{"title":"Translation, politics, and development","authors":"Kizito Tekwa, Mei Li","doi":"10.52034/lanstts.v21i.728","DOIUrl":"https://doi.org/10.52034/lanstts.v21i.728","url":null,"abstract":"China’s rise to global prominence has been coupled with a development aid approach and narrative that contradicts long-standing Western-oriented models and discourses. Despite the existence of tangible development projects that bear testimony to Chinese aid to developing countries and which clearly espouse the principles upon which the aid is founded, critics continue to allege that the aid is a façade that enables China to advance its political ideology and vision. Using a corpus-based approach, we investigated the extent to which China’s political discourse finds its way into the development aid discourse either by senior party officials or through a government-managed collaborative translation mechanism. To do so, we designed a monolingual corpus of the speeches of top-ranking CPC party officials presented at party-organized events and bilingual (Chinese–English) corpora of the discourse used by Chinese government officials during development aid exchanges. We extracted political terms, based mostly on their frequency of use, from the monolingual corpus and verified the extent of their presence in the bilingual corpora of the development aid discourse. Furthermore, we studied the terms and their contexts of use in the bilingual corpora to determine whether translation served as a medium through which China’s political discourse was possibly being introduced into its development aid discourse. Our investigation led us to conclude that China’s development aid discourse contains an insignificant amount of political terminology mirroring China’s own development path. We also concluded that translation did not constitute, in any tangible way, a means by which the presence of China’s political discourse in its development aid discourse could be enhanced. However, we uncovered issues related to terminology management, literal translation, and machine translation which suggest that China was struggling to cope with preserving source text and, presumably, target text linguistic and cultural elements, while taking advantage of current advances in translation technology. {"title":"Exploring the translation–development interactions from an emergent semiotic perspective","authors":"Xi Chen","doi":"10.52034/lanstts.v21i.736","DOIUrl":"https://doi.org/10.52034/lanstts.v21i.736","url":null,"abstract":"The Guangdong-Hong Kong-Macao Greater Bay Area (Greater Bay Area or GBA), a megalopolis in China, has developed rapidly and achieved remarkable results in recent years. This study aims to explore the translation–development interactions in the GBA from an emergent semiotic perspective. Following the studies on translation and development (Marais, 2014, 2018; Olivier de Sarden, 2005), this study views development as a semiotic process of making meaning under specific affordances and constraints, while translations could be regarded as meaningful intercultural mediations or adaptations that help to transcend language barriers and support regional development. Through exploring different translation practices in education, economics and the media, this study analyses how translation plays a mediating role in the development of the GBA in multiple respects. It first examines the adaptation of curriculum designs of translation courses in the universities of the GBA and then analyses the functions of the translation industry in support of the economic development of the GBA. Finally, it analyses the translations of international publicity material on the tourism websites of the GBA to explore the ways in which translation mediates in the cultural exchanges and coordinated developments regarding the GBA and its component parts. For almost two decades, Taiwan’s government has rewarded Indigenous minority recording artists who sing in endangered ancestral languages at the Golden Melody Awards (GMAs), Taiwan’s Grammys. These language-based GMAs stimulate the private production of popular music in such languages. They also stimulate translation into such languages, which certain recording artists have been learning as adults. I found that one GMA hopeful, Yoku Walis, translated her hip-hop lyrics from Mandarin Chinese into Seejiq, her ancestral language, with a language learner in mind, and that a pedagogical goal also guided the titling of her music videos. But language pedagogy is only one part of an innovative package. Yoku’s Seejiq hip hop is a contribution to inclusive linguistic and cultural development. Given the crucial importance of public health in a nation’s development, we assess the way grassroots participation in healthcare projects and activities is enhanced through the translation of healthcare information into low-resource languages. This study, epistemologically grounded in the theory of planned behaviour (TPB), adopts a qualitative and quantitative methodological approach to correlate the TPB and the target-language choices of translator-interpreters and the translation strategies they adopt working with low-resource languages. The survey responses and audio recordings analysed are those of translators or interpreters working in a rural context in the Anglophone regions of Cameroon. The target language in question is Pidgin English, a low-resource oral language. The evidence gathered leads to the finding that various de-terminologization strategies are employed to ensure that messages are adequately disseminated and that the local community members are involved in healthcare activities. As nations constantly share their scientific and philosophical knowledge with others, translation takes on a key role in the transmission of not only knowledge, but also the advancement of all aspects of the source culture. In this respect, the Qing and Ottoman empires, after experiencing military defeats, were able to recognise the progress made by certain nations as a result of the Industrial Revolution. The knowledge transfer from these industrialized countries therefore became part of the attempts by states, private institutions and reformers to catch up with these countries in the area of development through increased translation initiatives. Trends such as these subsequently continued to shape the culture-planning processes in many countries. Against this background, the present study aims to shine a light on the parallel course of translation movements in the modernization processes of China and Turkey from the mid-19th to the mid-20th century. {"title":"Concordancing DEVELOP* at the Interpreter-mediated Press Conferences","authors":"Chonglong Gu","doi":"10.52034/lanstts.v21i.721","DOIUrl":"https://doi.org/10.52034/lanstts.v21i.721","url":null,"abstract":"Thanks to the pragmatist Reform and Opening-up (RoU) program initiated by Deng Xiaoping in 1978, China, the largest developing country, has witnessed decades of sustained development and is poised to overtake the United States as the largest economy in the world. RoU is a major watershed in China’s recent history, signaling the beginning of China’s rapid economic development and meteoric rise over the past few decades in the global arena. The broader RoU discourse represents an important overarching metadiscourse, legitimizing China’s miscellaneous developments and policies, economic system, style of governance, and stances for the entire post-1978 period. In particular, ‘development’ is an operative word for and a key component of the RoU, which also constitutes a central and recurring theme throughout the interpreter-mediated premier-meets-the-press conferences in China. Development studies represents a growing and interdisciplinary research area. However, it is rarely explored from a discursive perspective in political interpreting, despite the vital mediating role of interpreters. To bridge this gap, framed within the broader trends of interdisciplinary research and digital humanities, the pragmatist mixed-methods approach of corpus-based critical discourse analysis is applied to the premier-meets-the-press data (1998–2017) to explore the government-affiliated interpreters’ agency and (re)construction of China’s ‘development’ discourse over one-fifth of a century. The study reveals the interpreters’ institutional (over)alignment and frequent strengthening of Beijing’s development discourse in English at different levels using various discursive means. Discursively, this established the interpreters’ role and text ownership in (re)shaping reality, further facilitating China’s development, (re)constructing and disseminating sociopolitical knowledge, and possibly even effecting changes and transformations to the East–West power differentials as vital (re)tellers of the Chinese story.
