health care system, on the other. It is argued that, under the influence of recent reform movements, contemporary public service provision is fraught with the aforementioned paradox, regardless of (national) institutional legacies in public management. En el contexto de distintos procesos de descentralizacion y reforma social, la participacion de los gobiernos estales en el desarrollo de programas sociales propios se ha incrementado en Mexico. Sin embargo, la magnitud y los determinantes de la inversion en dichos programas han sido poco estudiados. Este trabajo se centra en la participacion de los gobiernos estatales en politica social, especificamente, en su inversion en programas sociales. En particular, el proposito central de este articulo es identificar algunos de los factores mas importantes relacionados con la asignacion de recursos presupuestales para programas sociales por parte de los gobiernos estatales. Para ello, este estudio realiza un analisis cuantitativo del presupuesto asignado a programas sociales de las 32 entidades federativas de Mexico, segun los datos reportados por el sistema de informacion de programas sociales de la Iniciativa para el Fortalecimiento de la Institucionalidad de los Programas Sociales (IPRO) de 2009 a 2013. Los resultados de este estudio sugieren que el porcentaje de pobreza extrema estatal, el producto interno bruto (PIB) per capita estatal y la ocurrencia de ano electoral en el estado, son factores que inciden el monto del presupuesto anual asignado a los programas sociales estatales. Sin embargo, la descentralizacion ha reportado para los gobiernos estatales, entre otras cosas, mas recursos financieros para gastar, no hay evidencia de que la disponibilidad de dichos recursos se traduzca en mayor presupuesto para los programas sociales, como los que registra el sistema de informacion antes mencionado. Abstract . Throughout various decentralization and social reforms in Mexico, state governments have increasingly developed their own social programs. However, there is scant research on the amounts of resources invested in those programs. This article focuses on the participation of state govern-ments in implementing their own social policy, specifically in their investment in social programs. In particular, the main purpose of this research is to identify the most important factors related to the allocation of budgetary resources for social programs by state governments. To do this, this study conducts a quantitative analysis to better understand the allocation of resources to social programs in 32 states of Mexico, according to data reported by the Initiative for Strengthening Institutions of Social Programs (IPRO), from 2009 to 2013. The results of this study suggest that the percentage of extreme state poverty, state per capita GDP, and the occurrence of the electoral year in the state are factors that affect the amount of annual budget allocations of state programs. La coordinacion de los esfuerzos gubernamentales para lidiar con ambitos complejos de politicas publicas, como la seguridad social o la salud, es esencial y tiene que ser una parte central de las reformas recientes. Este articulo se enfoca en la calidad de la coordinacion en los gobiernos centrales europeos segun las percepciones de funcionarios publicos de alto rango. Estudiamos la coordinacion horizontal y vertical, y la coherencia y coordinacion de politicas publicas. Un supuesto clave es que la calidad de la coordinacion variara segun los mecanismos de coordinacion, las medidas de reforma y las diferencias entre paises. Examinamos como los acuerdos jerarquicos tradicionales, las medidas de la nueva gestion publica (NGP) y los acuerdos de “gobiernos integrales” afectan la calidad de la coordinacion. La base empirica del analisis es un sondeo con ejecutivos administrativos en ministerios y organismos centrales en diez paises europeos realizado en 2012. Mientras que los ejecutivos tienden a evaluar la coordinacion vertical en su propio ambito politico como muy buena, identifican problemas con otros tipos de coordinacion, especificamente en la coordinacion horizontal entre ambitos politicos. A pesar de las reformas de coordinacion significativas, los efectos son bastante ambiguos. Tanto los acuerdos de red asociados con instrumentos pos-ngp como los instrumentos ngp mas tradicionales, como la gestion del desempeno, significan una diferencia en la percepcion de la calidad de la coordinacion. Tambien hay variaciones significativas entre paises. Abstract . Coordination of government efforts dealing with complex policy areas such as social welfare or health is essential and has been a central part of recent reforms. This article addresses the quality of coordination in European central government as perceived by top civil servants. We study horizontal and vertical coordination and policy coherence and coordination. A main assumption is that coordination quality will vary with coordinating mechanisms and reform measures as well as with differences between countries. We examine how traditional hierarchical arrangements, npm-measures as well as whole-of government arrangements affect the coordination quality. The empirical basis of the analysis is a survey of administrative executives in ministries and central agencies in 10 European countries conducted in 2012. While these executives tend to