In essence, the system measures glucose values and number of depressive episodes continuously. It turns out to be advantageous in the sense that the system would make predictions for next weeks, and thus gives capabilities to health specialists to carry out precise interventions. For instance, when one anomalous event is identified in the sense that the glucose value is above 350 mg/dL and having at least one widely depressive state per week, the health specialist would take rapid decision based on an aggressive program of teleconsults which might be of order of up to 5 per week. In this manner, the recovery of patient to reach stable values might take up to 15 days, after of applying the Telemedicine system. This result can be superimposed to the measured pressure blood values by which it is possible to predict within certain errors, the probability of risk for getting a cardiovascular attack. The hybrid design ensures that questions be answered in a timely manner and by most suitable users. E-learning is nowadays widely used in higher education as a mean for supporting learning on academic programs. Concurrently, the Open Educational Resources (OER) are becoming a valuable alternative to improve access to high-quality educational content released under open licenses by outstanding universities worldwide. The conjunction of both concepts can configure a strategy to improve the quality of the curricula in the higher education institutions, particularly in development countries, in order to equalize the learning outcomes of international academic programs and to reduce the cost associated with educational content development. This work aims to achieve a preliminary understanding of the potential of the OER availability to be used in E-learning environments. As a case study, we have conducted an exploration of the feasibility of using OER to supplement E-learning environments for Higher Education in Computer Science at Ecuador. The search of the OER suitable to be used for this purpose has been performed on all categories of OER websites, including Open Courseware projects of prestigious universities. These strategies have proven to be very effective for the private sector and can be adopted by public administration to encourage participation from citizens and eventually result in empowerment of societies. In this paper, a case study on public collaborative legislation, termed Wiki Legislation, is used for the analysis and development of an Act. The Act generated during the implementation of this project aims to integrate the systems of Science, Technology, Innovation and Ancestral Knowledge with Education, Higher Education and Culture in Ecuador. In this work, the design of the project, as well as a user-centered evaluation was conducted. For this, a survey was conducted and analysis of data recorded in the Moodle 2.6 platform on which gamification plugins were integrated. This term describes the process needed to carry out the supply chain without changing media channels. Mobile payment systems and electronic cash have emerged as a quick and safe opportunity, which draws high penetration and use of cell phones for payments in the world. This type of payment method can also be extended and implemented by public administrations. In this paper, a case study on an electronic payment method developed by the Central Bank of Ecuador is presented as an alternative model to the electronic cash system offered with the public sector, seeking to provide the Ecuadorian population with an alternative for economic inclusion and allowing interoperability with different service providers and economic actors. In this work, the design of the system and a comparison with other electronic payment projects is presented.
