Some of this restructuring has been prompted by technological change, but public policy has actively facilitated the increased mobility of capital to places where it brings the highest short-term private return but not necessarily the greatest long-term social return. While deregulation and technology have combined to provide a wider choice of services and increased price pressure in the lucrative segments of different financial markets, the pursuit of affluent customers has left lower-income consumers and very small firms at a disadvantage. This debate has been fairly extensive in its, overwhelmingly negative, evaluation but it has ignored what is arguably the most important aspect of the assessment of the typology: its robustness and validity over time. This paper provides such an assessment by presenting an updated version of Esping-Andersen's decommodification index. Following a brief introduction to the development of rationing in Britain, it considers the role of the media in society and looks at the arguments developed by the right wing media and contrasts these with the perspectives of the center left. Monthly AFDC-Basic data for Texas from mid-1989 through April 1993 are analyzed using an event history analysis to examine the length of time families receive AFDC benefits and to estimate the effects of the two latent traits that influence the pace of quitting welfare. This study compares the likelihood of reaching temporary time limits between families who repeatedly attempted to leave Temporary Assistance to Needy Families (TANF) and those who remained on the rolls continuously. Using logit analysis, we find that relatively few families reach the 24 month time limits in Nevada because most families left on their own for employment, marriage or for other reasons. This finding raises the question of whether time limits are even necessary. Welfare rolls have been reduced, yet poverty has not been overcome for many clients in the welfare system. This paper analyzes potential pathways out of poverty within the context of devolution. The need for a redefinition of poverty is reviewed and several dimensions of policy are discussed: the notion of work as an antipoverty strategy, potential methods to support work, the notion of payment for care-givers functions, the controversy surrounding the promotion of marriage, education and employment options, and the need for a permanent safety net to assist individuals and families.