evaluate vertical coordination in their own policy area as pretty good, they identify problems with other types of coordination—specifically horizontal coordination across policy areas. In spite of significant coordination reforms the effects are rather ambiguous. Both network arrangements associated with post-NPM and more traditional npm instruments such performance management make a difference on the perception of coordination quality. El trabajo presenta una aproximacion teorico-metodologica para el estudio de las politicas de salud que busca captar las articulaciones entre planes y programas que se llevan a cabo en la accion conjunta de la implementacion de los procesos de reformas del sector. Inscribiendo la propuesta en la literatura de “analisis de politicas por instrumentos”, el trabajo propone definiciones, aporta una tipologia de instrumentos especifica para el campo de salud, e identifica los atributos relevantes para su analisis. Con el proposito de mostrar la potencialidad de esta herramienta en contextos de fragmentacion, aplica esta perspectiva al analisis de la politica sanitaria argentina en el periodo que va desde la salida de la crisis de principio de siglo hasta finales de la decada. Al trascender las fronteras de cada programa, la lectura de sus instrumentos permite detectar desafios comunes en el nivel de las politicas, a la vez que convergencias y divergencias en los cambios propuestos desde el gobierno nacional. Abstract . This paper presents a theoretical and methodological approach for the study of the health care policies in search for capturing the relationships between plans and programmes that take place in the implementation of the reforms. Drawing on the proposal in the framework of “public policies through its instruments”, the paper proposes definitions, provides a specific instrument’s typology for the health field and identifies the relevant attributes for its analysis. To show the potentiality of this tool in a fragmentation context, the paper applies this perspective to the analysis of Argentina’s health policy in a period that goes from the end of the early twentieth century’s crisis to the end of the decade. El estudio de la practica en la gestion hospitalaria internacional y nacional, unido a la situacion de varias instituciones investigadas por los autores, sobre la planificacion de los recursos, evidencia deficiencias en los sistemas de planificacion de medicamentos y materiales de uso medico en instituciones hospitalarias, que conllevan a la insuficiente gestion y utilizacion de estos recursos; el siguiente articulo tiene como objetivo desarrollar un modelo de planificacion de medicamentos y materiales de uso medico centrado en las caracteristicas clinicas de los pacientes y sus procedimientos especificos, que contribuyan a la mejor gestion y utilizacion de estos recursos en instituciones hospitalarias. Los resultados alcanzados con la aplicacion reflejan mejoras en la gestion de sus recursos, dadas por la incorporacion de pronosticos de demanda, la planificacion agregada y maestra de los servicios y la capacidad de los procesos hospitalarios. The study of practice in both international and national hospital management about the planning of resources —as well as the situation of several institutions investigated by the authors of this article—, identifies failures in the systems of planning of medications and medical materials in hospitals, which lead to insufficient management and utilization of these resources. The article aims to develop a planning model for medicines and materials for medical use focused on the clinical characteristics of patients and their specific procedures, contributing to the best management and use of these resources in hospital institutions. Second the process of transforming the “Social Club Los Reyes” from a sports club into transnational player is presented. This section describes some key aspects of the relationships between this actor and the governments of Mexico and the United States. La evidencia arroja resultados desiguales, pero aun asi la participacion ciudadana es una realidad que implica la inversion de recursos y que parece haber llegado para quedarse. En este trabajo se hace una revision de las principales implicaciones tecnicas y politicas que tiene la participacion ciudadana, los dilemas que deben equilibrarse y se sistematizan cinco dimensiones cuyo entrecruzamiento da lugar a las opciones para disenar la oferta que los gobiernos hacen a los ciudadanos de practicas y politicas participativas. El planteamiento general consiste en reconocer la necesidad de desarrollar capacidad analitica para delimitar la practica y mejorar el diseno de la oferta institucional participativa. Abstract . As soon as direct citizen participation began to be approached as a strategy to develop public policy it is commonly believed that it encourages capacity building and more fair, effective, and legitimate policies. Evidence shows uneven results. As it stands, direct citizen participation is a reality that involves resource investment. In this work, we review its technical implications, which result in a wide array of dilemmas that must be balanced when designing participative instruments and strategies. Five dimensions are thus systematized, and their cross sections give space and options to the design of participative offer.
