Among the conclusions is stated that the purpose of open government data does not end at promoting transparency, but also in open processes, supporting the actions of Open Government and even promoting innovation and entrepreneurship, which with a proper disclosure could become a unique case in the region.","PeriodicalId":430614,"journal":{"name":"2016 Third International Conference on eDemocracy & eGovernment (ICEDEG)","volume":"98 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2016-03-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"124074974","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Today, however, we are able to maintain the security and privacy of information, which is essential to current research in encryption. Encrypted information also forms a key part of scientific projects that involve human behavior, bank transactions, and economic, political and social phenomena. In this paper, we provide a theoretical overview of various encryption techniques, namely those that range from changes in the position of a letter or word, to word transformations and transposition. It may also include computer algorithms that have binary functions, which produce coding of a message. Thirdly, it encapsulates the latest advances in science, which are used to obtain the maximum objective of an encrypted message, i.e. the secret-coded message. For the latter, algorithms are used to determine quantum calculations. For this study, the concepts and processes that are discussed are based on algorithms. These not only provide security when sending messages, but also security for passwords that are used to decipher and to encrypt. The conclusions in this study examine the current theoretical framework, and propose the usage of methods to prevent online security breaches. These methods are presented in the proposal. Here we also argue that it is possible to achieve a mixture of cryptography algorithms that foster an improved performance and enhance the speed of safe transactions.","PeriodicalId":430614,"journal":{"name":"2016 Third International Conference on eDemocracy & eGovernment (ICEDEG)","volume":"5 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2016-03-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126834313","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Today, millions of transactions are performed on the Web at an ever-increasing pace. Moreover, potential of their commercial applications are innumerable. In this paper, we present a theoretical study of Internet business that rely on the concept of e-commerce and discuss the main e-strategies, namely those that provide users with a sense of security and confidence when doing buying and selling transactions, i.e. areas that can be improved by information technology. Also, the modern philosophy of seeking stellar products and in generating entire paradigms to sell them based on their unique characteristics implies that we should adopt measures to examine the growth of online businesses that involve inclusive-driven political policies and security, and which support the transition from physical to digital commerce.","PeriodicalId":430614,"journal":{"name":"2016 Third International Conference on eDemocracy & eGovernment (ICEDEG)","volume":"83 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2016-03-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130027764","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In order to fulfill the mentioned conditions, a case study initiates with a spin of two representative but random samples, which assess real-life circumstances. The first sample contains a great variety of tourist's names from all over the world collected from visitors of the Galápagos Islands in the past three years, at about the last population census. The second sample has been used with islands' resident names out of the last census. The used algorithm matches the sampled with those of the citizens taken from the database of National Registration Identity Card Number Department of Ecuador in two steps. The first step separates the exact coincidences and identifies the top approximate name's coincidences through a phonetic code comparison. The second step includes a refinement of the first one carried out by a distance edition technique. To offer evidence on the effectiveness of those steps, the accuracy and viability quality factors of the algorithm has been evaluated. A final confirmation of the obtained results has been given by the use of a t Pair Test, which determines if there appear any significant differences of those factors prior and after the execution of the new algorithm.","PeriodicalId":430614,"journal":{"name":"2016 Third International Conference on eDemocracy & eGovernment (ICEDEG)","volume":"2 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2016-03-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114916028","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Twitter has become the preferred social network platform used by researchers for measuring popularity or influence of users in social networks. This study seeks to extend analysis of influential users in the spatial context of Ecuador, applying computational intelligence techniques in order to identify influential users and for those users calculate its ranking. The results show that a careful selection and normalization of features found in the Twitter user's profile, allows us to detect influential users with high degree of accuracy, and then calculate the ranking only over those users. This approach provide a quicker method compared to previous techniques for determining the ranking by filtering non-influential users.","PeriodicalId":430614,"journal":{"name":"2016 Third International Conference on eDemocracy & eGovernment (ICEDEG)","volume":"12 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2016-03-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"121060110","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The implementation of e-Education initiatives faces huge challenges in countries with low and medium human development levels due to budget constraints and lack of infrastructure, among other limitations. In this context, massive open online courses (MOOCs) might be a useful tool to offer educational opportunities to citizens, provided the right strategies are envisioned and applied. This study has two parts. In the first part, we selected a sample of countries covering all levels of human development index (HDI) and found an inverse correlation between HDI and population growth. We also found that countries with low and medium HDI have low education indexes and need to improve their primary education completion rates, secondary education enrollment, and tertiary education enrollment. In the second part, we performed a SWOT analysis to identify the internal and external factors of MOOCs that influence their ability to be used for e-Education in countries with low and medium human development. Based on these factors, we defined a set of strategies. As future work, we plan to evaluate the strategies proposed with the collaboration of public educational institutions and government organizations.","PeriodicalId":430614,"journal":{"name":"2016 Third International Conference on eDemocracy & eGovernment (ICEDEG)","volume":"121 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2016-03-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"122502051","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

But somehow, the practice of the democracy has turned into a synonymous to elections, an act where common citizens participates in politics only at the ballot day, once every four or five years. This fact decreases civil participation in the whole world, causing what it has been named the crisis of the political parties. The use of the Information and Communication Technologies (ICT) and new forms of participation in government through the exercise of the participatory budgets, seem to be an effective way to revert the civil apathy. In this paper, an alternative fuzzy model to E-Government and E-Democracy decision is proposed. This model is based in mobile technologies, to avoid the decrease of the civil participation in the democratic government; and a linguistic process of group decision based on the affinity between citizens using natural language and LAMA operators, to obtain a representative final opinion for the decision.","PeriodicalId":430614,"journal":{"name":"2016 Third International Conference on eDemocracy & eGovernment (ICEDEG)","volume":"41 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2016-03-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"122362867","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Ecuador is both a highly popular touristic destination and the home country of at least 1 million migrants. The relatively high availability and low cost of online social network data may be a complement to migration data in the study of traveler's economical means and motivations. Such travel variables are relevant for countries as Ecuador in which the economy partly relies on the tourism industry and remittances. In this empirical study, we collected 63 millions of tweets, extracted the modal country for each user and studied the tweets generated. We first demonstrated, that the volume of local travelers leaving a country grouped by destination, as well as the volume of foreign travelers visiting the same country and grouped by provenance origin location, can be accurately estimated (r = 0.85) from geo-located records extracted from Twitter. Next, we characterized each group of travelers and computed spatial clusters, revealing popular locations of national and foreign travelers while in Ecuador. Finally, we showed that Ecuadorians with higher educational level have more chances to travel abroad, validating such findings with official data.","PeriodicalId":430614,"journal":{"name":"2016 Third International Conference on eDemocracy & eGovernment (ICEDEG)","volume":"189 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2016-03-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"122825262","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
